MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON
HELD TUESDAY, May 5, 1942, AT THE HOUR
OF THREE O'CLOCK P. M. AT THE CITY HALL
4305 Santa Fe Avenue, Vernon, California.
The meeting was called to order.by Mayor J. B. Leonis.
Councilmen Present:
Messrs. Leonis, Scheider,
Peralata, Levy.
Councilmen Absent:
Furlong.
It was moved by Levy and seconded by Peralta that the Minutes
of the previous meeting be approved. Motion carried.
Communication from Vernon Industrial Development Association
regarding proposal of joining Metropolitan Water District.
It was moved by Scheider and seconded by Levy that the
communication be filed. Motion carried.
Communication from Vernon Industrial Development Association
regarding consolidation of several cities of Los Angeles County.
It was moved by Levy and seconded by Peralta that the
communication be filed. Motion carried.
Communication from Vernon Industrial Development Association
offering to rent a station wagon to the Vernon Fire Department, and at the
end of 30 days, if said station wagon proves satisfactory, the rental shall
be $200.00 per month, with the right to purchase same for the sum of $950.00
It was moved by Levy and seconded by Peralta that the same be
filed and the offer of the Vernon Industrial Development Association ac-
cepted. Motion carried.
Communication from Francis Bates, City Engineer, submitting
a petition for the improvement of Alcoa Avenue, and recommending that this
work be under the Improvement Act of 1911, and that the Engineering Depart-
ment be instructed to prepare the necessary plans and specrications for
the proposed construction.
It was moved by Scheider and seconded by Peralta that the com-
munication be filed, and that the Engineering Department be instructed to
prepare the necessary plans, specifications and estimate the cost of the
work. Motion carried.
Communication from Wayne Allen, Chief Administration Officer for
the County of Los Angeles, advising that the Board of Supervisors has ap-
proved an allocation of Motor Vehicle (Gasoline Tax) Funds to aid cities,
'~n increase of $400,000 above last year.
It was moved by Scheider and seconded by Peralta that the com-
munication be filed. Motion carried.
Communication from the Los Angeles County Board of Supervisors,
together with a request of o. F.Cooley, Road Commissioner, for t he alloca-
tion of funds for certain streets within the city.
It was moved by Scheider and seconded by Peralta that the com-
munication be filed. Motion carried.
It was moved by Sc~eider and seconded by Peralta that the City
Attorney be instructed to present an ordinance to the City of Vernon, regu-
lating the speed of trains, along, upon and crossing streets in the City of
Vernon. The speed of said trains not to exceed l2 miles per hour. Motion
carried.

Communication from the Railroad Commission of the state of
California regarding protection of railroad passenger, cargo and property
against sabotage.
It was moved by Scheider and seconded by Peralta that the
communication be filed. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting
authority to employ Raymond L. Nutter and Floyd D. Packer, at salary of
$l50.00 per month to replace W. J. Battersby and James R. Sherwood, resigned.
It was moved by Scheider and seconded by Levy that the
communication be filed, and that Raymond L. Nutter and Floyd D. Packer be
emp~oyed by the Fire Ch~ef, at a salary of $150.00 per month to replace
W. J. Battersby and James R. Sherwood, resigned. Motion carried.
Communication from Western Pipe & Steel Company, requesting
a pedestrian crossing at 58th and Santa Fe Avenue.
It was moved by Levy and seconded by Peralta that the
communication be filed and referred to the Police Department. Motion carried.
Communication from E. M. Becker, Deputy Agricultural
Commissioner of Los Angeles County, regarding control of puncture vines.
It was moved by Scheider and seconded by Levy that the
communication be filed. Motion carried.
Communication from Ideal Hardware&i:JSupply Co., requesting
permit to operate a wholesale hardware business at 2348E. 38th Street.
It was moved by Levy and seconded by Scheider that the
communication be filed and the permit granted. Motion carried.
Communication from Davis Warehouse Company, requesting permit
to operate a warehouse at 4249 N. Produce Plaza~

It was moved by Scheider and seconded by Peralta that the
communication be filed and the permit granted. Motion carried.
Communication from Defense Salvage Corps, requesting permit
to locate its national and state headquarters on part of Lot 4, Chipley
and Baker Tract for collection and dispersal yard.
It was moved by Scheider and seconded by Levy that the
communication be filed and the permit granted. Motion carried.
Communication from H. A. Burrow Pattern Works, requesting
permit to operate a pattern shop at 2304 E. 48th Street.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the permit granted. Motion carried.
Communication from H. C. Young requesting permit to operate
a candy vending machine at 437l E. 49th Street.
It was moved by Scheider and seconded by Levy that the
communication be filed and the permit granted, subject to the approval of
the Police Department. Motion carried.
Communication from Automatic Canteen Company, requesting
permit to operate a candy vending machine at 2300 E. 49th Street.
It was moved by Levy and seconded by Peralta that the communi-
cation be filed and the permit granted, subject to the approval of the
Police Department. Motion carried.

Communication from George Bradley, requesting permit to
conduct a box lunch business (formerly conducted by John Boisseranc now
enlisted in Army Air Services).
It was moved by Scheider and seconded by Peralta that the
communication be filed. Motion carried.
Communications from Electric Tool & Supply Co., Glass
Containers, Inc., requesting permit to haul refuse from their premises at
5316 Santa Fe Avenue and 360l Santa Fe Avenue, respectively, upon and
along the public streets of Vernon, was read.
It was moved by Levy and seconded by Scheider that the
communications be filed and permits granted. Motion carried.
ORDINANCE NO. 552, an Ordinance"creating a local Civilian
Defense Council, was read.
It was moved by Scheider and seconded by Peralta that
Ordinance No. 552 be adopted. Motion carried.
Report of the Committee on Light, Power, Water and Building
and Purchasing was read.
It was moved by Scheider and seconded by Peralta that the
action of the Committee be approved. Motion carried.
The demand of Florence Claire Singer, et al., in the sum
of $25,OOO.OO~ was read.
It was moved by Scheider and seconded by Peralta that the
demand be filed and liability denied. Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, submitting bids for purchase of salvage material from Berg
Metal Co., and Smelter Supply Co. .recommending that the sale be made to
the Smelter Supply Co., being the highest and best bid.
It was moved by Scheider and seconded by Peralta that the
communication be filed and the recommendation of the Engineer be concurred
in. Motion carried.
It was moved by Scheider and seconded by Peralta that the
City Attorney be instructed to make a study of the advisability of passing
an ordinance regulating the speed of trains. Motion carried.
Report of the Police Department was read.
It was moved by Scheider and seconded by Peralta that the
report be filed. Motion carried.
