M. The meeting was called to order by Mayor J. B. Leonie. COUNCILMEN PRESENT: Messrs. Leonis, Peralta, Poxon and Scheider. C OUNC ILMEN ABSENT: . Levy It was moved by Poxon" seconded by Scheider that the minutes of the previous meeting be approved. Motion carried. Telegram from W. E. Ryder, Aluminum & Magnesium Division, Washington, D. C. regarding stanby fuel for Aluminum Company of America, was read. It was moved by Scheider, seconded by Peralta that the telegram be filed and referred to the City Clerk. Motion carried. Telegram from Paul Barksdale Odorr, State Rationing Officer, O. P. A. Los Ahgeles, regarding elimination of boulevard. stops and traf- fic signals, was read. It was moved by ~cheider, seconded by Peralta that the telegram be referred.to the Police .lJepartment. Motion carried. Communication from the Vity Engineer requesting authority to order change in Layne & Bowler Corporation contract for the furnishing of deep well turbine pump, was read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed and approved. Motion carried. Communication from the city Engineer recommending that valves delivered under Chapman Valve Manufacturing Company contrqct be accepted, was read. It was moved by Poxon, seconded by Scheider that the communica- tion be filed and recommendation concurred in. Motion carried. Communication ~rom County of Los Angeles Road Department" sub~ mitting road deeds from Mary Doretta and M. W. O'Donnell, and others covering 80 foot right-or-way for Washington Boulevard, was read. It was moved by Poxon, seconded by Scheider that the communica- tion be filed and referred to the City Engineer for report. Motion carried. Report of the Fire Chief, on application of Commercial Piping & Engineering Co. 2065 E. 51st Street, for business license, was read. The Fire Chief recommended that the license be granted. It was moved by S~heider, seconded by Poxon that the report be filed and recommendation concurred in. Motion carried. Report of the Fire Chief on application of Cole of California, Inc. requesting permit to operate a restaurant in their plant, was read. The Fire Chief recommended that the application be granted. 1. 146 It was moved by Scheider, seconded by Poxon that the repo~t of the Fire Chief be filed and recommendation concurred in. Motion carried. Communication from the Fire Chief requesting authority to employ Arthur A. Bones as hoseman at a salary of $165.00 per month, was read. It was moved by Poxon, seconded by Scheider that the communication be filed and the Fire Chief be given authority as requested in t he commu- nication. Motion carried. Communication from C. A. Heinze, Consulting Engineer, recommend- ing the granting of request of Postal Telegraph-cable Company, under date of August 28, 1942, to attach their lines on a contact rental basis to certain originally owned poles of the City, was read. It was moved by Scheider, seconded by Poxon that the communica- tion be filed and the recommendation concurred in. Motion carried. Report of General Petroleum Company on Los Angeles county Fran- chise Ordinance 781 N. S. for period ending December ~l, 1942, was read. It was moved by Scheider, seconded by Peralta that the report be filed. Motion carried. Communication from Arden Farms Company requesting permit for the manufacturing of mayonnaise at 2626 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and permit granted. Motion carried. Communication from Aircraft Alloys Inc. requesting permit to operate an aluminum, brass and copper foundry at 2626 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and referred to the City Clerk for reply, owing to the fact that a permit has been granted for the same address to make mayonnaise. Motion carried. Communication from Monoloy Metals, Inc., requesting permit to operate an electric furnace for the casting of hard-surfacing welding rods at 5800 So. Boyle Avenue, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be laid over until the next regular meeting, Motion carried. Commgnication from Kaiser-Hughes requesting permission to store Defense Plant Corporation materials at 2124 East 51st Street, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and permit granted. . RESOLUTION No. 1175, a resolution authorizing the City Engineer to issue a contract change order on Layne & Bowler Corpor~tion contract, was read. It was moved by Scheider, seconded by Peralta that Resolution No. 1175 be adopted. Motion carried. RESOLUTION No. 1176, a resolution accepting certain valves from Chapman Valve Manufacturing Co., was read. It was moved by Paxon, seconded by Peralta that liesolution No. 1176 be adopted. It was moved by Peralta, seconded by Scheider that the report be adopted. Motion carried. Communication from George V. Peake, 2922 Poplar Drive, Lynwood, requesting permit to operate a pattern shop usin~ an oil or gas furnace for brass and aluminum castings at 2288 E. 48th treet, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be taken under advisement. Motion carried. Communication from Par-Me1 Ice Cream Co., for permit to deliver ice cream to restaurants and soda fountains at wholesale, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and permit granted. Motion carried. Communication from David C. Jones Steel Pro~ucts, requesting the painting of loading zone at 4636 Pacific Blvd. was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and referred to the Police Department. Motion carried. Communication from Abegg & Reinhold Company requesting that a loading zone be painted on the south side of 26th street, near 2533 E. 26th Street, was read. 3. 118 It was moved by Scheider, seconded by Peralta that the commu- nication be filed and referred to the Police Department. Motion carried. Communication from Levy Bros. Box Co., requesting that a load- ing zone be painted at 2234 E. 38th street, was read. Communications from Whiting Mead Company and Associated Oil Co., for permit to haul refuse from their premises upon and along the public streets of the City of Vernon, were read.
