19420901 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON TUESDAY ~ SEPTEMBER 1, 1942, AT THE HOUR OF THREE O'CLOCK P. M. AT THE OFFICE OF THE CITY HALL, 4305 Santa Fe Avenue, Vernon, California. The meeting was called to order by Mayor J. B. Leonis. Councilmen present: Councilmen absent:' Messrs. Leonis, Scheider and Levy ,Peral ta Poxon It was moved by Levy, seconded by Scheider that the minutes of of the previous meeting be approved. Motion carried. Communication from theCityEngineer submitting Specifications No. 131 for Reinforced Concrete Tank (1,000,000 gallons) and Specifi- cations No. l37 for Deep Well Turbine Pump for Well #8 and recommending that bids be received October 6, 1942, was read. It was moved by Peralta, seconded by Scheider that the communi- cation be filed. Motion carried. Communication from the City Engineer submitting report on damage to traffic signal at 25th de Santa Fe Avenue, was read. It was moved by Levy, seconded by Scheider that the communica- tion be filed and referred to the City Attorney. Motion carried. Communication from the War Production Board, Washington, D. It was moved by Levy, seconded by Peralta that the communication be filed and permit granted. Report of Union OilCompany on Los Angeles County Franchise 596 NS for period ending June 30, 1942, together with check in sum or $8.74 was read. It was moved by Levy, seconded by Peralta that the report be filed and the check accepted. Motion carried. Communiation from Aluminum Company requesting permit to erect 6'x 6' wooden sign for direction to their plant in the vicinity of Slauson and Alcoa Avenues, was read. It was moved by Peralta, seconded by Scheider that the commu- nication be filed and referred to the Police Department. Motion carried. Communication from Utility Electric Steel Co., requesting that curb be painted for no parking at 3334 E. Slauson Ave., was read. It was moved by Peralta, seconded by Scheider that the commu- nication be filed and per mit granted. Motion carried. Communication from Califrnia Machining Co., requesting permit to haul refuse from premises at 5706 Santa Fe Avenue, was read. It was moved by Peralta, seconded by Scheider that the communi- cation be filed and permit granted. Motion carried. The report of the Police Department was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. Report of the Committee on Light, Power, Water, Street, Build- ing and Purc~ng was read, for the meeting of August 24, 1942. It was moved by Levy, seconded by Scheider that the report be approved and filed. Motion carried. Communication from the City Engineer regarding bid of Fair- banks, Morse & Co., for the furnishing of high pressure fire pumps in accordance with specifications No. l3l, was read. It was moved by Scheider, seconded by Peralta that tlB commu- nication be filed. Motion carried. Communieation from City engineer and J. S. Colton Building In- spector regarding refunds on applications of Bethlehem Steel Company for certain improvements, together with demand in the sum of $463.7l, was read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed and referred to the City Attorney for report. Motion carried. RESOLUTION #11S2, a resolution approving committees of the City Council appointed by the Mayor, was read. It was moved by Levy, seconded by Peralta that Resolution #llS2 be adopted. Motion carried. RESOLUTION #llS3, a resolution approving the absorption of any loss's arising rrom collection of delinquent taxes growing out of money advanced for several bond funds for all years up to and includtng the fiscal year 1940-l94l, was read. 2. 103 It was moved byLe~ seconded by Peralta that Resolution No. ll53, be adopted. Motion carried. RESOLUTION #lI54, a resolution transferring $299,256.69 from the hrgency PUnd to Water Department, was read. It was moved by Levy, seconded by Peralta that Resolution No. l154, be adopted. Motion carried. RESOLUTION #lI55, a resolution transferring $10,000 from the Light and Power Contingency Fund to the Light and Power Fund, was read. It was moved by Levy, seconded by Peralta that Resolution No. ll55 be adopted. Motion carried. RESOLUTION No. 1156, a resolution approving Specifications No. l36 fro construction of reinforced concrete water storage tank was read. It was moved by Levy, seconded by Peralta that Resolution No. ll56 be laid on the table. Motion Carried. RE1lJOLUTION {llI57, a resolution declaring prevailing rate of per diem wages for work to be performed under Specifications No. 136, was read. It was moved by Levy, seconded by Peralta that Resolution No. ll57 be laid on the table. Motion carried. RESOLUTION #ll58, a resolution approving Specifications No. l37 for one de~p well turbine pump, was read. It was moved by Levy, seconded by Peralta that Resolution No. ll58 be laid on the table. Motion carried. RESOLUTION #1159, A resolution declaring preva~lingrate of per diem wages for wOl'kto be performed under Specificaions No. l37 was read. ' It was moved by Levy, seconded by Peralta that Resolution No. 1159 be laid on the table. Motion carried. RESOLUTION NO. 1160, a resolution of theCity Council accept- ing a portionofthe equipment in accordance with Specifications #l3l, of the original bid of the Fairbanks-Morse Company, was read. It was moved by Scheider, seconded by Peralta that Resolution No. ll60 be adopted.
