19420317 Regular City Council Meeting - Minutes " !' 'f MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF. VERNON HELD TUESDAY" MARCH 17" 1942" AT THE HOUR OF THREE O'CLOCK P. M." AT [lHE CITY HALL" 4305 SANTA FE AVENUE" VERNON, CALIFORNIA. The meeting was called to order by Mayor J. B. Leonis. Councilmen Present: Messrs. Leonis" Furlong, Scheider" Peralta, Levy. Councilmen Absent: None. It was moved by Furlong and seconded by Scheider that the Minutes of the previous meeting be approved without reading. Motion carried. At this time the City Clerk announced that he had upon his desk" pursuant to notice, bids for the furnishing of miscellaneous pipe" valves and fittings. It was moved by Furlong and seconded by Scheider that the City Clerk open and read the bids. Motion carried. At this time the City Clerk read bids for the furnishing of pipe and fittings from the following firms: , American Cast Iron Pipe Co.; United States Pipe & Foundry Co.; Reliable Iron Foundry; Chapman Valve . Manufacturing Co.; Johns Manville; Rensselaer Valve Co." and Rich Manu- facturing Co. It was moved by Scheider and seconded by Peralta that all bids be referred to the City Engineer for checking and report. Motion carried. Report of the Fire Chief on the application of West Disin- fecting Company for permission to install various underground and above ground oil tanks in connection with the manufacture of insecticides and deodorizing fluids. The Fire Chief recommended that the application be denied, owing to the fact that the request was in violation of the zoning law. At this time the representative of the West Disinfecting Co. addressed the Council and requested that the matter be laid over until the next meeting of the City Council. It was moved by Scheider and seconded by Peralta that the report and recommendation of the Fire Chief be laid over until the next regular meeting. Motion carried. Reporteof the Fire Chief and Oil Refinery Fire Marshal were read on the application of the Aluminum Company of America for permission to install a steam distillatio~ system for cleaning solvents at their Alcoa Plant, wherein both the Fire Chief and the Oil Refinery P.ire Marshal recommended that the application be denied for the reason that the construction and operation of such eqaipment would be unlawful, unless erected in the oil zone. It was moved by Furlong and seconded by Scheider that the reports of the Fire Chief and the Oil Refinery Fire Marshal be filed and their recommendations concurred in, and the permit denied. Motion carried. 28 Communication from the Oity Engineer submitting Specification No. 130 for installation of deep well turbine pump, etc., was read. It was moved by Scheider and seconded by Peralta that the same be filed. Motion carried. Communication from C. A. Heinze, Consulting Electrical Engineer,on reports filed by the Southern California Edison Company on Franchise Ordinances Nos. 503 and 504, was read. It was moved by Scheider and seconded by Furlong that the reports of the Consulting Electrical Engineer be approved and filed. Motion carried. Report of the Southern Oalifornia Gas Company on Franchise Ordinance Nos. 89, 270, 463 and 514 for year ending December 31, 1941, ~ogether with check in the sum of $707.12, was read. It was moved by Scheider and seconded by Furlong that the reports of the Southern California Gas Company be filed and referred to the Finance Committee. Motion carried. Communication from the Los Angeles County Board of Super- visors, together with Resolution authorizing appropriation of $2217.15 from County Motor Vehicle Fund for improvements of Vernon Avenue and Downey Road, was read. It was moved by Scheider and seconded by Peralta that the communication b,e filed and the $2217.15 be accepted for the doing of the work set forth in said Resolution. Motion carried. Communication from T. V. Cadick and P. A. Jones, requesting permit to operate a steel treating plant at 2431 E. 26th Street, was read. It was moved by Furlong and seconded by Scheider that the communication be filed and the permit granted. Motion carried. Communication from LeMaster-Conzett Co., requesting a per- mit to conduct a welding supply business at 4439 Santa Fe Avenue, was read. It was moved by Furlong and seconded by Scheider that the communication be filed and the permit granted. Motion carried. Communication from Ralph W. Atkinson, requesting a permit to conduct a machinery manufacturer's representative business at 3715 Santa Fe Avenue, was read. It was moved by Scheider and seconded by Peralta that the communication be filed and permit granted. Motion carried. Communication from A. W., Hudson, reqiesting a permit to excavate a hole on north side of 26th Street in connection with mining of dump, was read. It was moved by Furlong and seconded by Peralta that same be referred to the City Engineer for report. Motion carried. Communication from the Los Angeles By-Products Co., request- ing that curbing on north and south sides of East 25th Streets between two driveways and scale house be painted red, was read. It was moved by Scheider and seconded by Peralta that the 29 communication be filed and referred to the Police Department. Motion carried. Communications from the following firms for permit to haul refuse from their premises upon and along the public streets of Vernon, were read: Allis-Chalmers Manufacturing Co.; Pacific Tank & Pipe Co., and H & J Truck Co. It was moved by Furlong and seconded by Scheider that the communications be filed and permits granted. Motion ~arried. RESOLUTION NO. 1097, a Resolution approving Specification No. 130 was read. It was moved by Levy and seconded by Peralta that Resolution No. 1097 be adopted. Motion carried. RESOLUTION NO. 1098, a Resolution declaring the prevailing wage per diem for work to-De done under Specification No. 130, was read. It was moved by Furlong and seconded by Scheider that Resolution No. 1098 be adopted. Motion carried. It was moved by Scheider and seconded by Furlong that the City Clerk be authorized and instructed to advertise for bids for the furnish- ing of all material and the doing of said work set forth in Specification No. 130. Motion carried. Communication from Robert P. Patterson, Under-Secretary of War, addressed to the N~yor, in reference to a controver~y between Byron- Jackson Company and Whiting-Mead Company, was read. It was moved by Scheider and seconded by Peralta that the communication be filed and referred to the Mayor, requesting the Mayor to make a report of conditions as he finds them to the Under-Secretary of War. Motion carried. Minutes of the meeting of the Committee on Light, Power, Water, Building and Purchasing of the City Council of the City of Vernon of the meeting held March 3, 1942, were read. It was moved by Levy and seconded by Furlong that the report be filed and approved. Motion carried. Los Angeles Railway, to set sidewalk anchor on N/S Pacific Blvd. Southern California Edison Company to install one pole on E/S Santa Fe Avenue 339' S/O E. 38th Street. Southern California Edison Company, to move pole on E/S of Alameda Street. Southern California Water Company, to repair water main on E. 25th street. 30, It was moved by Furlong and seconded by Scheider that the applications be filed and permits granted. Motion carried. Report of the Police Department was read. It was moved by Scheider and seconded by Furlong that the report be filed. Motion carried.
