MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON~ HELD
ON TUESDAY FEBRUARY 2, 1943, AT THE OFFICE
OF THE CITY HALL, 4305 Santa li'e Avenue,
VERNON, CALIFORNIA, AT 3;00 olclock P. M.
The meeting was called to order by Mat9r J. B. Leonis.
COUNCILMEN PRESENT:
Messrs. Leonis, Poxon, Levy
and Scheider.
COUNCILMEN ABSENT:
Peralta
It was moved by Levy, seconded by Scheider that the minutes
of the previous meeting be approved. Motion carried.
Communication from the ~ity Engineer requesting authority
to employ Mr. John W. Jackson as Field Engineer at a salary of $200.00
per monty, replacing Mr. Joseph Kendallj who has left the services of
the city, was read. .
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and the Engineer instructed to employ Mr. John W. Jackson.
Motion carried.
Communication from the Fire Chief requesting authority to
reinstate Mr. R. L. Nutter who was granted a leave of absence to enter
the U. S. Navy and who has now been released by the U. S. Navy, was
read.
It was moved by Poxon, seconded by Scheider that the communi-
cation be filed and the Fire Chief be instructed to reinstate R. L. Nutter
as requested. Motion carried.
Comm~nication signed by R. E. Mock and others requesting salary
increase from '120.00 to $130.00 per month, was read.
It was moved by Scheider, seconded by Levy that the communica-
tion be referred to the Finance Committee. Motion carried.
, Communication from M. C. Foy & Son requesting permit for the
manufacture and storate of lumber and lpmber products for the assembly
of glider .and airplane parts at 5800 So. Boyle Avenue, property formerly
used by Pacific System Homes, was read.
It was moved by Scheider, seconded by Poxon that the communica-
tion be filed and permit granted. Motion carried.
Communication from P. J. Pinchback, 664 E. 43rd Place, Los Ange-
les, requesting permit to conduct a business of sand grading at 2288 E.
48th Street, was read.
It was moved by Scheider, seconded by Poxon that the communica-
tion be filed and referred to the Committee of the Whole. Motion carried.
Communication from Sareway Stores, Inc. requesting permit to
haul refuse from premises of 1925 E. Vernon Avenue, uponrand.along the
public streets of the City of Vernon, was read. '
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and permit granted. Motion carried.

Communication from A~legheny Ludlum Steel Corp., requesting
permit to haul refuse from premises of 4915 Pacific Blvd. upon and along
the public streets of the City of Vernon, was read.
It was moved by Scheider, seconded by Levy that the communica-
tion be filed and permit granted. Motion carried.
Report of the Committee on Light, Power, Water, Street,
Equipment and Purchasing was read.
It was moved by Levy, seconded by Scheider that the Report
be adopted. Motion carried.
Report of C. A. Heinze Consulting Engineer on operations of
electric system by Southern California Edison Co. for month of November
was read.
It was moved by Scheider, seconded by Levy that the report be
filed. Motion carried.
Communication from C. A. Heinze,Consulting Engineer, advising
that the records of the Vernon District Office of the Southern California
Edison Co. have been checked and are in agreement with the City's record
of May 29, 1942, was read.
It was moved by Scheider, seconded by Poxon that the communi-
cation be filed. Motion carried.
RESOLUTION NO. 1180, a resolution approving and accepting the
delivery from Johns-Manville Sales Corporation of all asbestos-cement
pipe, was read.
It was moved by Scheider, seconded by Poxon that the Resolution
No. 1180 be adopted. Motion carried.
RESOLUTION NO. 1181, a resolution approving and accepting the
delivery from ~eliable Iron Foundry, Inc., of certain mIscellaneous pipe
fittings described in contract with the city, was read.
~t was moved by Scheider, seconded by Poxon that Resolution No.
1181 be adopted. Motion carried.
. RESOLUTION NO. 1182, A RESOLUTION accepting certain valves
from Chapman Valve Manufacturing Co., completing their contract with the
City dated July 3, 1942 and repealing Resolution No. 1176, was read.
It was moved by Scheider, seconded by Poxon that Resolution No.
1182 be adopted. Motion carried.
RESOLUTION NO. 1183, a resolution accepting deed from Security
First National Bank of Los Angeles, was read.
It was moved by ScheIder, seconded by Poxon that Resolution No~
1183 be adopted. Motion carried.
RESOLUTION No. 1184, a resolution accepting deed from Mary
Loretta O'Donnell and M. W. O'Donnell, was read.
It was moved by Scheider, seconded by Poxon the t ~esolution
No. 1184 be adopted. Motion carried.
RESOLUTION No. 1185, a resolution accepting deed from Southern
California Gas Company, was read.
It was moved by Scheider, seconded by Poxom that .H.esolution
No. 1185 be adopted. Motion carried.

RESOLUTION NO. 1186, a resolution accepting deed from Filtrol
Corporation, was read.
It was moved by Scheider, seconded by Poxon that Resolution No.
1186 be adopted. Motion carried.
RESOLUTION NO. 1187, a resolution authorizing the payment of
certain sums of money to secure road deeds for: the City, was read.
It was moved by Scheider, seconded by Poxon that Resolution No.
1187 be adopted. Motion carried.
RESOLUTION NO. 1188, a resolution employing E. R. Young to assist
the City Attorney in an action.now pending in the Superior Court of the Stat
of California in and for the county of Los Angeles, entitled: "Central
Manufacturing District, Inc. a corporation, et al. vs. City of Vernon,
a Municipal Co~poration, et aili, No. 483 382," was read.
It was moved by Scheider, seconded by Poxon that Resolution No.
1188 be adopted. Motion carried.
At this time the City Clerk announced that Mr. Bigg requested an
increase in salarj of $40.00 per month.
It was moved by Poxon, seconded by Scheider that the request be

At this time the City Clerk announced that in his opinion Mr.
Bigg would leave the services of the City owing to the action of the city
Council.
It was moved by Poxon, seconded by Scheider that the Mayor be
authorized to employ, if necessary, some one to take the place of Mr. Bigg
and report at the next meeting. Motion carried.
Report of the Vernon Industrial Development Association for the
period ending December 31, 1942, was read.
It was moved by Scheider, seconded by Levy that the report be
filed. Motion carried.
Report.of the Police Department was read.
It was moved by Scheider, seconded by Levy that the report be
filed. Motion carried.
The following applications, all having the approval of the
City Engineer, were read:
