19430921 Regular City Council Meeting - Minutes "'-'r" T--' r( MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON TUES- DAY, SEPTEMBER 21, 1943 at 3:00 O'CLOCK P.M. AT THE OFFICE OF THE CITY COUNCIL, CITY HALL 4305 SANTA_ ~ AVENUE. VERNON. CALIFORNIA COUNCILMEN PRESENT: Messrs. LeVYL Peralta, Leonis, Scheider and l'oxon COUNCILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Levy, seconded by Peralta that the minutes 'of the previous meeting be approved. Motion carried. At this time the City Clerk announced that he had on his desk bids,. pursuant. to Notice for the Furnishing to the City of two booster pumps and appurtenances in accordance with Specifications' No. 139. It was moved by Levy, seconded by Peralta that the City Clerk open and read tne bids. Motion carried. At this time the City Clerk opened and read the bid from Fair- banks Morse Company, there being no other bids. It was moved by Levy seconded by Peralta that the bid be re- ferred for report to the City Engineer with instructions to report before the meeting adjourned. Motion carried. At this time the City Clerk informed the Board he had on his desk bids pursuant to notice advertising for same, for the furnishing to the city of certain valves to be used in the Water Department. It was moved by Scheider, seconded by Peralta that the Clerk pro- ceed to open the bids. Motion carried. At this time the City Clerk opened and_read bids from Rich Manu- facturing Co., Chapman Valve Manufacturing Co., RepuQlic Supply Company, Howard Supply Company, Rensselaer Valve Company and Crane Company. It was moved by S~heider, seconded by Peralta that all bids be referred to the City Engineer with instructions to report before the meeting adjourned. Motion carried. A t this time the City Clerk announced that he bad on his desk bids for certain fittings received pursuant to notice advertising for same. /' It was moved by Peralta, seconded by Scheider, that the Clerk pro- ceed to open the bids. Motion carried. At this time the City Clerk opened and read bids from Howard Sup- ply Co., Reliable Iron Foundry and Alhambra Foundry Co. It was moved by Scheider, seconded by Levy that all bids be referred to the City Engineer with instructions to report before the meeting adjourned. Motion carried. Communication from the City Engineer together with map of assess- ment district and assessments for improvement of Alcoa Avenue as approved by the Street Superintendent, was read. It was moved by Levy, seconded by Peralta that the communication be filea and the assessment district and assessment for the improvement of Alcoa Avenue be filed with the City Clerk. Motion carried. 1. 233 Communication from the City Engineer together with deed from E. K. Wood Lumber Co., for widening of 48th Street between Santa Fe Avenue and Alameda Street, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed and referred to the City Attorney. Comrnunicat1:on from the City EnginBer together with quotation from the U. S. Navy for application for 4 inch water service to prop- erty located at 27th St~eet and Sanfa ~e Avenue; the City Engineer requestihg that he s1:gn",.the quotation on behalf of the City, was read. It was moved by Scheiger, seconded by Peralta that the c ommu- nica tion be fil ed and tha t the i ty Engineer be authorized to sign the quotation for and on behalf of the City. Motion carried. Communication from the City of Long Beach,t~gether with copy of Resolution adopted by the City Council of Long Beach protes~ing a- gainst the discharge of sewer effluent into Los Angeles River as planned by the City of Los Angeles, was read. It was moved by Levy, secondeq by Peralta that the communica- tion be filed and refereed to the City Enginaer and City Attorney. Motion carried. Communication from the Navy Department, Bureau of Yards and Docks regarding the abandonment of certain driveways and the construct- ion of one new driveway on Santa Fe Avenue near 28th street, was read. It was moved by Levy, seconded by Peralta that the communica- tion be filed and the request be approved, subject to the approval of the Engineer, Motion carried. Communication from Stauffer Chemical Company expressing appreciation for prompt and efficient manner in which the Vernon Fire Department responded in connection with fire at their sulphur plant, was read. It was moved by Scheider, seconded by Peralta that the c ommu- nication be filed. Motion carried. Communication from R. A. Reed Electric Company regarding the confusion of Boyle Avenue, also being known as State Street, was read. . It was moved by Levy, seconded by Scheider, that the communica- tionbe filed and refered to the POlice Department for report and recom- mendation. Motion carried. CommunicatioD9from Douglas Aircraft Company and from Zenith Plastics requesting permits to haul refuse along and upon the streets of the City of Vernon, were read. It was moved by Levy, seconded by Peralta that the communica- tions be filed and permits granted. Motion carried. Report of Vernon Industrial Development Assn. for period ending June 30, 1943, was read. It was moved by Levy, seconded by Scheider that the report be filed. Motion carried. RePort of the Police Department was read. It was moved by Scheider, seconded by Peralta that the report be approved and filed. Motion carried. 2. 234 RESOLUTION NO. 1225, a resolution requesting the Fidelity & CasualtyCompany to cancel the bond of George A. Bigg, accountant, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1225 be adopted. Motion carried. Tae report of the City Engineer on the bid of Fairbanks Morse and Company was read, in which her~ported it was the lowest and best bid. It was moved by Levy, seconded byPeralta that the report be filed. Motion carried. RESOLUTION No. 1226, a resolution awarding to Fairbanks Morse and Company the contract for the furnishing and installation of two booster pumps for the City of Vernon Pumping Plant No.2, was read. . It was moved by Levy, seconded by Peralta that Resolution No. 1226 be adopted. Motion carried. The report of the City Engineer on the bids for the valves, in vhich he reported that the Chapman Valve was the lowest and best bid, was read. It was moved by Levy, seconded by Peralta that the report be filed. Motion carried. RESOLUTION No. 1227, a resolution awarding to Chapman Valve Mfg.Co. the contract for the furnishing of certain valves for the City of vernon, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1227 be adopted. Motion carried. RESOLUTION No. 1228, a resolution accepting deed from E. K. Wood Lumber Company, a corporation, was read. It was moved by Levy, seconded by Peralta that Resolution No. 1228 be adopted. Motion carried. The report of the City Engineer on the bids for fittings, in which he reported that Howard Supply Company was the lowest and best bid, "as read. It was moved by Levy, seconded by Peralta that the report be filed. Motion carried. RESOLUTION No. 1229, a resolution awarding to Howard Supply Com- pany the contract for the furhishing of cebtain fittings for the City of Vernon was read. It was moved by Levy, seconded by Peralta that Resplution No. 1229 be adopted. Motion carried. The report of the Committee on Light, Power, Water, Street, Building and Purchasing was read. It was moved by Levy, seconded by Scheider that the report be approved and filed. Motion carried. At this time the Chief of Police announced that Paulson & Arden had requested the signature of the Chief of Police for permission to store tear gas pumps on their premises. It was moved by Levy~ secohded by Peralta that the request should, be signed by the owners and approved by tr.e Army, as it wa s a dangerous thing to have on the premises in the City of Vernon. Motion carried. The following applications, all having the approval of the City Engineer were read: APPLICA TI ON 9521 Kinney Iron Works to make sewer connection at 2605 E. 26th Richfield Oil Co. to install stop-cock and repair 4 inch gasoline pipe in Boyle Aven~e slo Vernon Avenue. APPLICATION 9534 3. 235 APPLICATION 9535 Mullenbach Electric Co. to make sewer connection at 2300 E. 27th Street. ~PPLICATION 9536 E. K. Wood Lumber Co. to pave shoulder area in N/S 48th Street wit h 4 inch A. C. pavement near driveway. ' Graham Bros. to construct driveway in E/S Soto st., 1029 ft. S/O E. 26th Street APPLICATION 9537 APPLICATION 9538 Southern California Gas Co. to prospect for leaks in s/s E. 27th St. 100 Ft. E/O Santa Fe Avenue. APPLICATION 9539 Bethlehem Steel Co. to make sewer connection at 3391 Randolph Street. It was moved by Peralta, seconded by Scheider that the ap- plications be filed and permits granted. Motion carried.
