19430518 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON~ HELD ON TUES- DAY MAY 18th, 1943, AT THE OFFICE OF THE CITY COUNCIL, CITY HALL, 4305 Santa Fe Avenue VERNON, CALIFORNIA, at 3:00 P. M. COUNCILMEN PRESENT: Messrs. Levy, Scheider, Poxon Leonis and Peralta COUNCILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis It was moved by Scheider, seconded by Poxon that the minutes of the previous meeting be approved. Motion carried. Unfinished business Communication from Alcoa Looal 808 requesting permission to put a removable house on premises acrossf'rom main entranoe gate of the Alum- inum Company to collect dues twice a week, was read. It was moved by Levy, seoonded by Scheider that the communica- tion be filed and laid on the table. Motion carried. Communication from Abegg & Reinhold Co. regarding a Butane Pipe Line connection, was read. It was moved by Scheider, seconded by ~xon that the oommunica- tion be filed and laid on the table. ORDINANCE No. 558, an Ordinance regulating travel and traffic of vehicles along and upon the public streets of the City of Vernon, was read. The Clerk announced that this was the time and place set for a vote upon said ordinanoe. It was moved by Levy, seconded by Peralta that Ordinance No. 558 be adopted. Motion carried by the following vote: AYES: Levy, Scheider, Poxon, Leonis and Peralta NOES: NONE ABSENT: None New Business: Communioation from Southern California Telephone Co. enclosing sworn statement relating to gross receipts of Southern California Telephone Company from A pril 23rd, 1942 to April 22nd, 1943 inclusive, was read. It was moved by Levy, seconded by Poxon that the communication be filed. Motion carried. Communication f'rom Warman Steel Casting Co. requesting pe~is- sion to establish a cross walk opposite their guard house to improve safety condition, was read. It was moved by Peralta, seconded by Paxon that the communica- tion be filed and referred to the Police Department. Motion carried. Communication from Vernon Post #338, The American Legion, re- questing permission to sell poppies in the City of Vernon on Poppy Days, May 28th and 29th, 1943, was read. 1. :190 It was moved by Levy, seconded by Soheider that the communioa- tion be filed and referred to the Police Department. Motion carried. Communioation from Harman Process Co. requesting permissionto part a house trailer on the lot at 2113 E. 37th Street, was read. It was moved by poxon, seoonded by Peralta that the communica- tion be laid over to the next meeting. Motion carried. Communication from J. A. Pipe & Machinery Co. requesting inves- tigation of pipe, steel and machinery yard at corner of 57th and Santa Fe Avenue, was read. It was moved by Levy, seconded by Scheider that the communioa- tion be filed and referred to the Riice Department. Motion carried. Communication from Meat Packers & Butchers Supply Co., request- ing permit to operate meat packers supplies at 3700 So. Soto St. was read. It was moved by Poxon, seconded by Scheider that the communica- tion be filed and pe~it granted. Motion carried. Communioation from C. R. Hands of Norris Stamping & Mfg. Co. re- questing permit to sell fresh fruit and vegetables to employees of the company, was read. It was moved by Soheider, seconded by Poxon that the communica- tion be filed and referred to the City Clerk. Motion oarried. Communioation from Penberthy Lumber Co. requesting permit to operate a lumber yard at property located on the East side of So to Street about 150 feet south of Leonis Elvd. was read. It was moved by Levy, seoonded by Scheider that the communica- tion be filed and t~ken under advisement. Motion carried. Communioation from Coast Packing Co. requesting permit to haul rubbish from their property upon and along the streets of the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the oommu- nications be filed and permit granted. Motion carried. Communication from A. M. Castle & Co. requesting permit to haul rubbish from their property upon and alont the city streets of the City of Vernon, was read. It was moved by Scheider, seconded by Peralta that the oommunica- tion be filed and permit granted. Motion carried. Communication from the Fire Chief recommending that the build- ing permit application of O. K. Union, Inc., located at 2300 East 38th Street be denied, was read. It was moved by Levy, seoonded by Peralta that the communica- tion be filed and the recommendation concurred in. Motion carried. Communication from the Fire Chief requesting authority to em- ploy one George A. Rodgers as hoseman, beginning May 10, 1943, at a sal- ary of $165.00 per month, was read. It was moved by Scheider, seconded by Peralta that the communi- cation be filed and request granted. Motion carried. Commun~cation from the City Engineer requesting authority to employ Agripino Vallejo, as laborer in the ~treet Department at the rate 2. i9i or $4.80 per day of eight hours, effective May 6, 1943, was read. It was moved by Peralta, Seconded by Scheider that the oommuni- cation be filed and request granted. Motion oarried. Communication from the City Engineer that formal evidenoe of sale of the pipe-line referred to in attached letters, be approved and delivered to Boyle Manufacturing Co., was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed. motion carried. RESOLUTION No. 1200, a Resolution approving sale of pipe-line in an abandoned street, to Boyle Manufacturing Co. was read. It was moved by Soheider, seoonded by Peralta that ~solution No. 1200 be adopted. Motion carried. Communication from the City Engineer having advised Los Angeles By*Products Co. that refund of $75.00 deposit made in connection with permit #1595 was not made as a deposit but was for the cost of preparing plans of work to be done and that same is .not refundable, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and approved. Motion oarried. Communioation from the City Engineer stating that there is no objection to occasional crossing of 55th Street of a mobile crane belonging to Pioneer Flintkote Co., as oompany has agreed to fit crane with hard rub- ber pads on treads to be used while crossing street, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed. Motion oarried. was read. RESOLUTION No. 1201, a resolution repealin$ Resolution No. 1199, It was moved by Scheider, seconded by Peralta that Resolution No. 1201, be adopted. Motion oarried. Report of the Police Department was read. It was moved by poxon, seconded by Peralta that the same be filed. Motion oarried. Communication from the Wilshire Oil Company was read. It was moved by Scheider, seconded by Peralta that the same be filed and referred to the City Attorney. Motion oarried. Report of the Committee on Light, Power, Water, Street, Building and Purchasing was read. It was moved by Scheider, seconded by Peralta that the report be approved and filed. Motion carried. Communication from the Stauffer Chemical Company was read. It was moved by Levy, seconded by Peralta that the oommunication be referred to the City Attorney with instructions to inform the Stauffer Chemical Company that the communication was not at all satisfactory and that their fumes were interfering with the proper maintenance of the City's fire alarm system and affecting the health of employees in other factories. Motion carried. 3. ~92 Communication from the City Engineer requesting authority to employ Leslie T. Donnelly as pump operator, at a salary or $185.00 per month, erfective May 19, 1943, was read. It was moved by Scheider, seconded by Peralta that the communica- tion be filed and the authority granted. Motion oarried. APPLICATION 9332, of the Luer Packing Company to connect an 8" water drain line to storm drain at catch basin at 3026 E. Vernon avenue was read. It was moved by Scheider, seconded by Peralta that the same be referred to the City Engineer for checking and report. Motion carried. APPLICATION 9340 of the Wilshire Oil Co. to repair 8" oil line at East 26th ~treet, was read. It was moved by Scheider, seconded by Peralta that the same be referred to the City Engineer. Motion carried. APPLICATION 9345, of the Wilshire Oil Company to excavate test holes for inspeotion of 8" oil line on East 26th Street, was read. It was move~ by Scheider, seconded by Peralta that the same be referred to the City ~ineer for report. Motion carried.
