MINUTES OF TEE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON.. HELD
ON TUESDAY.. NOVEMBER 17th, 1942, AT . TEE
HOUR OF THREE L' CLOCK P. M. AT THE OFFICE
OF THE CITY HALL, 4305 Santa Fe Avenue,
Vernon, California.
The meeting was called to order by Mayor J."B. Leonis.
Councilmen present:
Messrs. Leonis, Scheider, Peralta,
Levy and Poxon.
Councilmen absent:
None
It was ~oved by Scheider, seconded by Peralta that the reading
of the minutes of the meeting of November 4th be suspended. Motion
carried.
The City Clerk announced that this was the time and place for
protests or objections on the improvement of Alcoa Avenue, and further
that he had on his desk a communication from Chin Ott Wong and from
the Los Angeles Inner-Spring Company regarding this improvement. The
Council, after reading of the protests and the chairman asking if there
was anyone in the audience who had any protest to file, and hearing
none, moved by Scheider, seconded by Peralta that all protests to the
improvement of Alcoa Avenue be rejected. Motion carried.
RESOLTUION OF INTENTION. No. 1170, a resolution declaring
the intentioh to order certain work and improvement on Alcoa Avenue,
was read.
It was moved by Levy, seconded by Scheider that Resolution
of Intention No. 1170 be adopted. Motion carried, by the following vote:
AYES: Leonis, Scheider, Peralta, Levy and Paxon
NOES: None
ABSENT: None
It was moved by Scheider, seconded by Peralta that the Clerk
send notioe by mail to all property owners advising them of the passage
of Resolution of Intention No. 1170 and other inform~tion required by law.
Motion carried.
Communication from the Fire Chief and the City Engineer recom-
mending the acceptance of the work done by the Standard CarriageWorks
on Fire Truck, was read.

It was moved by Levy, seconded by Poxon that the1communication
be filed and the City Council accept the .work done by the Standard Carriage
Works on the Fire Truck of the City of Vernon. Motion carried.
Communication from the City Engineer requesting authority
to employ Mr. Joseph S. Kendall as Field Engineer at a salary of $200.00
per month to replace Mr. Leonard Tierney, resigned, was read.
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and that the City Engineer be authorized to employ Mr. Joseph
S. Kendall as Field Engineer at a salary of $200.00 per month. Motion
carried.
Communication from the Department of Public Health, Sacramento,

in regard to typhus fever situation in Vernon, was read.
It was moved by Scheider, seconded by Peralta that the communi-
cation be filed and referred to the City Health ~fficer. Motion carried.
Communication from Melvin Lee Ward requesting leave of absence
from the Fire Department effective November 20, 1942, for duration due to
being called into the armed services, was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be filed and the request granted. Motion carried.
Communication from Raymond Leroy Nutter requesting leave of
absence from Fire Department effective November 20, 1942 for duration
due to being called into the armed services, was read.
It was moved by Scheider, seconded by Beralta that the communi-
cation be filed and request granted. Motion carried.
Communication from Davey Tree Surgery Co., requesting permit
to prune trees on city parkways and city property which interfere with
Southern California Edison Co. lines, was read.
It was moved by Scheider, seconded by Peralta that the communi-
cation be filed and approved~subject to the approval of the Fire Chief.
Motion carried.
Communication from Wayne Pump Company requesting a 20-minute
parking zone at 5190 Santa Fe Avenue, was read.
It was moved by Scheider, seconded by Peralta that the commu-
nication be referred to Police Department. Motion carried.
Communication from Paul Hill, requesting permit to hang adver-
tising banner across Downey Road opposite Union Stock Yards, advertising
17th annual Stock YardsRodeo, was read.
It was moved by Scheider, seconded by Peralta that the communi
cation be referred to the Police Department. Motion carried.
Communication from David C. Jones Steel Products requesting a
permit to operate a steel fabricating plant at 4636 Pacific Blvd. was read.
It was moved by Scheider, seconded by Peralta that the communi-
cation be filed and permit granted. Motion carried.
The report of the Police Department was read.
It was moved by Scheider, seconded by Peralta that the same

It was moved by Levy, seconded by Poxon that the Report be
approved and filed. Motion carried.
ORDINANCE NO. 559, an Ordinance fixing and estahlishing rates
for water sold within the City of Vernon, was read for second reading.
It was moved by Scheider, seconded by Poxon that Ordinance No.
559 be passed for second reading. Motion carried.

It was moved by Scheider, seconded by Peralta that Ordinance
No. 559 be adopted. Motion carried by the following vote:

ABSENT: None
APPLICATION No. 9008, - Los Angeles By~:eroducts Co.,
to remodel east and west roadway in Alameda over Southern Pacific
tracks, north of 37th Street, letter from City Engineer being at-
tached, was read.
It was moved by Scheider, seconded by Levy that the applica-
tion be filed and referred to the City Attorney with the understanding
that no application shall be granted unless there is protection for the
city for disposal of the rubbish accumulated within the city and that
a bond be deposited for the replacement of the curb and restoring the
street to its natural grade and that all transportation affecting the
disposal of rubbish be routed' both going and coming from said disposal
dump over the Southern Pacific tracks and the said property shall be
used only for the purpose of a puhlic dump and shall conform at all
times to the City ordinances and that the property shall be used for the
sole purpose of d~ping non-disposable rubbish. Motion carried.
The following applications all having the approval of the City
Engineer, were read:
APPLICATION 9004 Acme Brewing Co., to make sewer connection at 2080
E. 49th Street.
APPLICATION 9005 Byron Jackson Co., to make sewer connection at 2301
E. Verhoii>Avenue.
APPLICATION 9006 Southern California Edison Co., to install and remove
l~ole and anchor and install 1 temporary anchor in
W/S Downey Road at Fruitland Road and Alcoa Ave.,
A~PLICATION 9007 Southern California Edison Co., to replace pole
in wjs Jaboneria Road, 720 ft. S/O 26th Street.
It was moved by Scheider, seconded by Levy that the applica-
tions be filed and permits granted. Motion carried.
Demands on the general fund in the sum of $13,561.50 consist-
