19421006 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON TUESDAY. OCTOBER 6th, 1942 AT THE HOUR OF THREE O'CLOCK P. M. AT THE OFFICE OF THE CITY HALL, 4305 SANTA FE AVE. VERNON, CALIFORNIA. The meeting was called to order by Mayor J. B. Leonis. Councilmen Present: Messrs. Leonis, Scheider, Levy and Peralta Councilmen Absent: Poxon It was moved by Levy, seconded by Scheider that the Minutes of the previous meeting be approved. Motion carried. Communication from Francis Bates, City Engineer, recommeding that all persons, firms and corporations re-selli~ water received from Vernon City Water System be required to file with ity Council, a complete statement of such resales, was read. It was moved by Scheider, seconded by Peralta that the COmD1l1- nication be filed and referred to the City Attorney for study and rec- ommendation, Motioh carried. Telegram from Herbert S. Marks, Acting Chief, Power Branch, reque~ting the relaxation of City ordinance to permit Norris Stamping and Manufacturing Co., to intall Butane and Propane as stanby during gas shortage periods, was read. It was moved by Levy, seconded by Peralta that the communi- cation be filed and referred to the Committee of the Who~e, Fire Chief and City Attorney and the Clerk be instructed to notivy Mr. Marks of the city's action. Motion carried. Communication from Wesson Oil and Snowdrift Sales Co., re- questing permit to warehouse vegetable oils and shortenings at 4231 N. Produce Plaza, in the Central Manufacturing District, was read. It was moved by Levy, seconded byScheider that the communi- cation be filed and permits granted. Motion carried. Communication from Davey Tree Surgery Co., requesting permit to prune trees on City parkways and City property which interfere with Southern California Edison Company lines, was read. It was movedby Levy, seconded by Pe~alta that the communica- tion be filed. Motion carried. Communication from C. A. Heinze Consulting Engineer, stating that the American District Telepgraph Co., has requested permission from Southern California Edison Co., to attach their lines on a contract rental basis to the City ofVernon poles on east side of Santa Fe Ave., north and south of 30th Street, tHei'Consulting Engineer recommending that the request be granted in accordance with the terms of the lease agreement, was read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed and the recommendations concurred in. Motion carried. 1. 1:13 N Communication from the City Engineer requesting authority to employ a cement finisher-bricklayer at the rate of $6.80 per day at such times that may be necessary, was read. It was moved by Levy, seconded by Peralta that the communication be filed and the request granted. Motion carried, Report of C.A. Heinze, Consulting Engineer, submitting report of electrical operations of Sout~ern California Edison Company for the month of July, 1942, was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. Report of the Southern California Gas Compahy on Los Angeles Coun- ty Franchise No. 463 and 467 for period of January 1, 1942 to June 30, 1942, inclusive, was read. It was moved by Levy, seconded by Scheider, that the same be filed. Motion carried. Report of the Fire Chief on application of M. Franklin to conduct a rubber parts business at 2149 E. 37th Street, and his recommen- dation that the application be granted was read. It was moved by Scheider, seconded by Peralta that the Report of the Fire Chief be filed and his recommendation concurred in, and the City Clerk be authorized to issue a permit, Motion carried. Communicationsfrom the following firms for permission tobiul refuse along and upon the public streets of the city of Vernon, were read: Vernon Kilns, Cherman Furniture Co., Swift & Co. It was moved by Peralta, seconded by Scheider that the communica- tions be filed and permits granted, Motion carried. Communications from the following firms requesting painting of curbs, were read: Douglas Aircraft Co., Walworth Co., Inc., Electric Tool & Supply Co., Byron Jackson Co., United Aircraft Products Inc.. It was moved by Levy, seconded by Peralta that the communications be filed and referred to the Chief of Police. Motion carried. Communications from Marion L, Ballard, Robert M. Eatherly and Leon R. Melton requesting a leave of absence owing to the fact of being inducted into the armed forces of the United, States, were read. It was moved by Scheider, seconded by Peralta that the communica- tions be filed and requests granted. Motion carried. RESOLUTION NO. 1164, a resolution determining the general nature location and extent of the improvement of Alcoa Avenue, to be improved under the Improvement Act of 1911, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 1164 be adopted. Motion carried. Communication from Francis Bates, City Engineer, submitting plan 663 showing exterior boundary of district to be assessed for Improve- ment of Alcoa Avenue, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed. Motion carried. 2. 114 ~' ..;--, RESOLUTION NO. 1165, A resolution approving mapo! Assess~ ment distriot for the Improvement of Alooa Street, was read. It was moved by Soheider, seoonded by Peralta, that Resolution No. 1165 be adopted. Motion oarried. Report of Rranois Bates, City Engineer, on Seotion 3 of the Speoial Assessment, Investigation, Limitation and Majority Protest Aot of 1931 in oonneotion with the improvement of Alooa Avenue, was read/ It was moved by Soheider, seoonded by Peralta that the report of the City Engineer be filed. Motion oarried. RESOLUTION no. 1166, a resolution approving report of City Engineer on the Speoial Assessment, Investigation, Limitation and Majority Protest Aot of 1931, was read. It was moved by Soheider, seoonded by Peralta that Resolution No. 1166 be adopted. Motion oarried. RESOLUTION NO. 1167, a resolution fixing time and plaoe for hearing of approved report of City engineer, puraaant to Seotion 3 of the Speoial Assessment, Investigation, Limitation and Majority Protest Aot of 1931, was read. It was moved by Soheider, seoonded by Peralta that Resolution No. 1167, be adopted. Motion oarried. Report of the Committee on Light, Power, Water, Street, Building and Purehasing was read. It was moved bYvSoheider, se.oonded by Levy that the report be approved and filed. Motion oarried. '" Communioation from Fire Chief Donnelly requesting authority to appoint M. L. Ward and E. H. Houtz for vaoation relief hoseman at a salary of $150.00 per month; also authority to employ W. V. Talmadge as hoseman at a salary of $150.00 per month, was read. It was moved by Levy, seoonded by Peralta that the oommunioa- tion be filed and the authority granted to Chief Donnelly as requested. Motion oarried. RESOLUTION no. 1168, a resolution providing for mutual aid between the fire departments of adjaoent oommunities, was read. It was moved by Levy, seoonded by Peralta that Resolution No. 1168 be adopted. Motion oarried. The report of the City Attorney regarding refund olaim by Bethlehem Steel Company was read. It was moved by Levy, seoonded by Peralta that the report be reoeived and the olerk be authorized to oomply with same. Motion oarried. It was moved by Peralta, seoonded by Soheider that the City Engineer furnish the City Clerk with the names of all people doing business within the City of Vernon. Motion oarried. The following applioations, all having the approval of the City Engineer, were read: APPLICATION 8912, United Airoraft Produots Co. to make sewer oonneotions at 2929 Santa Fe Avenue.
