19420721 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON TUESDAY. JiLY 2lst~ 1942 AT THE HOUR OF THREE O'CLOCK P. M. AT THE CITY HALL~ 4305 Santa Fe Avenue~ Vernon~ California. The meeting.as called to order by Mayor J. B. Leonis Councilmen Present: Messrs. Le~nis, Soheider, Peralta and Levy COUIlcilmentAbsent: Poxon It was moved by Levy, seoonded by Scheider that the minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer recommending that the bid of the General Motors Truck & Coach, Division of Yellow Truok & Coach Manufacturing Company for furnishing of 2i ton Motor Truck & Chassis and appurtenances under Specification #132 be accepted and that they be awarded the contract, was read. It was moved by Levy, seconded by Scheider'that the communica- tion be filed and the recommendations concurred in. Motion carried. Communication from the City Engineer recommending that the bid of the Standard Carriage Works~ Inc., for the furnishing of one custom-built fire truck and appurtenances under Specification #133 be accepted and that they be awarded the contract, was read. It was moved by Levy, seconded by Scheider that the communi- cation be filed and the recommendations concurred in. Motion carried. Communication from the Fire Chief on application of A. Schul- man, Inc.~ for the handling of used rubber at 2323 E. 27th Street, was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Motion carried. A bid of Southern California Edison Company, Ltd., for fran- chise on Boyle Avenue was opened by the City Clerk. It was moved by Levy~ seconded by Peralta that the bid be approved and the check accepted and that the Southern California Edison Company be authorized to draw a resolution covering the acceptance of their bid. Motion carried. Communication from the City Attorney referring to a letter of the Barber-Bridge Drilling Corp., wherein the attorney informed the Council that they would have no authority to act upon the request of the Barber-Bridge Drilling Corp. on account of the failure of the cor- poration to comply with Section 1813 of the Labor Code of the State of California, was read. It was moved by Scheider~ seconded .y Peralta that the communication be filed. Motion carried. Communication from the ,CityEngineer requesting authority to employ Andrew Henry CaPPolo as laborer at the rate of $4.40 per day, was read. It was moved by Scheider, seconded by Peralta that the communication be filed and the Engineer authorized to employ Mr. Cappolo. Motion carried. - ,r 83 Communication from the City Engineer requestins authority to employ Herbert R. Taylor as draftsman at a salary of '210.00 per month, effective July 14, 1942, was read. It was moved by Scheider, seconded by Peralta that the com- munication be filed and the engineer authorized to employ Mr. Taylor at a siary stated in the engineer's communication. Motion carried. Communication from the City Engineer, advising the City that he has turned over 447 pounds of scrap rubber to I. Ybarra, author.ked distributor of the Standard Oil Company for the federal government, in the scrap rubber drive, was read. It was moved by Levy, secondedq, Peralta that the action of the City Engineer be approved and the communication filed. Motion carried. Communication from the Fire Chief requesting authority to appoint M. R. Smdth to fill the vacancy of W. I. Hudson, resigned as of Uuly 8, 1942; also requestin6 authority to employ Vernon Tibbetts as vacation man at a salary of '150.00 per month, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed and that the Fire Chief be authorized to employ Mr. Tibbetts at the salary stated in the communication of the Fire Chief, and that Mr. Smith be appointed to fill the vacancy of W. I. Hudson, resigned. Motion carried. Report of the General Petroleum Corporation on Los Angeles County Franchise Ordinance 781 N.S. for period ending June 30, 1942, was read. It was moved by Levy, seconded by Peralta that the report be filed. Motion carried. Communication from the Vernon Brewing Company, stating that the Rainier Brewing Company is taking over their brewery business as of August 1, 1942, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed. Motion carried. Communication from Rainier Brewing Company requesting license to operate brewery at 5151 Santa Fe Avenue, formerly Vernon Brewery Co., was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed andthel:1eense granted. Motion carried. Communication from DeLuxe Box Lunch & Catering Co., requesting two licenses to serve Fibreboare. Products Co., both day and night, and letter from Fibreboard Products Co., attached, wasread. It was moved by Peralta, seconded by Scheider that the communi- cation be filed and approved, subect to the approval of the Police Depart- ment. Motion carried. Communication from J. E. Fredeickson requesting permit to oper- ate service station at 5501 Boyle Avenue, was read. It was moved By Scheider, seconded by Peralta that the commu- nication be filed and the permit granted. Motion carried. Communication from Sgammas Screw Manufacturing Co., requesting a permit to operate a screw machine business at 4250 S. Produce Plaza, was read. 2. 8<1 It was moved by Scheider, seconded by Peralta that the com- munication be filed and permit granted. Motion carried. Communication from Apex Steel Corp., regarding the location of their busin.ss within the City of Vernon and requesting the City to change the zOning ordinance, was read. It was moved by Levy, seconded by Peralta that the communication be filed and submitted to the Committee of the Whole for study. Motion carried. Communication from Safeway Stores, Inc., requesting that eross- walk opposite the office entranee be repainted. was read. It was moved by Levy, seconded by Scheider that the same be referred to the Police Department. Communication from Aeme Electric Welder Company regarding park- ing conditions near 2618 Fruitland Road, was read. It was moved by Levy, seconded by Peralta that the communica- tion be referred to the Police Department and Fire Department requesting that they bring in recommendations for the parking of cars throughout the eity. Motion ea~ried. The Report of the Light, Power, Water, Street, Building and Purchasing Committee of July. 7, 1942, was read. It was moved by Levy, seconded by Peralta that the Report of ::.the Committee be approved and filed. Motion carried. Communication from the City Engineer regarding request of the Standard Steel Company for the improvement of Boyle Avenue and recom- mending certain type of improvements, was read. It was moved by Levy, seconded by Scheider that the communi- eation be filed and the reeommendation of the City Engineer eoncurred in. Metion carried. Communication from James Round to construct a testing tunnel for testing armor plate within the city. It was moved by Levy, seconded byPeralta that the communication be filed and referred to the Committee of the Whde for Study and report. Motion carried. Communication from the Kinney Iron Works requesting permit to haul refuse from premises of 2525 E. 49th Street, was read. It was moved by Levy, seconded by Scheider that the communica- tion be filed and permit granted. Motion carried. Communication from the City Engineer recommending the accept- anee of municipal houses by the citr, now completed by Harry M. Westfall, and attaching demand in the sum of ,1480.57 as estimate No.7, was read. It was moved by Levy, seconded by Scheider that the communica- tion be filed and the recommendation of the City Engineer be concurred in, and the city aceept the municipal houses as completed. Motion carried. RESOLUTION NO. 1141, a resolution approving Memorandum of Agreement ror accumulation of 1/4 cent gas tax allocated for Streets of Major Importance, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1141 be adopted. Motion carried. RESOLUTION NO. 1142, a resolution approving tentative budget 3. 85 " for year 1942-l94S, was read. It was moved by Levy, seconded by Peralta, that Resolution No. 1142, be adopted. Motion carried. RESOLUTION NO. 1143, a resolution awarding contract for 2-1/2 ton Motor Truck Chassis and appurtenances to General Motor Truck & Coach Division of Yellow Truck & Coach Manufacturing Company, was read. It was mo~ed by Levy, seconded by Peralta, that Resolution No. 1143, be adopted. Motion carried. RESOLUTION NO. 1144, a resolution awarding contract for one custom,built Fire Truck body and appurtenances, to Standard Carriage Works, was read. It was moved by Levy, seconded by Peralta, that Resolution No. 1144, be adopted. Motion carried. The report of the Riice Department was read. It was moved by Levy, seconded by Scheider that the same be filed. Motion carried.
