MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF VERNON HELD TUESDAY ~ APRIL
21, 1942, AT THE HOUR OF THREE
O'CLOCK, P. M., AT THE CITH HALL,
4305 SANTA FE AVENUE, VERNON,
CALIFORNIA.
The meeting was called to order by Mayor J. B. Leonis.
Councilmen Present:
Messrs. Leonis, Scheider,
Peralta, Levy
Furlong.
Councilmen Absent:
It was moved by Scheider and seconded by Peralta that the
Minutes of the previous meeting be approved without reading. Motion carried.
At this time the City Clerk announced that this was the time
and place provided by law for the canvassing of votes cast at the last
municipal election held April 14, 1942. After the canvassing of the votes,
Councilan Levy introduced Resolution 1102, and moved its adoption,
seconded by Peralta and unanimously carried.
RESOLUTION NO. 1102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, DECLARING THE
RESULTS OF A REGULAR MUNICIPAL ELECTION HELD ON THE 14th day of APRIL, 1942.
WHEREAS, a general municipal election was held in the City
of Vernon, State of California, on Tuesday, the 14th day of April, 1942, for
the purpose of electing four (4) members of the City Council, three (3) for .
the full term and one (1) for an unexpired term; and,
.WHEREAS, it appears that said election was held and conducted
in accordance with the General Election Laws of the State of California,
as far as same were applicable; that the City Council have such notices of
the election as prescribed by law and appointed a board of election, fixed
their compensation, established an election precinct and polling place, and
that said election was held and conducted and votes cast thereat were
received and canvassed and the returns thereon were made in the time, form
and manner required by law; and,
WHEREAS, the City Council did meet on this the 21st day of
April, 1942, being the first Tuesday next succeeding the date of said general
municipal election, and at said meeting the said board canvassed the votes
cast at said general municipal election. Whereupon it was found that the
total votes cast at said election in said City were 127 votes. The number
of spoiled ballots were O. The votes were as follows:

WHEREAS, it appears from the canvass of the votes cast in
said general municipal election, that the persons next herein named
received a majority of all the votes cast thereat for the respective offices
mentioned.
NOW, THEREFORE,. IT IS HER~BY RESOLVED, determined and declared
by the City Council of the City of Vernon that at a general municipal electin
held in said City on the 14th day of April, 1942, the persons elected to the
respective offices for the terms stated and until their successors are duly
elected and qualified, are as follows:
Jean B. Leonis, as Councilman of the City of Vernon,
for the full term of four years;
Estevan R. Peralta, as Councilman of the City of
Vernon, for the full term of four years;
Herman SCheider, as Councilman of the City of
Vernon, for the full term of four years;

At this time the City Clerk administered the Constitutional
Oath of Office to Councilmen Leonis, Peralta and Scheider, Councilman
Furlong being absent on accoun~ of being called into the United States Army.
After the taking of oath of office, it was moved by Levy and
seconded by Peralta that Councilman J. B. Leonis:be elected Mayor for the
ensuing erm. Motion carried.
RESOLUTION NO. 1103: A Resolution accepting a certain offer
from the United States of America in reference to the p~chasing of land,
drilling of water wells and erecting a fire house, was read.

No. 1103 be adopted. Motion carried.

t Communication from the City Engineer, requesting authority to
purchase 1100 feet of cement pipe to construct drainage line from well at
Fruitlan and Downey Road at an approximate cost of $825.00.
! It was moved by Levy and seconded by Peralta that the communi-
cation b filed. The City Clerk is authorized to purchase the pipe required
under th terms and conditions required by law. Motion carried.

Communication from the City Engineer, requesting the City
Council to employ Mr. Leonard Tierney as Field Engineer at a salar.y of
$190.00 per month, beginning April 8, 1942.
It was moved by Scheider and seconded by Peralta that the
communication be filed. Motion carried.
RESOLUTION NO. 1104: A Resolution of the City of Vernon
employing Mr. Leonard Tierney-as-Field Engineer at a salary of $190.00 per
month, beginning April 8, 1942.

It was moved by Scheider and seconded by Peralta that
Resolution No. 1104 be adopted. Motion carried.
Communication from Board of Supervisors, together with
Resolution regarding proposed city and county consolidation of govern-
ments~ was read~

It was moved by Scheider and seconded by Peralta that the
same be filed and referred to the City Attorney. Motion carried.
Franchise Report by Ameridan District Telegraph Co. on
Franchise Ordinance No. 166, ending February 28, 1942, together with a
check in the sum of $933.55, was read.
It was moved by Scheider and seconded by Peralta that the
report be filed and check accepted. Motion carried.
Communication from the ~utomobile Club of Southern Cali-
fornia, regarding the discontinuing of metal signs for plywood, plastic
and Masonite signs, was read.
It was moved by Levy and seconded by Scheider that the
same be filed. Motion carried.
Communication from the Central Manufacturing District, Inc.,
opposing consolidation of city and county governments, was read.
It was moved by Scheider and seconded by Peralta that the
same be filed and referred to the City Attorney. Motion carried.
Communication from the City of Beverly Hills, California,
regarding proposed consolidation of city and county governments, was
read.
It was moved by Scheider and seconded by Peralta that
the same be filed !.and referred to the City Attorney. MotioL.. carried.
Petition submitted by Aluminum Company of America for
improvmmant of Alcoa Avenue, was read.
It was moved by Levy and seconded by Scheider that the
same be referred to the City Engineer for checking andreport at the
next regular meeting. Motion carried.

Communication from George E. Newton, requesting permit to
operate a restaurant at 2613 Fruitland Avenue, was read.
It was moved byScheide:f. and seconded by Peralta that the
communication be filed and approved, subject to the approval of the Police
Department. Motion carried.
Communication from C. J. Hansen, requesting a permit to
operate service station at 5136 Pacific Blvd., formerly conducted by Jack
Gregory, was read.
It was moved by Scheider and seconded by Peralta that the
communication be filed and a permit granted. Motion carried.
Communication from West Disinfecting Company, requesting ~rmit
and license to conduct a general merchandise and warehouse business at
2110 East 37th street.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the permit granted. Motion carried.
Communication from the Southwestern Engineering Company,
requesting pedestrian crossing at 4800 Santa Fe Avenue, was read.
It was moved by Levy and seconded by Peralta that the communi-
cation be filed and referred to the Police Department. Motion carried.
At this time the Mayor announced that A. W. Phillips,
assistant Engineer in the Office of the City Engineer, has been granted per-
mission to go to Stanford University for instruction under the United States
Army in the best methods of fighting bombs and incindiary firest he, at
all times, being employed by the City of Vernon.
It was moved by SCheider and seconded by Peralta that the
report of the Mayor be filed and approved. Motion carried.
At this time the Fire Chief reported that an offer had been
made by the Ve:ronon Industrial Development Association to rent a station
wagon to the City to be used in the Fire Department, for a period of 30 days,
. and if satisfactory to sell same to the City.
It was moved by Peralta and seconded by Levy that the Fire
authorized to accept said offer and try the station wagon and if
is satisfactory report to the Water and Fire Committee so that
be purchased. Motion carried.

Report of the City Engineer on the water conditions in the
City of Vernon, was read.
It was moved by Scheider and seconded by Peralta that the
same be referred to the City Attorney so that he may be in possession of
sufficient facts to prepare a letter for the Mayor to send to the commanding
officer of the United States Army in San Francisco. Motion carried.
Communications from the following firms for permits to haul
tTefuse upon and along the public streets of Vernon, were read: Baker Oil
Tool Co., West Disinfecting Co., and Given Machinery Co.
It was moved by Scheider and seconded by Peralta that the
communications be filed and permits granted. Motion carried.
Communication from the City Engineer requesting authority to
have Southern California Edison Co., install one 2500 lumen street light at
southerly end of a private street on city property, south of the City Hall,
was read.

It was moved by Scheider and seconded by Peralta that the
communication be filed and permit granted. Motion carried.
Communication from the City Engineer submitting demand by
Harry M. Westfall, covering monthly estimate No.6 in connection with
municipal housing in the sum of $5,075.66, and approving the payment thereof.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the progress payment of $5,075.66 to Harry M.
Westfall be approved and orderetlpaid. Motion carried.
Report of the Committee on Light, Power, Water and Building
and Purchasing was read.
It was moved by ,Scheider and seconded by Peralta that the
action of the Committee be approved. Motion carried.
The report of the Consulting Electrical Engineer, for the
month of April, 1942, was read.
It was moved by Peralta 'and seconded by Scheider that the
same be filed. Motion carried.
Communication from F. H. Donnelly; Fire Chief, requesting
authority to employ 12 additional men for his department, said men to man
the extra equipment recently put into service by the City.
It was moved by Scheider and seconded by Peralta that the
communication, be approved and filed.
Councilman Scheider then introduced the next Resolution.
RESOLUTION NO. 1101: A Resolution of the City of Vernon,
employing 12 additional men-in the Fire Department.
It was moved by Scheider and seconded by Peralta that
Resolution No. 1104 be adopted. Motion carried. .
Communication from the Fire Chief, advising the City Council
that he has placed the department's G. M. C. Truck in service at 3365
Fruitland Road. Said fire truck being manned wit, 10 Lf.1remen. He further
reported that he has placed a Chevrolet trUCk in fire alarm service,
replacing G. M. C. Truck.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the action of the Fire Chief be approved.
Motion carried.
