MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, HELD
ON TUESDAY, MAY 4th, 1943, AT THE OFFICE
OF THE CITY HALL, 4305 Santa Fe Avenue,
VERNON, CALIFORNIA, AT 3:00 P. M.

The meeting was called to order by Mayor J. B. Le~ia.
It was moved by Scheider, seconded by Peralta that the minutes
of the previous meeting be approved. Motion carried.
Unfinished business:
ORDINANCE NO. 563, an Ordinance regu1at~ng the use, storage and
sale of liquified petroleum Sases in the city of ernon was read for second
reading.
It was moved by Levy, seconded by Scheider that Ordinance No. 563
be passed ror second reading. Motion carried.
ORDINANCE NO. 563, an Ordinance regulating the use, storage and
sale of liquified pet~oleum gases in the City of Vernon was read for third
and final reading.
It was moved by Levy, seconded b7 Scheider that Ordinance No.
563 be adopted. Motion carried by the following vote:
AYES: Scheider, Levy, Peralta and Leonis.
NOES: None
ABSENT: Poxon
Communication from Alcoa Local 808 requesting permission to put
a removable hose on premises across from main entrance gate of the Aluminum
Company to collect dues twice a week, was read.
It was moved by Scheider, seconded by Peralta that the communica-
tion be laid over to the pleasure of the whole board. Motion carried.
Communication from Abegg & Reinhold Co. regarding a Butane Pipe
Line connection was read.
It was mO,ved by Peralta, seconded by Scheider that the communica-
tion be laid over at the pleasure of the whole board. Motion carried.
Report from the Fire Chief on application of Direct Steel Alloys
Inc. requesting permit to operate a tool steel manufacturing plant at 2124
East 51st Street, wherein the said fire chief recomm~ded that the applica-
tion be approved and permit granted, was read.
It was moved by Levy, seconded by Peralta that the report of the
Fire Chief be filed and his recommendations concurred in. Motion carried.
Report of Carl A. Heinze, Consulting Engineer on communication
from Vernon Industrial Development,Association, together with letter from
Guthrie & Darling, attorneys and resolution by the Southern California
Edison Co., regarding additional electrical equipment to the Allli~inum
Company of America, was read.

It was moved by Scheider, seconded by Peralta that the report
be filed and approved. Motion carried.
Report of Carl A. Heinze, Consulting Engineer on Communication
from Vernon Industrial ~evelopment Association, together with ,opy of
letter from Guthrie & Darling, Original Partial Release by Harris Trust
& Savings Bank, dated May 31, 1942, Original Conveyance by Southern
California Edison Co. dated May 31~ 1942, Original Partial Release by
Harris Trust & Savings Bank dated ~ovember 30, 1942, and Original Convey-
ance by Southern California Edison Co., dated November 30, 1942, all of
said documents having been referred to the Consulting Electrical Engin-
eer and the City attorney on April 20, 1943 for report and approval,
were read.
It was moved by Levy, seconded by Peralta that the communica-
tions of the Consulting Electrical Engineer be filed and appoved. Moticn
carried.
New Business:
Communication from the City Engineer recommending the acceptance
of certain work completed under Layne & Bowler contract was read.
It was moved by Levy, seconded by Peralta that the communication
be accepted and filed. Motion carried.
RESOLUTION No. 1199, a Resolution accepting certain work com-
pleted under the Layne and Bowler contract was read.
It was moved by Levy, seconded by Peralta that Resolution No.
1199 be adopted. Motion carried.
Communication from the City Engineer requesti~ authority to
employ Vincent Salreno as street sweeper at the rate of $4.80 per d~,
effective April 22, 1943, was read.
It was moved by ~cheider, seconded by LeV)- that the coramunication
be filed and the authority granted. Motion carried.
Communication from West Coaal:; Drayage Co. requesting permit to -
operate 8 trucking business at 1938 East Vernon Avenue, was read.
It was moved by Levy, seconded by Peralta that the communication
be filed and permit granted. Motion carried.
Communication from Whiting-Mead Co., requesting curb painting near
main gate at 2260 East Vernon Avenue, was read.
It was moved by Levy, seconded by Peralta that the communication
be referred to the Police Department. Motion carried.
Communication from Le Roi-Rix Machinery Co., requesting permit to
haul refuse from premises at 3817 Santa Fe Avenue along and upon the
streets of the City of Vernon, waa read.
It was moved by Scheider, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.
Communication from Baash-Ross Tool Co., requesting that an ordi-
nance regulating parking of automobiles near 5512 So. Boyle Avenue be
passed, was read.
It was moved by Levy, seconded by Peralta that the communication
be filed and referred to the Police Department. Motion carried.

It was moved by Levy, seconded by Peralta that the report be
approved and filed. Motion carried.
Report of the Police Department was read.
It was mov~d by Levy, seconded by Scheider that the report be
approved and filed. Motion. carried.
Communication fram Byron Jackson Co. requesting the repainting of
curbs and cross walks at 2301 East Vernon Avenue, was read.
It was moved by Scheider, seconded by Peralta that the communica-
tion be filed and referred to the Police Department. Motion carried.
Communication from Standard Steel Corporation requesting permit
to excavate under 50th Street to run 4 inch water pipe line to test two 800
barrel tanks, was read.
It was moved by Peralta, seconded by ~cheider that the communica-
tion be filed and referred to the City Engineer. Motion carried.
Communication from Flintkote Company referring to running a crane
on the public streets was read.
It was moved by Levy, seconded by Peralta that the same be referred
to the City Engineer for report. Motion carried.
At this time the Consulting Electrical Engineer stated that he
hadbids ~r scrap copper as follows:

It was moved by Levy, seconded ~y Per~lta that ~he Engineer be
authorized to sell same to Berg Metal Company being tae highest bidder.
Motion carried.
ORDINANCE No. 558, an Ordinance regulating travel and traffic
of vehicles upon and along the public streets of the City of Vernon, was
read ror third reading.
It w~s moved by Levy, seconded by Peralta that Ordinance No.
558 be laid over until the next regular meeting for a vote upon same.
Motion carried.

Engineer were read:

It was moved by Scheider, seconded by Peralta that the app1i-
