19430420 Regular City Council Meeting - Minutes ~-~ MINUTES OF THE REGULAR N.EETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON TUESDAY, April 20th, 1943, AT THE OFFICE OF THE CITY HALL, 4305 Vernon Avenue, Vernon, California, at 3:00 o'clock P. M. COUNCILMEN PRESENT: Messrs. Levy, Scheider, Peralta and Leonis COUNCILMEN ABSENT: Poxon The meeting was called to order by Mayor J. B. Leonis. It was moved by Levy, seconded by Scheider that the minutes of the previous meeting be approved. Motion carried. Unfini~hed business: Report of Dr. H. F. Becker, Health Officer, on fumes from the Stauffer Chemical Company, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed and referred to the City Attorney with instructions to commun- icate with the Stauffer Chemical Company requesting that it notify the City Council of what act or acts they are doing to prevent these unhealth fumes. Motion carried. Report of the Fire Chief on application by the Victory Box Company to manufaoture wooden boxes at 2575 Grande Vista Avenue, was read. Said report recommended that the application of Victory Box Company be denied. It was moved by Scheider, secobded by Peralta that the application of Victory Box Company to manufacture wooden boxes at the place designated, be denied. Motion carried. ORDINANCE No. 562, an Ordinanoe establishing rates for the sale of water, was read for second reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 562 be passed for second reading. Motion carried. ORDINANCE NO. 562, an Ordinance establishing rates for the sale of water within the city of lernon was read for third and final reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 562 be adopted. Motion carried by the following vote: AYES: Scheider, Levy, Peralta and Leonis NOES: None ABESNT: Poxon ORDINANCE NO. 558, V.an Ordinance regulating travel and traffic of vehicles within the City of ernon was read for second reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 558 be passed for second reading. Motion carried. It was moved by Scheider, seconded by Peralta that Ordinance No. 558 be laid over for one week for final passage. Motion carried. 1. 1:78 " New Business: Communication from.Vernon Industrial Development Association together with copy of letter from Guthrie & Darling, Original Partial ~e- lease by Harris Trust & Savipgs Bank dated May 31, 1942, Original Con~- ance by Southern Ga1ifornia ~dison Co., dated May 31, 1942, Orignal Partial Release by Harris Trust & Savings Bank dated November 30, 1942, and Original Conveyance by Southern California Edison Company dated November 30, 1942, were read. It was moved by Scheider, seconded by Peralta that thecommunica- tion and documents be filed and referred to the Consulting Electrical Engin- eer and City Attorney for approval. Motion carried. Communication from City Engineer Requesting authority to dispose of' eight new case iron, bronze mounted straii'lers, for which the city gas no further use, was read. It was moved by Levy, seconded by Peralta that the communication be filed and permission granted. Motion carried. Communication from City ~ngineer requesting authority to employ Henry ROdriguez as street department laborer at the rate of $4.80 per day, was read. It was moved by Levy, seconded by Peralta that the commUnication be filed and permission granted. Motion carried. . Communication from the City Engineer recommending that the rate of pay for Ross E. Langley, Chainman, be changed from $5.00 per day to $6.00 per day, and Carl V. Nelson, Painter be chaged from $6.00 to $6.80 per day, was~read. It was moved by Levy, seconded by Peralta that the communications be filed and the recommendation of the City Engineer be concurred in. Motion carried. Copy of communication sent to Board of Supervisors of Los Angeles County by Claude Hollick and dr. H. Ga~e Atwater, together with portion of Annual Message to the City Council by Mayor Bowron, was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Motion carried. Communication from Abegg & Reinhold Company regarding a Butane Pipe Line Connection was read. It was moved by Scheider, seonnded by Peralta that the communication be laid over until the next regular meeting of the City Council. Motion carried. Report of the Committee on Light, Power, Water, Street, EqUipment, and Purchasing was read. It was moved by Scheider, seconded by Peralta that the report be approved and filed. Motion carried. Communication from Direct-Steel Alloys, Inc., requesting permit to operate a 1:;001 steel manufacturing plant at 2124 East 51st Street, was read. I~ was moved by Scheider, seconded by Peralta that the same be filed and referred to the Fire Chief for report. Motion carried. / . ; Communication from Buehler Tank & Welding Works, requesting that their employee, Charles B. Pope, be granted a permit to sell candy, etc., to their other employees at 5000 Pacific Boulevard, was read. It was moved by Scheider~ seconded by Peralta that the communication be filed and referred to the City ~lerk. Motion carried. 2. ~79 ~. Communication from Alcoa Local 808 requesting permission to put a removable house on premises across from main entrance gate of the Aluminum Company to oollect dues twice a weekt was read. It was moved by Levy, seconded by Peralta that the communication be laid over to the next meeting. Motion carried. Communication from Sampson Advertising Compnay requesting a license to operate an outdoor advertising business, was read. It was moved by Peralta, seconded by Scheider, that the same be ap- proved and referred to the City Clerk. Motion carried. Communication from McCullough Tool Company requesting the removal IfJf' a speed limit and no rubbish sign located at the Northeast corner of Slauson and Alameda Streets, was read. It wasmoved by Levy, seconded by Peralta that the same be referred to the Chief of Police. Motion carried. Communication from Victor Belting & Rubber Company requesting curb painting at 2316 East 38th Street, was read. It was moved by Levy, seconded by Peralta that the same be referred to the Police Department. Motion carried. Communication from Vide Products requesting permit to haul refuse from premises of 1960 East 48th Street, upon and along the streets of the city of Vernon, was read. It was moved by ~cheider, seconded by Peralta that the same be filed and permit granted. Motion carried. Report of C. A. Heinze, Consulting Engineer on operations of eleotric system for month or February 1943 by the. Southern California Edison Co. was read. It was moved by Scheider, seconded by Peralta t~at the same be filed. Motion carried. Report of City Engineer and City Attorney on request of Boyle Manu- facturing Co., to make water connection to 8 inch water line in their property, was read. It was moved by Scheider, seoonded by Peralta that the report be filed and approved. Motion carried. Communication from the City Attorney in regard to matter of Wilshire Oil Co, requesting consent to lease their 8 inch pipe line under Ordinance 420 to Southern California Gas Co., for the Rubber Reserve Company, was read. It was moved by Scheider, seconded by Peralta that the communication be filed. Motion carried. l Communication from the City Attorney in regard to communication of Don L. Gilman, requesting a compromise in a certain license, was read. It was moved by Peralta, seconded by Scheider that the communication be filed. Motion carried. ORDiNANCE No. 563, an Ordinance regulating the use, storage and sale of liquified petroleum gases, was read for first reading. It was moved by Scheider, seconded by Peralta that Ordinance No. 563 be passed for first reading.
