MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL. OF THE CITY OF VERNON, HELD ON
TUESDAY, DECEMBER 7th, 1943, at 3:00 O'CLOCK
P. M. AT THE OFFICE OF THE CITY COUNCIL, CITY
HALL, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA
Councilmen Present:

Messrs. Leonis, Levy and Peralta
Messrs. Scheider and Poxon.
The meeting was called to order by Mayor J. B. Leonis.
It was moved by Levy, seconded by Peralta that the minutes of the
previous meeting be approved. Motion carried.
Communication from the City Engineer requesting authority to issue
temporary permit to Standard Steel Company to drive over curb into adjoining
property at 5001 So. Boyle Avenue, providing a surety bond in the sum of $500.00
is deposited for reimbursement to city for damage done, was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and the Engineer be authorized to issue permit. Motion carried.
Communication from the City Emgineer submitting costs of damgges
to traffic signal at northwest corner of Vernon and ~anta Fe Avenue caused by
traffic accident by Clyde H. Melton, 1057 West 50th Street, Los Angeles,was read
It was moved by Peralta, seconded by Levy that the communication be
approved and filed, and a bill sent to Clyde H. Melton for the damages.
Motion carried.
Communication from the City Engineer submitti~ costs of damages to
traffic signal at Northeast corner of Soto Street and Leonis Blvd. by Al and
Robert Jack Murray of 1211 East Olympic Blvd. was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and a bill sent to Al and Robert Jack Murray for the damages. Motion
carried.
Communication from the City Engineer submitting deed from William
Carter, Jr., for street purposes at southeast corner of Alcoa Avenue and Fruit-
land Road, was read.
It was moved by LeVY, seconded by Peralta that the communicatiob be
filed and the City Attorney be authorized, upon approval of deed, to bring in
a resolution at the next regular meeting accepting same. Motion carried.
Communication from the City Engineer regarding letter and resolution
adopted by City of Long Beach pro~esting against discharge of sewer effluent
into Los Angeles River, the City ~ngineer recommanding that the letter be filed,
was read.
It was moved by Peralta, seconded by Levy, that the communication be
filed and the recommendation concurred in. Motion carried.
. Communication from Dana R. Weller, Attorney, together with check
in the sum of $2000.00 from Patten Blinn,Lumber Co" in connection with :tr oposed
vacation of portion of East 26th Street, was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and the check accepted, and the City Engineer be authorized to start
vacation proceedings for a portion of East 26th Street. Motion carried.

It was moved by Levy, seconded by Peralta that the City Engineer
be authorized to file a map with the City Clerk showing the portion of East
26th street to be vacated. Motion carried.
Communication from County of Los Angeles Board of Supervisors
togeber with Resolution attached declaring portion of Washington Blvd. in
the City of Vernon a part of the County system of highways and requesting
consent for improvement of street by the County of Los Angeles, was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and the City Attorney be authorized to draw a resolution conforming
to the request of the Board of Supervisors. Motion oarried.
Report of the Committee on Light, Power, Water, Street, Building,
and Purohasing was read.
It was moved by Levy, seconded by Peralta that the Report be filed.
Motion carried.
Communication and 50th Supplemental Application by Los Angeles Rail-
way Caporation for authority to operate Motor Coach Service over Parkways and
Freeways in Metropolitan Los Angeles and vioinity, was read.
It was moved by Peralta, seconded by Levy, that the communication be
filed and referred to the City Attorney and City Engineer. Motion carried.
Communication from C,E. .Sheue, 401 E. 67th Street, Los Angeles
regarding the plaoing of boulevard stop signs for north and south traffic at
55th Street and Santa Fe Avenue and 55th and Alameda Street, was read.
It was moved by Levy, seconded by Peralta that the communication be
referred to the Police Department. Motion carried.
Communication from Howard A. Holmes and W.Lartin Walt for permit to con-
duct a wholesale supply business of abraisives at 5214 Santa Fe Avenue, was read

filed and permit granted. Motion carried.
Communication from Industrial Lunch Service Co. 2924 W. Vernon
Avenue, Los A~eles, requesting permit to serve foods to various defense plants
by trucks, was read.
It was moved by Levy, seconded by Peralta that the communication be
referred to the Police Department for report. Motion carried.
Communication from Vernon Stationery &: Printi'ng Co. requesting curb
painting at 5212 Santa Fe Avenue, was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and referred to the Police Department. Motion carried.
Communication from Zenith Supply Co., requesting curb painting at
2335 E. 38th Street, was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and referred to the Police Department. Motion carried.
Communication from Special Tools and Machinery Co. requesting curb
painting at 4626 Pacific Blvd., was read.
It was moved by Levy, seconded by Peralta that the communication be
filed and referred to the Police Department. Motion carried.

Communication from California Tree Service Requesting permit to
trim trees from along the lines of Southern California Edison Company wires,
was read.
It was moved by Peralta, seconded by Levy that the communication
be filed and referred to the City Clerk with instructions to communicate~
with the California Tree Service informing them that the city has no authority
to grant permits on private property. Motion carried.
Communicatlonsfrom the General PetroleumCompanyand from Lord-Babcock
Inc., requesting permits to haul refuse from their premises upon and along the
streets of the city of Vernon, were read.
It was moved by Peralta, seconded by Lev~ that the communications
be frIed and permits granted. Motion carried.
Report of C. A. Heinze, Consulting Engineer, on opration of electric
system by Southern California Edison Co. for months of August and September,
1943, was read.
It was moved by Levy, seconded by Peralta that the Report of the
Consulting Engineer be filed. Motion carried.
Report of the Police Department was read.

It was moved byPeralta, seconded by Levy that the Retort be filed.
Motion carried.
Communication from the City Engineer, together with letter from Layne
& Bowler Corp. regarding an extension of time for completion of installing and
furnishing deep well turbine pump in Well No.8, the City Engineer recommending
that an extension of 60 days be granted, was read. The extension would provide
for completion on February 14, 1944.
It was moved by Peralta, seconded by Levy that the communication be
filed. Motion carried.
Communication from A-I Catering Service requesting permit to dis-
tribute foods to manufacturing plants located within the ci ty, was read.
It was moved by Levy, seconded by Peralta that the communication
be filed and referred to the Police Department. Motion carried.
Communication from ByronJackson Co., stating that if A-I Catering
Co. is issued a license they intend to patronize the service, was read.
It was moved by Levy, seconded by Peralta that the communication
be filed. Motion carried.
RESOLUTION No. 1233, a Resolution Relative to Workmen's Compensation
Insurance for Volunteer Civilian Defense Workers, was read.
It was moved by Levy, seconded by Peralta that Resolution No. 1233
be adopted. Motion carried.
RESOLUTION No. 1234, a Resolution extending time for Layne & Bowler
Corp. to ~rnish one deep well turbine Pump and Appurtenances in accordance
with Specification No. 137, was read.
It was moved by Levy, seconded by Peralta, that Resolution No. 1234
be adopted. Motion carried.

9727 be filed and permits granted, and that Application No. 9728 be approved
subject to the approval of the City Engineer. Motion carried.
