19420616 Regular City Council Meeting - Minutes .,. MINUTES OF THE REGULAR'MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY, June 16th, 1942 AT THE HOUR OF THREE O'CLOCK P. M. AT THE CITY HALL 4305 'Santa Fe Avenue, Vernon, California. The meeting was called to order by Mayor J. B. Leonis. Councilmen Present: /' Messrs. Leonis, Scheider, Peralta, Levy Councilmen Absent: Poxon It was moved by Scheider, seconded by Peralta that the minutes of the previous meeting be approved. Motion carried. Connnunication from Coulter, Sibbett & Burke, requesting a permit to operate a steel warehouse and forging shop at the north- westecorner of 50th & Boyle Avenue was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. At this time the City Clerk announced that he had ab~d' upon his desk, pursuant to Notice Inviting Sealed Proposals or Bids for two portable gasoline engines, mounted on skids, specified in Specifica- tion No. 131. It was moved by Levy, seconded by Peralta that the City Clerk open the bids. Motion carried. The City Clerk then opened and read bids from Fairbanks,Morse & Co. It was moved by Scheider, seconded by Peralta that the bid be referred to the City Engineer for checking and a report. Motion carried. Communication from the City Engineer submitting Specifications No. 132 on 2t Ton Motor Truck Chassis and Specifications No. 133 on one custom-built body to be mounted on Chassis. It was moved by Scheider, seconded by Peralta that the com- municat~on be filed. Motion carried. Communica~ion from the City Engineer requesting authority to employ the following personnel: George W. Sims, Jr., Engineer Draftsman at a salary of $210.00 per month George Leiding, Chaimman, at a salary of $5.00 per day Ralph W. Lorenz, Pipefitter, at a salary of $5.00 per day and the following temporary personnel: George Birnback, Arch. Draftsman, at $1.25 per hour V. Kristo, Bricklayer, at $1.00 ier hour Amelia Miller, stenographer, at 5.00 per day Lillian White, Steno~rapher, at 5.00 per day It was moved by Levy, seconded by Scheider that the City Engineer b~ authorized and empowered to employ the above named persons, 1. 67 at the pleasure of the Board. Motion carried. Communication from the County of Los Angeles, Road Department, regarding traffic control at 26th & Downey Road, was read. It was moved by Scheider, seconded by Peralta that same be file~. Motion carried. Communication from American A. C. Merchandisers regarding the operation of revolving screen, magnetic pullet, etc.,' for the conserving of tin cans produced by City of Los Angeles Incinerator. The installa- tion of equipment to be south of the present City of Los Angeles incin- erators It was moved by Scheider, seconded by Peralta that same be refer,red to Committee of the whole and the. City Attorney. Motion carried. Communication from Severance Tool Company requesting permit and license to conduct a milling and hand grinding business at 3844 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and permit granted. Motion carried. Communication from Los Angeles By-Products Co., requesting permit to conduct a public dump on property formerly owned by Sudden Lumber Company and operated by Frank Gotham on Alameda Street near 37th, was read. It was moved by Scheider, seconded by Peralta that the com- munication be filed and permit granted. Motion carried. Communication from the Standard Heat Treating Co., requesting permit to install water tanks in connection with their business of heat treating metals, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and referred to Colton for approval. Motion carried. Report of the Committee on Light, Power, Water, Street, Building & Purchasing was read. It was moved by Levy, seconded by Peralta that the same be approved. Motion carried. Communications from the following firms for permit to haul re- fuse along and upon the streets of the City of Vernon, were read: Baash-Ross Tool Company, York Ice Machinery Company, Cornelius Packing Company, Leeper's Wood Turning Company and Hansen Truck Line. It was moved by Peralta, seconded by Scheider that the com- munications be filed and permits granted. Motion carried. Communication from Luer Packing Company, requesting curb paint- ing at 3026 E. Vernon Avenue, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and referred to the Police Department. Motion carried. Communication from the Fire Chief, requesting authority to em- plo1. Merton R. Smith as vacation man, beginning June 1, 1942 at a salary of $150.00 per month, and William G. Compton as vacation man, beginning June a, 1942 at a salary of $150.00 per month. It was moved by Levy, seconded by Scheider that the communica- tion be filfll.:}ind permits granted. Motion carried. 2. 68 Communication from E. Giles, Chief of Police, submitting list of Police Department personnel ,and recommending certain salary increases. It was moved by Levy, seconded by Peralta that the communica- tion be filed and recommendations of the Chief concurred in. Motion carried. Communication from J. R. Moloney Company regarding automobile insurance, comprehensive material and damage insuranc.e, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and approved. Mortion, carried. Ordinance No. 551, an Ordinance Establishing an Auxiliary Fire Force under local office of Civilian Defense was read. Moved by Levy, seconded by Scheider that Ordinance No. 551, be adopted as an emergency ordinance. Motion carried by the following vote: AYES: Leonis, Scheider, Peralta, Levy, NOES: None ABSENT: Poxon RESOLUTION NO. ll22,a resolution authorizing the employment of Edward Bowen to assist the Fire Chief in preparing plans for fire preven- tion, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1122 be adopted. Motion carried. RESOLUTION NO. 1123, a resolution distributing the salaries to various departments of the City Engineer and Assistant Engineer was read. It was moved by Scheider, seconded by Peralta that Resolution No. 1123 be adopted. Motion carried. RESOLUTION NO. 1124, a resolution fixing ,the compenaationof Roberta Poxonas Assistant City Clerk, was read. . It was moved by Scheider, seconded Peralta that Resolution No. 1124 be adopted. Motion carried. RESOLUTION NO. 1125, a resolution fixing the compensation for Manuel Ruiz as Janitor, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 1125, be adopted. Motion carried. RESOLUTION NO. 1126, a Resolution approving Specifications No. 132, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 1126, beadopted. Motion carried. RESOLUTION NO. 1127, a Resolution approving Specifications No. 133, was read. It was moved by Peralta, seconded by Scheider that Resolution No. ,1127 be adopted. Motion carried. It was moved by Scheider, seconded by Peralta that the City Clerk be authorized and empowered to advertise for bids for the furnishing of the merchandise and equipment set forth in Resolutions No. 1126 and l12~ Motion carried. RESOLUTION NO. 112&, a Resolution fixing the compensation of John Alvarez as Street Cleaner was read. .. It was moved by Scheider, seconded by Peralta, that Resolution No. 1128 be adopted. Motion carried. 3. 69 RESOLUTION NO. 1129, a resolution fixing rentals of munici- pal houses on Fruitland ttoad and East Vernon Avenue, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1129 be adopted. Motion carried. Communication from Carl A. Heinze, Consulting Engi~eer, sub- mitting bids for scrap copper and lead covered cable from Finkelstein Foundry Supply Co. and Berg Metals Company, together with the recommenda- tion that the insulated copper as is be sold to Finkelstein Foundry Supply Co. for $7.35 per hundredweight and the lead covered cable to the Finkel- stein Foundry Supply Co., for $6.35 per hundredweight. It was moved by Levy, seconded by Peralta that the communica- tion be filed and the recommendations .of the Engineer concurred in. Motion carried. RESOLUTION NO. 1130, a resolution fixing the compensation f~ ,employees in the City Police Department was read. It was moved by Levy, seconded by Peralta that Resolution No. 1130 be adopted. APPLICATION 8700 Southern California Telephone Co., to place under- ground conduit in E/S Santa Fe Avenue S/O Vernon Ave. APPLICATION 8701 Southern CaliforniaWater Co. to repair water main in Santa Fe Avenue, 44 feet N/O 52nd Street. AAPPLICATION 8702 Southern California Water Co., to repair 4 inch service in E. 52nd street, 300 ft. Elo Alameda Street.
