19430302 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON TUESDAY, MARCH 2nd, 1943 AT THE OFFICE OF THE CITY HALL, 4305 SANTA FE AVENUE.. VERNON, CALIFORNIA, at 3100 O'CLOCK P. M. The meeting was called to order by Mayor J. B. Leonis. COUNCILMEN PRESENT: Messrs. Leonis, Poxon, Levy Scheider and Peralta COUNCILMEN ABSENT: None It was moved by Peralta, seconded by Levy that the pre~ious meeting be approved. Motion carried. Un~inished business: Report of the Fire chief on application of Universal Engineering Co., to install pickling tanks for processing tank treads at 2369 E. 51st Street, was read. Said report recommended that the request for permit be granted to Universal Engineering Co. It was moved by Levy, seconded by Peralta that the communica- tion be filed and recommendation concurred in and thederk be author- ized to issue permit. Motion carried. New business: Communication and report from the City Engineer on bids for the improvement of Alcoa Avenue in the City of Vernon, was read. The City E~gineer recommends that all bids be rejected except the bid of Griffith Company and that they be awarded the contract. It was moved by Levy, seconded by Poxon'that the communication be approved and filed. Motion carried. At this time Councilman Scheider introduced Resolution No. 1193 a resolution of the City Council of the City of Vernon awarding the con- tract for the work and improvement of Alcoa Avenue, as described in Reso- lution of Intention No. 1170, and moved its adopt'ion. Seconded by Peral- ta and carried by t~e following vote: AYES: Leonis, Poxon, Levy, Scheider and Peralta NOES: None ABSENT: None Communication and copy of Resolution of Board of Supervisors of Los Angeles County appropriating $200.00 for services in securing the right-of-way for the improvement of Washington Boulevard, was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. I ,.. Communication from Regtnal Planning Commission regarding post- war public works program, was read. It was moved by Scheider, seconded by Peralta that the same be filed. Motion carried. Communication from Jam Handy Organization, requesting permit to shoot (pictures) at Boyle Manufacturing Company March 4, 1943, was read :162 It was moved by Poxon, seconded by Levy that the communication be filed and denied for the reason that said application was not accom- p~ied by written permission to take said pictures from the United States Army. Motion carried. Report of the Los Angeles Railway Co., on Franchise Ordinances 91 and 521 for period ending December 31, 1942, together with check hn the sum of $406.84 was read. It was moved by Scheider, seconded by Peralta that the report be filed and check accepted. Motion carried. Communications from Joseph A. Bigham and the Building Maintenance Company in reference to janitor service in the City Hall was read. It was moved by Scheider, seconded by Peralta that both communi- cations be r4ferred to the Clerk and City Attorney for report. Motion carried. Communication from Cole of California requesting permit to in- stall restaurant equipment at 2615 Fruitland Road to serve hot meals to employees, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and permit granted, subject to the approval of the Police Department. Motion carried. Communication from the Los Angeles Steel Casting Company re- questing c~oss walk on East 25th Street, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and referred to the Police Department. Motion carried. Communication from Victor Belting & Rubber Co., requesting curb painting at 2316 E. 38th Street, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and referred to the Police Department. Motion carried. Communication from Pioneer Flintkote Co. requesting curb painting on south side of 55th Street, also approximately 16 feet on north side of 55th Street, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and referred to the Police Department. Motion carried. Communication from the General Petroleum Corp., requesting curb painting and cross walks on East 37th Street in accordance with attached map, was read. It was moved by Scheider, seconded by Peralta that the communta- tion be filed and referred to the Police Department. Motion carried. Communications from Harron, Rickard & McCune Co., and Continental Freight Lines to haul refuse from their premises upon and along the public streets of the City of Vernon, were read. It was moved by Poxon, seconded by Scheider that the communica- tions be filed and permits granted. Motion carried. Communication from Southern California Edison Company on Ordinance No. 503 and No. 504 was read. It was moved by Poxon, seconded by Levy that the communication be filed and referred to the City Electrical Engineer for checking and report. Motion carried. . 2. ~63 The Mayor reported on meeting with Central Manufacturing District with Army officials and representatives of the Central Manufacturing District. It was moved by Scheider, seconded by Peralta that the report be accepted and filed. Motion carried. It w~s moved by Scheider, seconded by Peralta that the City Engineer contact Mr. McElro'y of E. K. Wood Company, in reference to the widening of East 48th Street. Motion carried. Report of C. A. Heinze, Consulting Engineer on operations of Electric system by Southern California Edison Co. for month of Dec- ember, 1942, was read. It was moved by Scheider, seconded by Peralta that the commu- nication be filed. Motion carried. Report of the Police Department was read. It was moved by Levy, seconded by Scheider that the same be filed. Motion carried. Report of the Committee on Light, Power, Water, Street, Equipment and Purchasing was read. It was moved by Levy, seconded by Scheider that the Report be adopted. Motion carried. Ordinance No. 561, an ordinance prohibiting the slaughter of horses within the ~ity of Vernon to be used for human consumption was read for first reading. It was moved by Scheider, seconded by Poxom that Ordinance No. 561 be passed for second reading. Motion carried.
