19430105 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON TUESDAY, JANUARY 5, 1943, AT THE OFFICE OF THE CITY HALL, 4305 Santa Fe Aven~e, at, 3:00 "O'CLOCK. P. M. in the City of Vernon. The meeting was called to order by Mayor J. B. Leonis. COUNCILMEN PRESENT: COUNCILMEN ABSENT: Messrs. Leonis, Peralta, Levy and Zcheid~ Poxon It was moved by Scheider, seconded by Peralta that the Minutes of the previous meeting be approved. Motion carried. The City Clerk announced at this time that this was the time and place towhich the hearing on protests for the improvement of Alcoa Avenue as set forth in Resolution of Intention #1170, was adjourned. After some discussion it was moved by Levy, seconded by Peralta th& the hearing on the protests be adjourned to January 19, 1943 at 3:00 o'clock P.M. the time being the regular meeting of the City Council. Motion carried Communication from Pneumatic Machinery Co. requesting permit to con duct a rental and sale of construction machinery business at 2100 E. 25th Stre~, was read, together with a report of the Police Department recommend- ing that the pemmit be granted. It was moved by Scheider, seconded by Peralta that the communication be filed, and the recommendation of the Police Department be concurred in. Motion carried. Communication from City Engineer recommending acceptance of two Hall-Scott Gasoline Engines as~proved under S~ctification No. 131 at the contract price of $8464.00, was read. It was moved by Scheider, seconded by Peralta that the communica- ~ion be filed and the City accept the engines as recommended by the City Engineer and authorized the payment of same by the Treasurer. Motion carrie~ Communication from the City EngineI' submitting map of Proposed Tract No. 11905 of Federal Ice & Cold Storage Co. was read. It was moved by Peralta, seconded by Seheider that said map again be referred to the City Engineer for checking as to whether said tract will conform with streets westerly from Downey Road, for widening of Maywood Avenue. Motion carried. Telegram from Herbert S. Marks, Acting Director of Power ~lvision of War Production Board regarding installation of"liquified petroleUm gas standby for Aluminum Company and Norris Stamping Company, was read. . It was moved by Scheider, seconded by Peralta that the telegram be f~led and referred to the City Clerk for reply, notifying Mr. Marks that the Council has taken no action as yet. Motion carried. Report of the General Petroleum Company on Franchise 80, 152,299 and 532 for period ending October 31, 1942 together with check in the sum of $49.03, was read. It was moved by Peralta, seconded by Scheider that the report be filed and check accepted. Motion carried. Communication from Steel Casting Company, 6W8 S. Anderson Street requesting perm~t to operate electric steel furnace steel foundry on prem- ises of Hilgarten Marble Works, at 3306 E. 26th Street, was read. It was moved by Peralta, seconded by Scheider that the communica- tion be filed and permit denied. Motion carried. ,I 142 Report of Union Oil Company on County of Los Angeles Fran- chise No. 596 N. S. for period ending December 31, 1942, was read. It was moved by Peralta, seconded by Scheider, that the report be filed. Motion carried. Communication from Glass Containers, Inc., requesting permit to serve hot coffee, doughnuts, sandwiches, etc. to employees on night shift at 3601 Santa Fe Avenue, was read. It was moved by Peralta, seconded by Scheider that the communi- cation be filed and permit granted, subject to the approval of the Police Department. Communication from Swift & Company together with map of water connections in connection with Ordinance 559, water r~tes and regulations, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and referred to the Engineering Department. Motion carried. Communication from Security-First National Bank, regarding paint- ing of curb at 2808 Santa Fe Avenue, was read. It was moved by Levy, seconded byScheider that the communication be filed and referred to the Police Department,. Motion carried. Report of the Committee on Light, Power, Water, Street, Equip- ment and Purchasing, was read. It was moved by Scheider, seyonded by Levy that the same be filed. Motion carried. RESOLUTION NO. 1172, a resolution fixing the salaries of the Fire Department personnel, and repealing all resolutions in conflict there- with, was read. It was moved by Scheider, seconded by Peralta, that Reolution No. 1172 be adopted. Motion carried. RESOLUTION No. 1173, a resolution fixing the salaries of the Police Department personnel and Clerk of City Court and repealing all resolutions or parts of resolutions in conflict therewith, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1172 be adopted. Motion carried. ORDINANCE NO. 560, an Ordinance appropriating from the General Fund of theliity of Vernon, the sum of $15,000 per annum for three years from January 1, 1943 for providing a fund to be used for publicity and advertising of said city, was read for first reading. It was moved by Levy, seconded by Peralta that Ordinance No. 560 ae passed for first reading. Motion carried. RESOLUTION NO. 1174, a resolution requesting cancellation of bond for Thomas Campbell Jackson, Water Department Cashier and Deputy City Clerk, was read. It was moved by Levy, seconded by Scheider that Resolution No. 1174 be adopted. Communications from the fol1wing firms for permits to haul re- fuse from their premises upon and along the public streets of the City of Vernon; was read: General Petroleum Corp.,Sears-Roebuck & Co., 2. ~43 Goldring Packing Co., Atchison, Topeka & Santa Fe RR. Co., and United States Spring & Bumper Co. It was moved by Scheider, seconded by Levy that the communica- tions be filed and permits granted. Motion carried. Report of the Police Department was read. It was moved by Levy, seconded by Peralta that the report be filed. Motion carried. The following applications, all having the approval of the City Engineer, were read: APPLICATION No. 9073. Southern California Gas Go. to repair leak in Alameda Street, 18 ft. N/O 25th Street. APPLICATION NO~ 9074 at 2087 E~ Slauson Avenue. U. S. Army Air Corps to make sewer connecti. APPLICATION NO. 9075 L.A. Junction Railway to repair broken guard rail in E/S Soto Street, 330 ft. N/O Fruitland Road. APPLICATION No. 9076 So. California Telephone Company, to remove and replace anchor !n E/S Santa Fe Avenue, from Vernon Avenue to Pacific Blvd. APPLICATION No~ 9080 at 5701 S. Boyle Ayenue. General Metal Co., to construct driveways APPLICATION NO. 9081 at 5512 So. Boyle Avenue. It was moved by Levy, seconded by Peralta that the applications be filed and permits granted. Motion carried.
