MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VERNON
HELD ON TUESDAY, August 18, 1942, AT THE
HOUR OF THREE O'CLOCK P. ~. AT THE OFFICE
OF THE CITY HALL, 4305 Santa Fe Avenue,
Vernon, California.
The meeting was called to order by Mayor J. B. Leonis.
Councilmen present:
Messrs. Leonis, Scheider, and Peralta
Poxon
Councilman absent:
Levy.
It was moved by Poxo~,seconded by Scheider that the minutes of the
previous meeting be approved. Motion carried.
UNFINISHED BUSINESS:
Ordinance #554, an Ordinance granting the Southern California
Edison Company franchise on Boyle Avenue from Fruitland Road to south
boundary of city, was read for second reading.
It was moved by poxon, seconded by Scheider, that Ordinance
#554 be passed for second reading. Motion carried.
Ordinance #554, an ordinance granting Southern California

Boundary of city, was read for third and final reading.
It was moved by Paxon, seconded by Scheider that Ordinance
#554 be adopted. Motion carried, by. the following vote:

ABSENT: Levy
NEW BUSINESS:
Communication from J. M. Lowry, County Auditor, submitting
valuations for tax purposes for year 1942-1943, was read.
It was moved by Scheider, seconded by Poxon that the the
communication be filed. Motion carried.
Communication from the City Engineer submitting specifications
No. l34 for constnuction of Fire Station, Garage and Pump House at
Fruitland and Downey Road, was read.
It was moved by Scheider, seconded by Peralta that the commu-
nieation be approved and ~iled. Motion carried.
Communication from Glenn Fessler, Fire Department hoseman,
requesting leave of absence from the FireDepartment due to being called
into service by the .Navy Department, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed and the request granted. Motion carried.
Communication from H. D. Hackamack, Fire Department hoseman,
requesting leave of absence from fire department due to being called into
the armed forces of the United States, was read.

Communication from County of LosAngeles Planning Commission
regarding the checking of maps of subdivisions, was read.
It was moved by Scheider, seconded by Peralta that the com-
munication be filed. Motion carried.
Communication from Vernon Industrial Development Assn., together
with report on activities for period ending June 30, 1942, was read.
It was moved by Peralta, seconded by Poxon that the communica-
tion be filed. Motion carried.
Communication from Henrietta M. Carr requesting two cigarette
vending machine licenses at 3026 E. Vernon Avenue (Luer Packing Company)
was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed and permit granted. ~otion carried.
Communication from All American Manufacturing Co., requesting
license to conduct and operate an electro plating business at 2201 E.
51st Street, was read.
It was moved by Poxon, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.
Communication from Cole of California, Inc., requesting ~r.mit
to conduct a light manufacturing business at 2627 South Santa Fe Avenue,
was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed and permit grantea. Motion carried.
Communication from California Mission Potteries requesting per-
mit to conduct a wholesale pottery business at 2318 E. 52nd Street, was
read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed and permit granted. Motion carried.
Communication from George H. Morrill Co., requesting permit to
store printers ink at 4001 Washington Blvd., together with a permit to
move 3 - 20,000 gallon steel tanks from 59th & Riverside Drive, Maywood,
was read.
It was moved by Poxon, seconded by Scheider, that the commu-
nication be filed and referred to the Fire Chief for report and recom-
mendation. Motion carried.
Communication from Vernon Lightning Blue Print Co., requesting
loading zone at 5300 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed and referred to the Police-Department. Motion carried.
Communication from Ben Mandell requesting that curb be painted
green at 5210 Santa Fe Avenue, was read.

tion be filed and referred to the Police Department. Motion carried.
Communication from H. C. Witherspoon, Inc., regarding parking
conditions at 4901 Santa FeAven~ was read.
It was moved by Scheider, seconded by Poxon that the communica-
tion be referred to the Engineering and Police Departments, Motion
carried.

Communication from the City Engineer, together with copy of
Police Department report in regards to traffic accident on E. 26th Street
bridge, and damage to bridge in the sum of $275.00, and recommending that
the matter be referred to City Attorney for appropriate action ~oward
recovering damages to City property, was read.
It was moved by Scheider, seoonded by Peralta that the communi-
cation be filed and referred to the City Attorney. Motion carried.
Communication from City Engineer requesting authority to employ
William I. Hudson as Pumper at salary of $185.00 per month, beginning
August 24, 1942, was read, as the present pumper is leaving at that time.

covering betterments, additions, etc., was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed. Motion carried.
RESOLUTION 1147, a resolution transferring from the Light &
Power fund to the.General fund the sum of $62,400.00 was read.
It was moved by Scheider, seconded by Peralta, that Resolution
#1147 be adopted. Motion carried.

Communication from the City Engineer recommending the acceptance
of Well #8, drilled by Barber-Bridge. Drilling. Corp. together with the
approval of the demand of $14,168.79 (10% being withheld), was read.
It was moved by Scheider, seconded by .Peralta, that the commu-
nication be filed and the recommendation concurred in and the demand for
$14,168.79,. be approved. Motion carried.

No. 1150 be adopted. Motion carried.
RESOLUTION #1151, a resolution fixing the compensation for
Roberta poxon, Deputy City Clerk, beginning September 1, 1942, was
read.
It was moved by Scheider, seconded by Peralta that Resolution
#1151 be adopted. Motion carried.
ORDINANCE #555, an Ordinance fixing the tax rate of the City of
Vernon for the fiscal year 1942-1943, was read.
It was moved by poxon, seconded by Peralta that Ordinance #555
be passed for first reading. Motion carried.
Communication from Abegg & Reinhold Company regarding Police
Department and issuing of permits for entry to plants on Navy orders,
was read.
It was moved by Scheider, seconded by Peralta that the communica-
tion be filed and referred to the PoliceDepartment. Motion carried.
Communication from Carl Heinze, Consulting Electrical Engineer,
on the operati6n of the City power plant by the Southern California
Edison Company, flor thefmonth of June, 1942, was read.
It was moved by Scheider, seconded by Peralta that the commu-

Communication from the Fire Chief requesting authority to
appoint W. G. Compton and Vernon A. Tibbetts, vacation relief into vacancy
caused by Glenn Fessler and H. D. Hackamack being called for duty with the
armed forces, and to employ Melton L. Ward as vacation man at salary of
$150.00 per month, was read.
It was moved by Scheider, seconded by Peralta that the communica-
tion be filed and request granted. Motion carried.
