19440307 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR JllEETING OF TEE CITY. COUNCIL OF THE CITY OF VERNON, HELD ON MARCH 7th, 1944, at 3:00 O'CLOCK P.M. AT THE OFFICE OF THE CITY COUNCIL,' CITY HALL, 4305 SANTA FE AVENUE Councilmen Present: Messrs. Leonis, Peralta Poxon and Trowbridge Councilmen Absent: Levy The meeting was called to order by Mayor J. B. Leonis. It was moved by Poxon, seconded by Peralta, that the minutes of the pre~ious meeting be approved. Motion carried. At this time the City Clerk announced that this was the time and place set for the hearing of protests, if any, on the proposed change of Zoning Ordinance, as contemplated in Resolution No. 1240. He further stated that he has had printed and posted the notices required by said Resolution No. 1240; that he had no protests on his desk and had received no oral protests. At this time Councilman Trowbridge introduced Resolution No. 1245 a resolution on a plan to amend Sect. 3.1, Zone 1, and Section 3.2, Zone 2 of Ordinance #541, and moved its adoption, which was seconded by Councilman Pe~alta, and carried by the following vote: it,y to month, POXON, TROWBRIDGE, PERALTA NONE IEVY LEONIS, present - not voting Communication from ]'rancis Bates, City Engineer, employ John Henry Hofman, as draftsman at the rate effective March 1, 1944, was read. Communication from the City Engineer recommending the acceptance of certain valves de~ivered by Chapman Valve Manufacturing Co. and under contract of September 24, 1943, was read. It was moved by Peralta, seconded by Trowbridge, that the communcation be filed and the recommendation of the City Engineer accepted. Motion carried. Communication from General Petroleum Corp. together with check, on pipe line franchis~ on Soto Street Bridge for year ending ~-ebruary 28, 1945, was read. It wasmoved by Peralta, seconded by Trowbridge that the communication be filed and check accepted. Motion carried. Communication from Southern California Edison Co. together with checks in the sum of $156.00 on Franchise Ordinance 503 and $315.42 on ]'ranchise Ordi- nance 504, for,t.e year ending December 31, 1943, was read. It was moved by Poxon, seconded by Peralta that the ,communication be fil ed and the matter referred to Carl A. He inze, Consulting l!:ngineer. Motion carried. It was moved by Trowbridge, seconded by Peralta, that the statement be filed, and check accepted. Motion carried. Communicat~on from Richard Levy submitting his resignation as a member of the City Couneil, was read. It was moved by Trowbridge, seconded by Peralta that the matter be laid over until the next meeting. Motion carried. Communication from Continental Casualty Co~any agreeing to pay one- half of dam~ges caused by M. L. Murray and/or Ball ~reight Line to Traffic signal at Leonis Boulevard, and Soto Street, the total bill being $131.03, was read. It was moved by Peralta, &econded by Poxon, that the communication be filed and the matter referred to the City Attorney. Motion carried. Qommunication from Army Air Forces, Sixth F'errying Group, Long Beach Army Air l"ield requesting permit to operate crash and salvage trucks through the City of Vernon, was read. It was moved by Trowbridge, seconded by Poxon that the communication be filed and permit granted. Motion carried. Communication from Navy ~epartment, Office of Inspector of Naval Material, 4521 Produce Plaza, reqaesting the placing of two stop signs at north end of their building, was read. It was moved by Trowbridge, seconded by Peralta that the communica- tion be referred to the City Attorney, Motion carried. Communication from Department of Police, City of Los Angeles, regard- ing a communication of Jonas Bedding and Couch CompanS' 2901 Whittier, Blvd., in regard to boulevard stop sign at 41st and Alameda treets, was read. It was moved by Poxon, seconded by Trowbridge that the communication be referred to the City Attorney. Motion carried. Communication from Warman steel Casting Co., requesting a pedestrian cross walk on Boyle Avenue, was read. , It wl\smoved by Peralta, seconded by Trowbridge that the communication be filed and referred to the Police Department. Motion carried. Communication from P. C. Palmer, requewting permit to operate a hot dog sandwich stand on wheels within the City, was read. It was moved by Peralta, seconded by Trowbridge, that the communication be filed, and permit granted. Motion carried. Communication from Vernon Livestock Sales Co., regarding the driving of horses received by them to the Victory Packing Company for slaughtering, was read. It was moved by Peralta, seconded by Trowbridge that the communication be filed. Motion carried. Application Ey Theodore Kornitsky for license to operate a taxi-cab service ,within the city, was read., It was moved by Peralta seconded by Poxon that the application be :referrred to the Police i>epartment for report. Motion carried. 293 2. Report of the Committee on Light, Power, Water, Street, Building and Purchasing was read. It was moved by Peralta, seconded by Poxon that the Report be filed. Motion harried. Report of C. A. Heinze, Consulting Engineer, on operation of electric system by Southern California Edison Co. for Month of January was read. It was moved by Peralta, seconded by Poxon, that the report be filed. :Motion carried. Report of Vernon Industrial Development Association for year ending December 31, 1943, was read. It was moved by Peralta, seconded by Trowbridge that the report be filed. Motion carried. Report of the Police Department was read. It was moved by Trowbridge, seconded byPeralta, that the report be filed. Motion carried. RESOLUTION No. 1243, a Resolution appointing Charles W. Trowbridge ON Finance Committee, and the Light, Power, Water, street and Purchasing Com- mittee in place of Herman Scheider, was read. It was moved by Peralta, seconded by Poxon, that Resolution No. 1243 be adopted. Motion carried. RESOLUTION no. 1244, A resolution establishing polling place, appointing election officers for General Municipal Election, April 11, 1944, was read. It was moved by Trowbridge, seconded by Peralta that Resolution No. 1244, be adopted. Motion carried. RESOLUTION No. 1245, a Resolution on plan to amend Section 3.1, Zone 1 for Slaughter, Packing House, and Section 3.2, Zone 2, for stock, feed and sales Yards of Ordinance 541, was read. It was moved by Trowbridge, seconded by Peralta, that Resolution No. 1245 be adopted. Motion carried. RESOLU'1;ION NO. 1246, a Resolution Approving Engineer's Drawings for Realignment ~n Alameda btreet, was read. It was moved by Trowbridge, seconded by Peralta, that Resolution No. 1246 be adopted. Motion carried. RESOLUTION No. 124~, a Resolution disapproving the proposed Borough System for the Metropolitan District of Los Angeles County, was read. It was moved by Trowbridge, seconded by Pera~ta, that Resolution No. 1247 be adopted. Motion carried. Communieation from H. o. Swartout, Los Angeles County Health Officer, waD read.
