19421104 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF TEE CITY COUNCIL OF THE CITY OF VERNON, HELD ON WEDNESDAY, NOVEMBER 4th, 1942 AT THE HOUR OF THREE O'CLOCK P. M. AT TEE OFFICE OF.THE CITY, HALL, 4305 Santa Fe Avenue, Vernon, California. The meeting was called to order by Mayor J. B. Leonis. Councilmen Present: Messrs. Leonis, Scheider, Peralta Levy and PJlIXon. Councilmen Absent: None It was moved by Scheider, seconded by Poxon that the Minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer requesting authority to employ Mr. JosephF. Harrison as chainman at the rate of $5.00 per day (replacing J.H. O'Connor, resigned,) was read. It was moved by Levy, seconded by Scheider that the communica- tion be filed and request sranted. Motion carried. Communication from the City Engineer recommending that bids for the Construction of Fire Station and Pump-house under speci~ications 134 be rejected due to. not being able to secure a preference rating for the necessary materials fram the War Production Board, was read. It was moved by Levy, seconded by Shceider that all bids received for the construction of the Fire Station under Specifiation 134 be rejected and the City Clerk be authorized to send all bidders' bonds to them. Motion carried. Communication from City Engineer recommending that all materials delivered by Reliable Iron Foundry be accepted, was read. It was moved by Levy, seconded by Poxon that the communication be filed and the recommendation concurred in. Motion carried. Communication from City Engineer recommending the acceptance of a new offer submitted by Federal Works Agency in connection with Federal Aid for proposed construction of Fire Station and. the Pumping Plantm Federal aid having been reduced from $92,500 to $36,575, was read. It was moved by Levy, Seconded by Peralta that the communication be filed and recommendation concurred in. Motion carried. Communication from the Fire Chief requesting authority to employ Vernon E.Lumbattis as hoseman at salary of $150.00 per month, beginning October 22, 1942, also authority to employ R. L. Miller as carpenter at $1.12t per hour, was read. It was moved by Levy, seconded by Poxon that the communications be filed and authority granted the fire chief. Motion carried. Circular letter from California State Council of Defense in re- gard to unused housing facilities was read. It was moved by Scheider, seconded by Levy that the communication be filed and referred to the City Clerk for reply. Motion carried. Communication from Southern California Telephone Company in re- gard to an order issued by the Board of War Communications that after Novem- ~2~~ ber 1# 1942, telephohe toll calls relating to the war effort or publie safety be given preferred handling# was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed. Motion carried. Communication from Bradstreet Miller in regards to drainage conditions at 57th &: Santa Fe Avenue, was read. " It was moved by Scheider# seconded by Peralta that the same be fDed and referred to the City Engineer, Motion carried. Communication from Frito Company regarding parking conditions at 5320 Santa Fe Avenue# was read. It was moved by Scheider# seconded by Peralta that the commu- nication be filed and referred to the Police Department. Motion carried. Report of theCommittee on Light# Power # Water # Street, Build- ing and Purcbasing# was read. It was moved by Scheider, seconded by Poxon that the report be approved and filed. Motion carred. Communication from Kimnont Manufacturing Company requesting 20 minute parking area at 5420 Santa Fe Avenue# was read. It was moved by Levy# seconded by Peralta that the same be referred to the Police Department. Motion carried. Communication from J. A. Pipe &: Machinery eo.# requesting per- mit to haul refuse from their premises upon and along the streets of the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed and permit granted. Motion carried. Communication from Vietor Belting &: Rubber Co., requesting permit to haul refuse from premises at 2316 E. 38th Street, upon and along the streets of the City of Vernon, wa.s read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed and permit granted. Motion carried. RESOLUTION NO. 1169, a resolution accepting offer of the United States of America ,l;'eq.era1 Works Agency in the sum of $36,575.00 was read. It was moved by Scheider# seconded by Peralta that Resolution No. 1169 be adopted. Motion carried. ORDINANCE 556, an ordinance establishing an auxiliary police foree, providing for its use and control and providing penalties for violation thereof, was read for second reading. It was moved by Levy, xeconded by Poxon that Ordinance No. 556 be passed for second reading. Motion carried. It was moved by Shheider, seconded by Peralta that Ordinance No. 557 be passed for second reading. Motion carried. It was moved by Scheider, seconded by Peralta that Ordinance No. 557 be adopted. Motion carried by the following vote: AYES: Scheider, Levy, Paxon, Peralta and Leonis NOES: None ABSENT: None ORDINANCE No. 558, an ordinance regu+ating travel and traffic of motor vehicles upon the public streets of the City of Vernon, was read for first reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 558 be passed for first reading. Motion carried. ORDINANCE NO. 559, an ordinance fixing and establishing rates for water sold within the City of Vernon, was read for first reading. It was moved by Scheider, seconded by Poxon that Ordinance No. 559 be passed for first reading. Motion carried.
