19420407 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY C OUNC IL OF THE CITY OF VERNON HELD TUESDAY, APRIL 7, 1942, AT THE HOUR OF THREE O'CLOCK P. M., AT THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. The meeting was called to order by Mayor J. B. Leonis. Councilmen Present: Messrs. Leonis, Scheider, Peralta, Levy. Furlong. Councilmen Absent: It was moved by Levy and seconded by Peralta that the Minutes of the previous meeting be approved. Motion carried. At this time the City Clerk announced that he had Bids upon his desk, pursuant to notice advertising same. It was moved by Scheider and seconded by Peralta that the City Clerk open and read the bids. Motion carried. . At this time Bids were opened and read from the following firms: Peerless Pump Division-Food Machinery Corporation; The Layne Bowler Corporation; Pomona Pump Company; and, Wintroath Pump, Incorporated. It was moved by Levy and seconded by Scheider that all Bids be referred to the City Engineer for checking and report. Motion carried. Circular letter from the City Clerk of the County of Los Angeles, together with a resolution regarding a proposed consolidation of governments in the County of Los Angeles and separate municipalities of the County, was read. It was moved by Levy and seconded by Peralta the same be filed. Motion carried. Circular letter from H. L. Byram, Tax Collector, together with a list of properties to be offered for sale for tax delinquencies, was read. It was moved by Scheider and seconded by Peralta that the communication be received and filed. Motion carried. Communication from the Office of County Surveyor regarding checking of maps of subdivisions within the city, was read. It was moved by Scheider and seconded by Peralta that the communication be filed and referred to the City Engineer. Motion carried. Circular letter from the League of California Municipalities regarding the submitting of statement showing amount of money expendedfor defense purposes during fiscal year, was read. filed. It was moved by Levy and seconded by Peralta that same be Motion carried. Communication from the Automobile Club of Southern Cali- fornia regarding observance of 40 mile per hour speed limit, curtailment of all unnecessary driving, sharing of business driving with friends and staggering of business hours, was read. 34 It was moved by Scheider and seconded by Levy that the communication be filed and referred to the Vernon Industrial Development Association. Motion carried. Communication from Francis Bates" City Engineer" submitting agreement between City of Vernon and Peter Strattes for use of City land between Fruitland Road and 50th Street. It was moved by Scheider and seconded by Levy that the communication be approved and filed. Motion carried. Communication from Francis Bates, City Engineer" submitting rental charges for municipal houses upon City property" was read. It was moved by Scheider and seconded by Peralta that the communication be filed and referred to the City Attorney. Motion carried. Communication from City Engineer on application of A. W. Hudson for excavation of certain properties on East 26th Street. Recommends that application be granted subject to all conditions of Ordinance No. 547, was read. ~It was moved by Scheider and seconded by Peralta that the communication be filed and recommendation concurred in. Motion carried. Indemnity Agreement submitted by A. W. Hudson in connection with certain excavations in property on north side of E. 26th Street" was read. It was moved by Scheider and seconded by Peralta that same be approved, subject to the approval of the City Attorney. Motion carried. Application of J. Walker, requesting permit to operate lunch wagon on premises of Norris Stamping & Manufacturing Co." 5215 South Boyle Avenue" accompanied by a communication from Norris Stamping & Manufacturing Co." was read. It was moved by Levy and seconded by Peralta that the application" together with communication from Norris Stamping & Manu- facturing Co." be approved" subject to the Police Department. Motion carried. Communication from Cranehoist Conveyor Company" requesting a permit to conduct a business of selling cranes and hoisting equipment at 4439 Santa Fe Avenue" was read. It was moved by Levy and seconded by Peralta that the communication be filed and the permit granted. Motion carried. Communication from P. H. Kroger, requesting information on locating Pnuematic Tool & Mining Machinery Co. on property at 2348 E. 38th Street. It was moved by Levy and seconded by Scheider that the communication be filed and referred to the Police Department. Motion carried. Communication from Owens-Illinois Pacific Coast Co., requesting the painting of curbs in front of office buildings located on Fruitland Road" was read. It was moved by Scheider and seconded by Peralta that the communication be filed and referred to the Police Department for action. Motion carried. Communication from Fibreboard Products Inc., requesting the painting of curbs at 4444 Pacific Boulevard, was read. Communication from James Jordan Laboratory, requesting the painting of curbs at 3100 E. Slauson Avenue, was read. It was moved by Scheider and seconded by Peralta that the same be referred to the Police Department for action. Motion carried. Communication from Axelson Manufacturing Company, regarding parking conditions on Randolph Street, was read. It was moved by Scheider and seconded by Peralta that same be filed. Motion carried. Communication from Standard Packing Company, requesting permit to haul refuse from their premises at 2440 E. Vernon Avenue, upon and along the public streets of Vernon, was read. It was moved by Scheider and seconded by Peralta that the communiaation be filed and permit granted. Motion carried. Communication from G. A. Bigg, Auditor, requesting transfer from the "water fund" to the "water construction fund" the swn of $58,000.00, was read. It was moved by Scheider and seconded by Levy that the same be filed. Motion carried. RESOLUTION NO. 1099, a Resolution authorizing the transfer of $58,,000.00 from the "wateFI'ii'nd" to the "water construction fund", was read. It was moved by Scheider and seconded by Levy that Resolution No. 1099 be adopted. Motion carried. At this time the Mayor reported that he had received a communication from Captain Mills, of the United States Army, requesting that the City of Vernon connect to the Metropolitan Water District and to buy certain fire fighting equipment, It was moved by Levy and seconded by Peralta that the communication be re-referred to the Mayor, City Engineer and Fire Chief for study and report. Motion carried. At this time the Mayor announced that he had written to the packing industries of the City of Vernon, requesting the industries in each plant, to organize an auxiliary fire fighting force, but has ~s yet received no reply. ' , The Fire Chief being present reported that the Acme Brewing Company was allowing water to run upon the street, and suggested that .~ some methods should be employed to prevent this. 36 , It was moved by Scheider and seconded by Peralta that the matter be referred to the City Engineer with instructions to contact the Acme Brewing Company in an endeavor to work out some solution. Motion carried. Application of the Southern California Edison Company in reference to a new franchise upon and along certain streets in the City of Vernon, was read. lIt was moved by Levy and seconded by Peralta that the application be. filed and referred to the Vernon Industrial Development Association for approval as to form. Motion carried. Report of the Committee on Light, Power, Water and Build- ing and Purchasing was read. It was moved by Scheider and seconded by Peralta that same be filed. Motion carried. Comm~ication from the Fire Chief to purchase a secondhand truck to replace truck which is now in service for ~nr~ e:la:':fun".w.drk which is now needed for fire fighting service owing to the present war emergency; also to purchase a station wagon" or other forms of transportation to b e used in making regular plant inspections in the City of Vernon. It was moved by Scheider and seconded by Peralta that the Fire Chief be instructed to purehase the truck in question, subject to the approval of the Finance Committee. Also to make a requisition to the Automobile Rationing Board to see if it is possible to purchase a station wagon. Motion carried. Communication from the Fire Chief requesting permission to buy hose, was read. The Chief announced that the Federal Government is insisting that he immediately expand the department, this insistence coming from the United States Army, who have charge of the plant pro- tection in this area. It was moved by Scheider and seconded by Peralta that the Chief be authorized to place orders not inconsistent with law to pur- chase hose, and otherwise assist the United'States Army in every way possible. Motion carried. RESOLUTION NO. 2000, a Resolution approving the rentals suggested by the City Engineer-Ior the housing of key men employed in the City of Vernon. It was moved by Scheider and seconded by Peralta that Resolution No. 2000(' be adopted. Motion carried. RESOLUTION NO. 2001, a Resolution of the City Council of the City of Vernon authorIzing the employment of Ed R. Bowen as a consulting engineer to assist the City Engineer in all water projects now in existence or being developed by the City of Vernon. It was moved by Scheider and seconded by Peralta that Resolution No. 2001 be adopted. Motion carried.
