19430316 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON TUESDAY, MARCH 16th, 1943, AT THE OFFICE OF THE CITY HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA, at 3:00 O'CLOCK P. M. The meeting was called to order by Mayor J. B. Leonis. COUNCILMEN PRESENT: Messrs. Leonis, Levy, Scheider and Peralta COUNCILMEN ABSENT: Poxon Communication from the City Engineer requesting authority to employ Earl S. Bowden, as blacksmith and maintenance man at a salary of $200.00 per month, replacing J. T. Kutchera; John W. Menzel as Guard at a salary of $120.00 per month replacing Ralph Mock; Sam Hesington as Guard at a salary of $120.00 per month replacing James Mock, and Fernando Rosales as Laborer at the rate of $4.80 per day, was read. It was moved by Levy, seconded by Peralta that the communication be filed and the request granted. Motion carried. Communication from City Engineer recommending the rates of pay of the following employees be increased as follows; was read: Lee Mendoza, Pipe Fitter, C. A. Lopez, Pipe Fitter, August Alvarado, Gardner, P. A. Martinez, Laborer, from from from from 15.75 to 5.50 to 4.90 to $4.40 to i,6.60 per day - 8 hO.,U rs 6.'0 per day - 8 hours 5.20 per day - 8 hours 5.00 per day - 8 hours It was moved by Levy, seconded by Scheider that the communication be approved ana filed. Motion carried. Communication from the City Engineer recommending wage rate change for street and,water departments, established by Ordinance 1110, was read, as follows: Bracket No. 1: roo per day, change to reo per day Bracket No. 2: 4.40 per day, change to 5.20 per day Bracket No. 3: 4.90 per day, change to 5.60 per day Bracket No. 4: 5.40 per day, change to 6.20 per day It was moved by Levy, seconded by Peralta that the communication be filed and laid on the table. Motion carried. Communication from Armored Trunk ~nufacturing Co. requesting per- mit for the manufacturing of trunks and luggage at 2528 Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta that the communication be filed and permit granted. Motion carried. Communication from Weyler IDransportation Co. requesting a permit to operate a trucking business at 1938 E. Vernon Avenue, was read. It was moved by Scheider, seconded by Peralta that the communic- tion be filed and permit granted. Motion carried. Communication from Optical Glass Company, requesting permit to manufacture optical glass at 2050 E. 48th Street, was read. It was, moved by Levy~ seconded by Peralta that the communication be filed and permit granted. Motion carried. :[66 Report of the Southern California Gas Company on Los Angeles County Franchise Ordinance 463, for period of July 1, 1942 to December 31, 1942 to- gether with check in sum of $1.13, was read. It was moved by Levy, seconded by Scheider that the communication be filed and referred to the Finance Committee. Motion carried. Report of Southern California Gas Company on Franchise Qrdinance 89,270 N.S. 463 N.S. 514 N. S.for period of January 1, 1942 to December 31, 1942, together w~th check in the sum of $774.27, was read. ' It was moved by Levy, seconded by Peralta that the communication be filed and referred to the Finance Committee. Motion carried. Communication from Davidson's Butchers' Supply House requesting curb painting at 3041 E. Vernon Avenue, was read. It was moved by Seheider, seconded by Peralta that the communiaa- tion be referred to the Police Department. Motion carried. ,Communication from Skilsaw Inc., requesting curb painting at 2645 Santa Fe Avenue, was read. It was moved by Scheider, seconded by Peralta that the communica- !:tion be referred to the Police Department. Motion carried. Communication from Avion Inc., requesting curb painting at 4561 East 50th Street, was read. It was moved by ::Scheider, seconded by Peralta that the communica- tion be referred to the Police Department. Motion carried. Communication from M. C. Foy & Son and from Armored Trunk Manu- facturing Co. requesting Bermit to haul refuse from their premises upon and along the streets of the ity of Vernon, was read. It was moved by Scheider, seconded by Peralta that the communica- tions be filed and permits granted. Motion carried. Report of the Committee on Light, Power, Water, Street, Equipment and Purchasing was read. It was moved by Scheider, seconded by Peralta that the Report be Motion carried. , adopted. At this time Councilman Scheider reported that in his opinion there were unnecessary fumes emanating from the Stauffer Chemical Company whdeh were dangerous to health and requested that the matter be referred to the City Health officer for checking and report. It was moved by Peralta, seconded by Levy tmt the report of Councilman Scheider be referred to the City ~lerk with instructions to com- municate lI'ame to the Health Officer and requesting a report to the City Council. Motion carried. ORDINANCE No. 561, an ordinance prohibiting the slaughter or sale of horses or mules within the City of Vernon to be processed or sold for food for human consumption, was read for second reading. It was moved by Levy, seconded by Peralta that Ordinance No. 561 be passed for second reading. Motion carried. It was moved by Levy, seconded by Peralta that the report be filed. Motion carried. Report of C. A. Heinze on operation of electric system by the Southern California Edison Co. for month of January, 1943, was read. It was moved by Scheider, seconded by Peralta that the report be filed. Motion carried. Communication from C. A. Heinze, Consulting Engineer, on franchise Ordinance 503 and 504 reports ending December 31, 1942, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be accepted, approved and filed. Motion carr1ed. ORDINANCE NO. 562, an ordinance establishing rates to be charged for the sale of water and prohibiting the sale of water outside the City of Vernon, was read for first reading. It was moved by Levy, secohded by Peralta that Ordinance No. 562 be passed for-first reading. Motion carried. RESOLUTION NO. 1194, a resolution referring to the time and place for second reading on Ordinance No. 562, and instructing the City Clerk to notify the United States authorities mentioned in said Resolution, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1194 be adopted. Motion carried. RESOLUTION No. l195~ a resolution fixing the compensation of certain employees of the City of Vernon mentioned in said resolution, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1195 be adopted. Motion carried. The following resolution adopted by the Board of Supervisors, was read: "IN RE WASHINGTON BOULEVARD: RESOLUTION AUTHORIZING APPROPRIA- TION FOR,ACQ,UISITION OF RIGHT OF WAY WITHIN THE CITY OF VERNON: On motion of Supervisor Smith, duly seconded and carried by the following vote, to-wit: Ayes: Supervisors Smith, Ford, Hauge, Jessup and McDonough, Noes: None, it is hereby determined and declared that the ac- quisition of rights of way for the improvement of Washington Boulevard from the easterly city limits to the westerly city limits of the City of Vernon, within the City of Vernon, is of general County interest and that County aid shall be extended therefor, provided no part of said money is to be used for purchase of or installment on any patented paving or any paving or materials protected in such manner as to prevent competition therewith, and IT IS THEREFORE ORDERED that an appropriation of Nine Thousand and Ten Dollars ($9010.00) be made from the Motor Vehicle Fund of the 3. :f68 County by setting aside that amount from Budget Appropriation "Aid to Cities," 1942-43, and that this amount be paid to the City of Vernon in installments sufficient to cover purch~se of easements or property for rights of way for the improvement of Washington Boulevard, within the City of Vernon, upon written request to the.Road Commissioner. PBOVIDED, HOWEVER, that if any of said amount shall not be used for the acquisition of said r~ghts of way for the 1mp:x!(!r~ement of Wash- ington Boulevard, within the City of Vernon, as shown, any sum or sums so remaining unexpended shall be returned to the Motor Vehicle Fund. The foregoing resolution was adopted by the Board of Super- visors on February 2, 1943, and is entered in the minutes of said Board. J. F.
