MINUTES OF THE REGUIA R MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON, HELD ON
TUESDAY ~ JULY 20th, 1943, AT THE OFFICE OF
THE CITY COUNCIL, CITY HALL, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA, at 3:00 P. M.

The meeting was caled to order by Mayor J. B. Leonis,
It was moved by Levy, seconded by Peralta that the minutes of the
previous meeting be approved. Motion carried.
Communication from the City Engineer, submitting specifications No.
137, with other Contract Documents, covering proposed installation of deep
well turbine pump in Well No. 8 was read.
It was moved by Levy, seconded by Scheider that the communication
be laid over for further action of the City Council, and the City Engineer
be instructed to secure total costs for pipe and building covering the pump.
Motion carried.
Communication from the City Engineer ~equesting authority to employ
two temporary stenogr~hers to handle paper work with the Federal WDrks Agency
in connection with Water Facilities and Fire Protection construction program,
the girls being Helen Pahls and Patricia Winchester, at the rate of $6.00
per day, was read.
It was moved by Scheider, seconded by Peralta that the communication
be filed and request granted. Motion carried.
Communication from the City Engineer recommending that request of
Luer Packing Company for storm drain connection for their boiler wash-out waste
water line be granted. This communication was in reference to Applicatlon 9332
referred to the City Engineer on May 18, 1943.
It was moved by Scheider, seconded by Levy that the communication be
filed and laid over until the mext meeting. Motion carried.
Communication from the Capital Company requesting permission to install
four 5Q-gallon propane gas storage tanks in parking lot adjacent to new Bank
Building at 38th & Santa Fe Avenue, was read.
It was moved by Levy, seconded by Scheider that the communication be
filed. Motion carried.
Communication from O. K. Union Shaving and Sawdust Inc., submitting
plot plan and agreeing that none of the contemplated buildings will be more than
20 feet in height, was read.
It was moved by Scheider, seconded by Peralta that the communication be
be filed. Motion carried.
Communication from the Aluminum Company regarding traffic conditions
in the vicinity of State Street and Slauson Avenue, was read.
It was moved by Levy, seconded by Scheider that the communication be
filed and referred to the Police Department. Motion carried.
Communication from C. W. Granneman requesting the repainting of load-
ing zone at 2411 East 26th Street, was read.
It was moved by Levy, seconded by Scheider that the communication be
filed and referred to the Police Department. Motion carried.

Communication from California-Oregon Paper Mills, requesting curb
be painted red adjacent to shipping doors at 2001 East 57th street, was read.
It was moved by Levy, seconded by Scheider that the communication
be filed and referred to the Police Department. Motion carried.
Communication from Griffith Company and Dahlstrom Company requesting
permission to haul .refuse upon and along the streets of the City of Vernon
was read.
It was moved by Scheider, seconded by Peralta that the communications
be filed and permits granted. Motion carried.
RESOLUTION NO. 1208, a resolution fixing compensation of employees
of the Police Department and repealing other resolutions, was read.

RESOLUTION NO. 1209, a resolution fixing compensation of employees
of Engineering Department and repealing other resolutions, was read.
It was moved by Peralta, seconded by Scheider that Resolution 1209
be adopted. Motion carried.
RESOLUTION NO. 1210 a resolution fixing compensation of the City
Engineer and Assistant City &ngineer, and repealing other resolutions, was read.
It was moved by Peralta, seconded by Scheider that Resolution1210
be adopted. Motion carried.
RESOLUTION NO. 1211, a resolution fixing the compensation of the
City Street and. Water Department, and repealing other resolutions, was read.
It was moved by Peralta, seconded by Scheider that Resolution 1211
be adopted. Motion carried.
RESOLUTION NO. 1212, a resolution fixing compensation of employees o~
the Fire Department and repealing other resolutions, was read.
It was moved by Peralta, seconded by Scheider that Resolution 1212
be adopted. Motion carried.
RESOLUTION NO. 1213, a resolution fixing the compensation of
Roberta Poxon, was read.
It was moved by Peralta, seconded by Scheider that Resolution 1213
be adopted. Motion carried.
RESOLUTION NO. 1214, a resolution fixing the compensation of G. A.
Anderson, was read.
It was moved by Peralta, seconded by Scheider that Resolution 1214
be adopted. Motion carried.
RESOLUTION NO. 1215, a resolution consenting to and approving the
action of the Board of Superllisors of the County of Los Angeles, in adopting
a resolution declaring a portion of Slauson Avenue a part of the County system
of highways of said county, was read.
It was moved by Scheider, seconded by Levy that Resolution 1215 be
adopted. Motion carried.
Communiatto:nfrom the City Attorney and the City Engineer relative
to the consent and. approval of the action of the Board of Supervisors of the
County of Los Angeles, in adopting a resolution declaring a portion of Sbauson
Avenue, a part of the County system of highwa7s was read.

It was moved by Scheider, seconded by Levy that the communication
be filed and approved. Motion carried.
Report of the Committee on Light, Power, Water, Street, Building
and Purchasing was read.
It was moved by Levy, seconded by Peralta that the Report be ap-
proved and filed. Motion carried.
Report of the City Attorney regarding an extension rider of the
Los Angel~s and Salt Lake Railway Company, covering 3 wire power lines along
the Company's right-of-way, was read.
It was moved by Scheider, seconded by Levy that the communication
be filed and the Mayor and City Clerk be authorized to accept the extension

ORDINANCE NO. 565, an Ordinance regulating traffic in the City of
Vernon, was read for second reading.
It was moved by Scheider, seconded by Peralta that Ordinance No.
565 be passed for second reading. Motion carried.
ORDINANCE NO. 565. an ordinance regulating traffic in the City 0 f

It was moved by Scheider, seconded by Peralta that Ordinance No.
565 be adopted, Motion carried by the following vote:

ABSENT: Poxon.
Communication from C. A. Heinze, Consulting Engineer, on operations
of electric system by the Southern California Edison Co., for the month of
May, 1943, was read.
It was moved by Levy, seconded by Peralta that the report be approved
and filed. Motion carried.
APPLICATION No. 9445. of Union Oil Co. to make test holes in
Slauson Avenue from Boyle Avenue to 1900 feet easterly thereof, approved
by the City Engineer, was read.
It was moved by Scheider, seconded by Peralta that the application
be referred to the City Engineer and City Attorney. Motion carried.
