MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, July 7th, 1942 AT THE HOUR
OF THREE O'CLOCK P. M. AT THE CITYIALL
4305 Santa Fe Avenue, VERNON, CALIFORNIA.
The meeting was called to order by Mayor J. J. Leonis.

It was moved by Levy, seconded by Peralta that the minutes
of the previous meeting be approved. Motion carried.
At this time the City Clerk announced that he had on his
desk bids pursuant to public notice adverti.sing same for motor truck
chassis under Specification No. 132, and custom built fire truck body
and appurtenances under Specification No. 133.
It was moved by Levy, seconded by Peralta that the City Clerk
be authorized to open and read the bids. Motion carried.
The City Clerk then opened and read the bid under Specification
No. 132 for the furnishing and delivering of one 2i ton motor truck
chassis and appurtenances from Reo Motors Inc., The White Motor Co., and
General Motors Truck & Coach Division of the Yellow Truck & Coach Manu-
facturing Co.
It was moved by Leby, seconded by Peralta that all bids be re-
ferred to the City Engineer for checking and report. Motion carried.
At this time the City Clerk read bids for the furnishing of
custom built fire truck body and appurtenances from the following firms
Crown Body and Coach Corp., Nogues Body Company, Yankee Motor Bodies
Corp., Standard Carriage Works, Inc. Standard Auto Body Co.
It was moved by Levy, seconded by Peralta that all bids be
referred to the City Engineer for checking and Deport. Motion carried.
Budget requests for the fiscal year 1942-1943 for the various
departments submitted by the City Clerk was read.
It was moved by Scheider, seconded by Peralta that the aame
be referred to the City Attorney with ihstructions to bring in a reso-
lution at the next meeting covering the various budget requirements of
the City's several departments. Motion carried.

Communication from the City Engineer recommending that the
Barber Bridge Drilling Company be ~ranted an extension of time until
August 15, 1942 for the development of well NO.8, was read.
It was moved by Levy, seconded by Peralta that the communication
be approved and filed. Motion carried.
Communication from the City Engineer submitting names of person-
nel now engaged in National Defense work in the Engineering and Water De-
partments was read.
It was moved by Levy, seconded by Scheider, that the communica-
tion be filed. Motion carried.

Communication from the City Engineer submitting summary of
Budget request for the Engineering Department, Street Maintenance, Street
Painting, Street Cleaning, Sewer Disposal and Traffic Signal Maintenance
for the fiscal year 1942-1943 was read.
It was moved by Scheider, seconded by Peralta that the same-be
filed and referred to the ~ity Attorney. Motion carried.
Communication from the City Emgmneer recommending that watchmen
protecting the water department property be placed upon a monthly basis at
a salary of $120.00 per month, was read.
It was moved by Levy, seconded by Peralta that the communica-
tion be approved and filed. Motion carried.
Communication from the City Attorney recommending that certain
personnel in the street and water department be placed in brackets 1 - 2 -
3 - 4 (Bracket 1 to receive $4.00 per day, Bracket 2 to received $4.40
~er day, Bracket 3 to receive $4.90 per day and Bracket 4 to receive
~5.40 per day), was read.
It was moved by Scheider, seconded by Peralta that the communi-
cation be approved and filed. Motion carried.
Communication from the City Engineer recommending salaries as
follows: Lee Mendoza $5.75 per day, C. A. Lopez $5.50 per day, J. Melen-
drez, street sweeper $95.00 per month, and W. R. Miller, Electrician
$1.50 per hour, was read
It was moved by Scheider, seconded by Peralta that the commu-
nication be approved and filed. Motion carried.
Comm~ication from the City Engineer requesting 'authority to
employ Ross E. angley, Chainman at per day rate of $5~00, was read.
It was moved by Scheider, seconded by Peralta that the communi-
cation be filed and the Engineer be authorized to employ Ross L. Langly.
Motion carried.
Communication from the City Engineer requesting authority to
turn over to the Government a small amount of scraprrubber collected by
his Department, was. read.
It was moved by Peralta, seconded by Levy that the Communication
be filed and the Engineer instructed to turn the rubber over to the
United States Government. Motion carried.
Communication from the Union Oil Company on franchise ordinance
No. 596 N. S. was read~
. It was moved by Scheider, seconded by Pera.lta tha-t the same be
riled. Motion carried.
Communication from Lloyd Aldrich. City Engineer of Los Angeles,
and H. P. Elliott of 6368-B Arbutus Street, Huntington Park, regarding
condition of AlCOa Avenue was read.
It was moved by Levy, seconded by Peralta that the communica-
tion be filed. Motion carried.
. Communication from Standard Steel Corporation, requesting per-
mission to put temporary repairs on Boye Avenue, was read.
It was moved by Peralta, seconded by Levy that the communication
be filed and referred to the City Engineer, Motion carried.
Communiaation from the following firms requesting the pa~ing of

curbs in from their properties - Vernon Stationery & Printing Co.,
Cole Company and General Metals Corp. was read.
It was moved by Scheider, seconded by Peralta, that the
communications be filed and referred to the Police Department. Motion
carried.
Communications from the following firms, requesting permission
to haul refuse from their premises upon and along the public streets of
the City of Vernon, was read: Oxweld Acetylene Company, Brucemore Inc.,
J. J. Doyle and BYron Jackson Co., were read.
It was moved by Peralta, seconded by Scheider that the commu-
nications be filed and permits granted. Motion carried.
Communication from '1Il1est Disenfecting Co., regarding the instal-
lation of certain oil tanks at 2110 East 37th Street, was rea.d.
It was moved by Levy, seconded by Poxon that the communication
be filed and the permit denied, as the Company's business is not in the
oil zone. Motion carried.
Communication from Harvill Aircraft Die Casting Co., requesting
permit to operate machine shop at 2344 East 38th Street, was read.
It was moved by Scheider, seconded by Peralta that the commu-
nIcation be filed and permit granted. Motion carried.
Communication from A. Schulman, Inc., requesting permit to
store used rubber at 2323 E~ 27th Street, was read.
It was moved by Levy, seconded by Peralta that the communica-
tion be filed and permit denied. Motion carried. .

Communication from G. D. Hauptman requesting permit to locate
Grant Chemical Company on his property, was read.
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and permit denied as the property is located outside of
the chemical zone. Motion carried.
Communication from Jack Stracans, 1160 No. Rowan Avenue, re-
questing permit to sell box lunches within the city was read.
It was moved by Levy, seconded by Peralta that the same be
granted subject to the approval of the Police Department, Motion carried.
. " Communication from Sidney A. Cherniss, Attorney at Law, submit-
tin~ claim in behalf of David N~ntel for alleged damages in the amount
of:jji24.50, to his automobile on East 50th Street, was read.
It was moved by Levy, seconded by Scheider that the communica-
tion be filed and referred to the City Attorney. Motion carried.
Communication from Carl A. Heinze, Consulting Engineer,
submitting contract rental agreement between Southern California
Edison Company and the Western Union Telegraph Co., to attach certain
lines onto poles, was read.
It was moved by Scheider, seoonded by Peralta that the commu-
nication be approved and filed, subject to the approval of the Fire Chief,
as to spac~. Motion carried.' .

submitting a check of Southern California Edison co., in the amount of
$38,390.33 as rental of leased property, was read.
It was moved by Levy, seconded by Scheider that the communica-
tion be filed and check accepted. Motion carried. .
Communication from Carl A. Heinze, Consulting Engineer, on~era-
tion of electric system by Southern California Edison Co., for the Month
of April,l942, was read.
It was moved by Levy, seconded by Peralta that the report be
approved and filed.
RESOLUTION No. 1131, a resolution fixing the compensation,for
the Deputy City Clerk, was read.
It was moved by Peralta, seconded by Levy that Resolution No.
1131 be adopted. Motion Carried.
RESOLUTION NO. 1132,a resolution fixing the compensation for
J. S. Colton, Engineer in charge of the Building Department, was read.
It was moved by Peralta, seconded by Levy that Resolution No.
l132 be adopted. Motion carried.
RESOLUTION NO. l133, a resolution extending time for the com-
pletion of the drilling of wells for the City, was read.
It was moved by Peralta, seconded by Levy, that Resolution No.
1133 be adopted. Motion carried.
RESOLUTION no. 1134, a resolution accepting gift of Vern~n
Industrial Development Association, was read.
It was moved by Peralta, seconded by Levy that resolution No.
1134 be adopted. Motion carried.
RES OLUTI ON:.No . ll35, a resolution authorizing the purchase of 2'
6x8 Byron-Jackson Centrifugal pumps, was read.
It was moved by Peralta, seconded by Levy, that Resolution
No. 1135 be adopted. Motion carried.
RESOLUTION No. 1136, a reso1utioh fixing the compensation of
emPbyees of various departments, was read.
It was moved by Peralta, seconded by Levy, that Resolution
No. ll36 be adopted. Motion carried.
RESOLUTION No. 1137, a resolution fixing the compensation of
watchmen employed during the war emergency, was read.
It was moved by Peralta, seconded by Levy, that Resolution No.
1137 be adopted. Motion carried.
RESOLUTION NO. 1138, a resolution authorizing the employment
of watchmen was read.
It was moved by Peralta, seconded by Levy, that Resolution No.
l138 be adopted. Motion carried.
RESOLUTION NO. 1139, a resolution exercising a certain option
for the purchase of one automobile, was read.
