MINUTES OF TEE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON HELD
TUESDAY, June 2, 1942, at the Hour of
THREE O'CLOCK P. M. at the CITY HALL
4305 Santa Fe Avenue, Vernon, California.
The meeting was called to order by Mayor J. B. Leonis.
Councilmen Present}

Peralta,Levy and Poxon
Councilmen Absent:
None.
It was moved by Scheider, seconded by Peralta that the read-
ing of the minutes of the previous meeting be suspended and approved.
Communication from Vernon Industrial Development Associa-
tion, together with letter from Guthrie & Darling and two conveyances,
conveying to the City of Vernon certain extensions and betterments
in connection with the electrical distribution system of the City
of Vernon by Southern California Edison Company was read.
It was moved by Levy, seconded by Peralta that the communi-
cation be filed and referred to the City Attorney for approval.
Motion carried.
RESOLUTION NO. 1114, a resolution Approving Specification
No. 131 for furnishing and delivery to the City two emergency porta-
ble gasoline engine driven fire pumps, was read.
It was moved by Levy, seconded by Scheider, that Resolution
No. 1114 be adopted. Motion carried.
Communication from Francis Bates, City Engineer, recommend-
ing that Layne & Bowler Corporation be awarded contract for the furn-
ishing and installing of Turbine Pump and appurtenances, for the sum of
$11,293.59, was read.
It was moved by Levy, seconded by Scheider that the commu-
nication be filed. Motion carried.
RESOLUTION NO. 1115, a Resolution awarding to Layne & Bowler
Corporation, the contract for furnishing and installing one deep well
Turbine Pump and appurtenances under Specification No. 130, was read.
It was moved by Levy, seconded by Scheider that Resolution
No. 1115 be approved. Motion carried.
RESOLUTION NO. 1116, A Resolution authorizing sale of
Franchise to Southern California Edison Company, was read.
It was moved by SCheider, seconded by Peralta, that Resolu-
tion No. 1116 be adopted. Motion carried.
Communiation from Francis Bates, City Engineer, recommending
that Chapman Valve Mfg. Co. be awarded contract for the furnishing of
certain valves, set forth in the communication,in the sum of $1034.32
was read.
It was moved by Levy, seconded by Scheider that the communi-
cation be filed. Motion carried.
RESOLUTION NO. 1117, a Resolution awarding contract to
Chapman Valve Mfg. Co. was read.
It was moved by Levy, seconded by Scheider that Resolution
No. 1117 be adopted. Motion carried.

Communication from Francis Bates, City Engineer, requesting
authority to employ Mr. FrankVon Rehder to perpare plans and speci-
fications for the construction of fire station and garage building at
Fruitland Road and Downey Road, at the approximate cost not to exceed
$800.00 was read.
It was moved by Scheider, seconded by Peralta that the com -
munication be filed. Motion carried.
RESOLUTION NO. 1118, a Resolution authorizing the employment
of Mr. Frank Van Rehder, was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 1118 be adopted. Motion carried.
Communication from the City Engineer requesting approval
of Requisition for purchase of Hers-ey Water Meters, being absolutely
necessary on account of the war emergency, was read.
It was moved by Levy, seconded by Scheider that the commu-
nication be filed. Motion carried.
RESOLUTION NO. 1119, a Resolution approving the purchase
of certain meters for the Water Department,was read.
It was moved by Levy, seconded by Scheider, that Resolution
No. 1119 be adopted. Motion carried.
Communiaation from Francis Bates, City Engineer, together
with request of Barber Bridge Drilling Corp. for an extension of time
to July 1, 1942 for the completion of water well drilling operations
for the City of Vernon, was read. The City Engineer recommended that
additional time be granted.
It was moved by Scheider, seconded by Peralta that the com-
munica~ion be filed. Motion carried.
RESOLUTION NO. 1120, a Resolution extending the time of
Barber Bridge Drilling Corp. for the completion of the well drilling
operations to July 1, 1942, was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 1120 be adopted. Motion carried.
Communication from the City Engineer requesting approval
o~ the employment of Bernice Rowe and Amelia Miller for the typing of
specifications in connection with the construction program with the
Federal Works Agency, at the rate per diem of $5.00.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed and approved.
RESOLUTION NO. 1121, a Resolution approving the acts of
the City Engineer in employment of extra clericalhelp, was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 1121 be adopted. Motion carried.
RESOLUTION NO. 1122, a Resolution authorizing the employment
of Edward Bowen to assist in the preparation of plans recommending to
several firms as to the proper method of spacing hydrants in plants
was read.
It was moved by Scheider, seconded by Peralta that Resolu-
tion No. 1122 be adopted. Motion carried.
The Report of the Light, Power, Water, Street, Building and
Purchasing Committee,'" of Mayl19, 1942, was read.

It was moved by Levy, seconded by Peralta that the report
of the 'Light, Power, Water, Street, Building and Purchasing Committee
be approved, Motion carried.
Franchise Report of the Southern California Telephone Company
on Franchise Ordinance 108 for thEl period ending April 22, 1942, to-
gether with check in the sum of $11,990.68, was read.
It was moved by Levy, seconded by Peralta that the report be
filed and check accepted. Motion carried.
Communication from Rehrig-Howard Co., requesting permit to
conduct the manufacturing of various kinds of war goods at 2435 East
52nd Street, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed and permit granted. Motion carried.
Communication from Coulter, Sibbett & Burke, requesting
permit to operate a steel warehouse and forging shop at the north-west
corner of 50th & Boyle Ave., was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed and laid over until the next regular meeting. Motion
carried.
Communication from Bobrick Manufacturing Co., regarding park-
ing conditions at 2619 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta that the
communication be filed and referred to ,the Police and Fire Departments
for a report and recommendation at the next regular meeting. Motion
carried.
Communication from the Allyn Tank Line requesting a permit to
haul refuse along and upon the streets of the City of Vernon, was
,read.
It was moved by Levy, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.
Communication from Thomas C. Jackson, requesting a leave of
absence from the City, during the war emergency, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed and the request be denied. Motion carried.
At this time Councilman Poxon requested permission to be
excused from this meeting, permission being granted by the May9r.--.... "'__"__"_

Ordinance No. 553, an Ordinance limiting the speed of
trains upon or across the public streets of the City of Vernon,
was read for second reading.
It was moved by Levy, seconded by Peralta that Ordinance
No. 553 bepassed for second reading. Motion carried.
, ORDINANCE NO. 553, an Ordinance limiting the speed of

was read for third and final reading.
It was moved by Levy, seconded by Peralta that Ordinance
No. 553, be adopted. Motion carried by the following vote:

The report of the Riice Department was read.
It was moved by Levy, seconded by Peralta that the Report
of the Police Department be filed. Motion carried.
It was moved by Peralta, seconded by Scheider, that the City
Clerk be instructed to advertise for bids for the furnishing of the
equ~pment referred to in Resolution No. 1114. Motion carried.

It was moved by Levy, seconded by Scheider that the demands be
allowed and warrants drawn for the same. Motion carried.
There being no further business to come before the meeting
at this time, it was moved by Levy, seconded by Scheider that the meeting
adjourn. Motion carried.
