The meeting was called to order by Mayor J. B. Leonis.
, It was moved by Peralta, seconded by Trowbridge that the minutes
of the previous meeting be approved. Motion carried.
ORDINANCE No. 569, an Ordinance amending section 3.1 Zone No.1
for Slaughter Packing Houses, and Section 3.2 Zone No. 2 far stock feed
and sales yards was read for second reading.
It was moved by Trowbridge, seconded by Peralta that Ordinance
No. 569 be passed for second reading, Motion carried.
ORDINANCE NO. 569, an Ordinance amending section 3.1 Zone No. 1
for Slaughter Packing Houses, and Section 3.2 Zone No.2 for stock, feed
and sales yardswas read for third and final reading.
It was moved by Trowbridge, seconded by Peralta that Ordinance
No. 569 be adppted. Motion carried by 'the following vote:

ORDINANCE NO. 570, an Ordinance regulating the use and mainte-
nance of surface storage tanks or containers in which inflammable liquid
petDoleum may be placed or stored in such surface tanks or containers
within Zone NO.3, as described in Ordinance No. 54l, was read for second
reading.

It was moved by Trowbridge, seconded by Poxon that Ordinance No.
570 be passed for second reading. Motion carried.
ORDINANCE NO. 570, an Ordinance regulating the use and mainte-
nance of surface storage tanks or containers in which inflammable liquid
petroleum may be placed or stored in such surface tanks or containers
within Zone NO.3, as described in Ordinance No. 54l, was read for third
and final reading.
It was moved by Trowbridge, seconded by Poxon that Ordinance No.
570 be adopted. Motion carried by the following vote:

Communication and report' of the City Engineer on application
for license and permit to operate a public dump (M~tropolitan Dump) on
ease side of Alameda Street between 25th and 37th ~treets, in which he
recommended certain conditions in granting permit, was read.

It was moved by Poxon, seconded by Trowbridge, that the communica-
tion be filed and recommendation concurred in. Motion carried.
Commu,nication and report bf the City Engineer, regarding improve-
ment of Boyle Avenue, together with petitions for said improvement, was
read.
It was moved by Trowbridge, seconded by Poxon that the communica-
tion be filed and approved and the Engineer be instructed to draw the
necessary plans and specifications. Motion carried.
Communication from.Supervisor William A. Smith regarding comments
received by him on the Borough System proposal, was read.
It was moved by Peralta, seconded by Poxon that the communication
be filed. Motion carried.
Communication from County of Los Angeles Regional Planning Com-
mission submitting proposed amendment No. 36 to the Master Plan of High-
ways of Los Angeles County, was read.
It was moved by Trowbridge, seconded by Poxon that the communica-
tion be filed and referred to the Committee of the Whole. Motion carried.
Communication from General Metals 00rp. requesting curb painting
at 5701 South Boyle Avenue, was read.
It was moved by Poxon, seconded by Peralta that the communica-
tion be filed and referred to the Police Department, Motion carried.
Communication from Los Angeles Detachment, Marine Corps League,
regarding application of Clement Long Hirsch, owner of Victory Paditng
Company, was read.
It was moved by Peralta, seconded by Trowbridge that the communic.
tion be filed. Motion carried.
Report of American District Telegraph Company on Franchise ordi
nance l66 for priOd e*ding February 29,l944, together with check in the sum
of $999.46, was read.
It was moved by Peralta, seconded by Trowbridge that the report
be filed and check received. Motion carried.
Repo~t of Richfield Oil Company on Franchise Ordinance 432 for
period ending December 3l, 1943, together with check in the sum of $200,00
was read.
It was moved by Trowbridge, seconded by Peralta, that the report
be filed and check accepted. Motion carried.
Communication from Vernon A. Tibbets requesting a leave of ab-
sence from duties as City Fireman forIeasons of being inducted into the
armed services on April l5, 1944, was read.
It was moved by Trowbridge, seconded by Poxon that the c ommunica-
tion be filed and request granted. Motion carried.
Report of the Committee on Light, Power, Water, Street, Building
and Purchasing was read.
It was moved by Peralta, seconded by Poxon that the Report be
filed. Motion carried.

Communication from Industrial Aircraft Company, 4441 Santa Fe
Avenue, requesting permission to have photogr~hs made of the interior of
their plant, was read.
It was moved by Poxon, seconded by Trowbridge that the communica-
tion be filed and approved, subject to the approval of the Army and Navy
District Security Regulations. Motion carried.
CO$munication from Chematerial Company, Ltd. requ~sting permit
to mix and package miscellaneous chemical p'roducts at 2124 ll:ast 51st Street
was read.
It was moved by Poxon, seconded by Trowbridge ,that the communi-
cation be filed.a.Itotiqn carried.
Communication from Kennard & Drake requesting permit to operate
an analytical chemical laboratory at 4700 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Trowbridge that the ~ommunica-
tion be referred to the ]'ire Chief for report. Motion carried.
Communications from the following firms, requesting permit to
haul refuse from their premises upon and along the streets of the City of
Vernon, wepe read: J. A. Pipe & Machinery Co., Victor Belting &Rubber Co.,
and Wesco Waterpa~nts Inc.,
It was moved by Peralta, seconded by Trowbridge, that the communi-
cations be filed and permits granted. Motion carried.
Communication from Standard Packing Co. requesting permit tohaul
refuse from their premises at 2440 E. Vernon upon and along the streets of
the City of Vernon, was read.
It was moved by Peralta, seconded by Trowbridge that the commu-
nication be filed and request granted. Motion carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Peralta that the r,port
be filed. Motion carried.
Report of C. ,A. Heinze, Consulting Engineer, on operations
of electric system by Southern California Edison Co. for the month of
February, 1944, was read.
It was moved by Trowbridge, seconded by Peralta, that the report
be approved and filed~ Motion carried.
