MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, HELD ON
TUESDAY, AUGUST 4, 1942, AT THE HOUR OF THREE
O'CLOCK P. M. AT THE CITY HALL, 4305 Santa
Fe Avenue, Vernon, California.
The meeting was called to order by Mayor J. B. Leonis
Councilmen present:
Messrs. Leonis, Scheider,
Peralta and Levy
Councilmen absent:
Poxon
It was moved by Levy, seconded by Scheider that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer recommending that all
asbestos-cement pipe be accepted as delivered from The Johns-Manville
Sales Corp., was read.
It was moved by Levy, seconded by Scheider that the com-
munication be filed and the recommendations of the City Engineer be
concurred in. Motion carried.
Communication from the City Engineer, recommending that the
salary of Frank Ugino, Street Sweeper be increased from $105.00 per
month to $113.00 per month, and the salary of Mary Eresa, Engineering
Clerk, be increased from $125.00 per month to $130.00 per month, ef-
fective as of July 1, 1942, was read.
It was moved by Levy, seconded by Peralta that the commu-
nication be filed and the recommendations concurred in and the sal-
ary increases granted, effective as of August 1, 1942. Motion
carried.
The report of C. A. Heinze, Consulting Electrical Engin-
eer on operations of Electric System by Southern California Edison
Company for the month of May, 1942, was read.
It was moved by Peralta, seconded by Scheider that the co~
munication be filed. Motion carried.
Communication from Fruehauf Trailer Company, requesting
four maps of area showing industries in the Boyle and Fruitland
Avenue district, was read.
It was moved by Peralta, seconded by Scheider that the same
be referred to the City engineering Department. Motion carried.
Communication from Geo. H. Morrill Co., requesting permit
to conduct business at 4001 Washington Blvd. for the storage of
various tools and oil.
It was moved by Scheider, seconded by Peralta that the
same be denied, for the reason that the same is out of the oil zone.
Motion carried.
Communication from J. R. Molony Co., regarding War Damage
Insurance.
It was moved by Peralta, seconded by Scheider, that the
same be referred to the eity Clerk and Finance Committee with power
to act. Motion carried.

Communication from Vernon Stationery and Printing Co.,
regarding the painting of parking zones at 5208 to 5212 Santa Fe
Avenue, was read.
It was moved by Scheider, seconded by Peralta that the same
be referred to the 'olice Department. Motion carried.
Communication from Electric TQol & Supply Co., regarding
painting of parking zones at 5316 Santa :B'e Avenue, was read.
It was moved by Scheider, seconded by Peralta that the
same be referred to the Police Department. Motion ca~ried.
Communication from Garbe Manufacturing Co., requesting
loading ~one be established at 5214 Santa Fe Avenue, ~nd in the alley
in rear of establishment, was read.
It was moved by Levy, seconded by Peralta that the same
be referred to the Police Department. Motion carried.
Communication from Boyle Manufacturing Co., requesting 20
{minute parking zone be established at 5100 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta that the com-
munication be referred to the Police Department. Motion carried.
Report of the Committee on Light, Power, Water, Street,
Building & Purchasing was read. .
It was moved by Scheider, seconded by Peralta that the
Report of the Committee be approved and filed. Motion carried.
Mommunicatbn from Eastern Cabinet & Furniture Co. re-
questing permit to haul refuse from premises of 2040 E. 45th Street,
waa read.
It was moved by Levy, seconded by Peralta that communication
be filed and permits granted.
Communication from Rome Company requesting permit to haul
refuse from premises of 2626 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta that the commu-
nication be filed and permit granted.
Communication from Independent Foundry Supply Company
requesting permit to haul refuse from premises of 2325 E. 38th Street,
was read.
It was moved by Levy, seconded by Peralta that the com-
munication be filed and permit granted.
Communication from Rainier Brewing Co., requesting permit
to haul refuse from premises of 5151 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta, tl:a t the com-
munication be filed and permit granted.
Communication from Cole Company of California requesting
permit to haul refuse from premises of 2615 Fruitland Road, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication be filed ahd permit granted.
Communication from Vitrefrax Corp/. requesting permit to haul
refuse from premises of 5050 Pacific Boulevard, was read.
It was moved by Levy, seconded by Peralta, that the com-
munication be filed and permit granted.

Communication from United Aircraft Products Inc. requesting
permit to haul refuse from premises of 2929 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta, that the communi-
cation be filed and permit granted.
RESOLUTION NO. 1145, a resolution of the City Council of the
City of Vernon awarding to Southern California Edison Company, Ltd.,
a corporate franchise, was read.
It was moved by Levy, seconded by Peralta, that Resolution
No. 1145 be adopted. Motion carried.
RESOLUTION No. 1146, a Resolution of the City Council of the
City of Vernon approving a Franchise Bond filed by Southern Calif-
ornia Edison Company, Ltd., wax read.
It was moved by Levy, seconded by Peralta that Resolution
No. 1146, be adopted. Motion carried.
ORDINANCE NO. 554, an ordinance granting to Southern Calif-
ornia Edison Company, Ltd., a franchise for the term set forth in
said ordinance, was read for first reading.
It was moved by Levy, seconded by Peralta that the same be
ppassed for first reading. Motion carried.
Communication from the Police Chief, E. Giles, advising that
certain employees of the Police Department, to-wit: S. J. Potts,
Seary J. May, C. W. McDonald and Cecil Carter had left the Police De-
partment and that he had replaced the same with Ivan Oakley McMurray,
John H. Sherwood and Edward L. Addis, was read.
It was moved by Levy, seconded by Scheider that the communi-
cation be filed and the action of the saidPolice Chief be approved.
Motion carried. .
Communication from the Southern California Edison Company
together with a check in the sum of $229,727.50 for bond interest and
redemption for October 1, 1942 to April 1, 1943, was read.
