19430803 Regular City Council Meeting - Minutes , MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON TU]SDAY~ AUGUST 3rd, 1943, AT THE OFFICE OF THE CITY COUNCIL~ CITY HALL.. 4305 SANTA FE AVENUE. VERNON. CALIFORNIA, at 3:00 P. M. COUNCIL~mN PRESENT: COUNCILMEN ABSENT: Messrs. Levy, Peralta and Leonis Messrs, Poxon and Scheider The meeting was called to order by Mayor J. B. Leonis. It was moved by Levy, seconded by Peralta tht the minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer submitting costs for addi- t~ons to proposed Water and Fire Fighting Facilities at the estimated costs of $135,000.00 was read. It was moved by Levy, seconded by Peralta that the communication be received and filed. Motion carried. Communication from the City Engineer submitting Specifications No. 137 for the installation of deep well turbine pump in Well No. 8 at Fruitland Road and Downey Road, was read. It was moved by Levy, seconded by Peralta that the communication be received and filed. Motion carried. Communication from the City Engineer regarding excavation appli- cation filed b~ Union Oil Company to determine condition of their pipe line in Slauson Avenue, tp. City Engineer recommending that the permit be granted was read. It was moved by Levy, seconded by Peralta that the communication be filed and recommendation concurred in. Motion carried. Communication from the City Engineer, regarding damage to fire hydrant by General Trucking Company" was read. It was moved by Levy, seconded by Peralta that the communication be filed and referred to the City Attorney with instructions to attempt collection of the costs. Motion carried. Communication from Luer Packing Company, requesting permit to make storm drain connection totheir three water filters.togetpercw:t:th;communica- tion from the City Engineer recommending that the request be granted, was read. It was moved by Levy, seconded by'Peralta that the communications be filed and the request granted upon the filing with the City plans showing how said connections were to be made and whether approved by the Engineer. Motion carried. Communication from C. A. Heinze, Consulting Engineer, together with check from the Sounthern California Edison Co., in the amount of $225,072.50 for redemption of Light and Power Bonds and coupons due October 1, 1943 and April 1, 1944, was read. It was moved by Peralta, seconded by Levy that the communication be filed and the check accepted. Motion carried. Communication from Western Concrete & Equipment Co., requesting permit to conduct a rental business of construction equipment at 4671 E. 49th Street, was read. 1. 21-7 It was moved by Levy, seconded by Peralta that the communica- tion be filed and the permit granted, subject to the approval of the Police Department. Motion c.arried. Communication from Cyril C. Buck re~uesting permit tooperate a lunch room in the plant of Fibreboard Products Co. for use of employees, was read. It was moved by Peralta, seconded by Levy that the communication be filed and referred to the Police Department for an OK from the War De- partment, on said application. Motion carried. Communication from Cook Heat Treating Co., regarding traffic con- ditions at Slauson Avenue and Alcoa Street, was read. It was moved by Levy, seconded by Peralta that the communication be filed and referred to the Police Department. Motion carried. Communicatio~ from the Capital Company requesting curb painting near bank building at 3801 Santa Fe Avenue and from the Independent Foundry Supply Co. requesting curb painting at 2325 E. 38th Street, were read. It was moved by Levy, seconded by Peralta that the communications be filed and referred to the Police Department. Motion carried. Communication from All American Manufae~uring Co. requesting per- mit to use ammonium nitrate to strip cadmium plate from steel parte at 2201 E. 51st street, was read. It was moved by Peralta, seconded by Levy that the communication be filed and referred to the Fire Chief for report. Motion carried. Communications from Angelus Steel Treating Co. and Arrowhead Rub- ber Co., requesting permission. to haul refuse from their premises along and upon the streets of Vernon, were read. It was moved by Levy, seconded by Peralta that the communications be filed and permits granted. Motion carried. Communication from Vernon Industrial Development Association together with check in the amount of $1350.00 to cover salary of A. W. Phillips ih Civilian Defense Work from July I, 1943 to December 31, 1943, was read. It was moved by Levy, seconded by Peralta that the communication be filed and the check accepted for the purpose intended, towit: to pay the salary of A. W. Phillips now employed in Civilian Defense in the City of Vernon.. Motion carried. Report of the Committee on Light, Power, Water,Street, Building and Purchasing, was read. It was moved by Peralta, seconded by Levy that the Report be filed. Motion carried. RESOLUTION #1216, a Resolutionflpproving Sepcifications #137 for the furnishing and installation of Deep Well Turbine Pump, was read. It was moved by Levy, seconded by Peralta, that Resolution No. l2E be adopted. Motion carried. RESOLUTION #1217, a Resolution declaring the prevailing wase rate under Specification #137 for the furnishing and installing of deep well turbine pump and motor, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1217 be adopted. Motion carried. 2. 21_8 ~.. It was moved by Levy, seconded by Peralta that E. R. Young Attorney tn' the City of Los Angeles, be employed to assist the City A.ttor- ney in the application of the Santa Fe Railway Company in reference tothe speed on Downey Road. Motion carried. ' It was moved by Levy, seconded by Peralta that the City Clerk advertise for bids for the furnishing and installing of deep well turbine pump under Specifications 137. Motion carried. Report of the Police Department was read. It was moved by Peralta, seconded by Levy that the report be re- ceived and filed. Water Co. to repair water main in E. 51st St., 71 feet E/o Alameda Street. Gilmore Oil Co. to make sewer connection in sls 27th Street 200 ft. E/o Violet Alley. Southern California Gas Co. to install gas service at 226~ E. Vernon Avenue. Vide Products to make sewer connection at 1960 E. 48th St. So. Calif. Gas Co. to abandon service at 1825 E. 25th St. Atlas Galvani2;lng Co. to construct driveway in N/s. Leon- is Blvd. 235 t't. E/o Pacific Blvd. Pacific Tank & Pipe Co. to make sewer connection at 4820 Santa Fe Avenue. It was moved by Levy, seconded by Peralta that the applications be filed and permits granted.
