MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,. HELD ON APRIL
IS, 1944,at 3:00 O'CLOCK P. M. AT-: TlIE, OFFICE OF
THE CITY C OUNC!L, CITY HALL, 4305 SANTA FE AVENUE
VERNON. CALIFORNIA

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Poxon, seconded by Trowbrid$e that the minutes
of the previous meeting be approved. Motion carried.'
At this time the Clerk annoynced that this was the time and
place for the canvassing of the returns of the Municipal Election held
on April II, 1944;' and at this time the City Council canvassed the returns
of the election, and found as follows: Charles H. Maillard and J~mes
J. Poxon for the full term of four years; Charles W. Trowbridge for the
unexpired term of two years; T. J. Furlong, City Clerk for the full term
of four years, and F. G. French, City Treasurer for the full term of
'four years.
RESOLUTION No. 1250, a Resolution declaring the results of a regu-
lar Municipal Election held on the lIth day of April, 1944, was read.
It was moved by Poxon. seconded by Trowbridge, that Resolution No
1250, be adopted. Motion carried.
At this time the City Clerk swore in the City Council. The Mayer
declared that this was the time and place for the election of a Mayor for the
ensuing term. Councilman Trowbridge nominated Councilman Leonie, and the
motion being duly put by the City Clerk, Councilman Leonis was unanimously
declared elected to the office of Mayor of the city of Vernon.
Communication from the City Engineer regarding Resolution adopted
by Los Angeles County Board of Supervisors, declaring Slauson Avenue witbt n
the City of Vernon and Boyle Avenue and portions of intersecting streets, also
within the City of Vernon, no longer a part of the County System of Highways,
The City Engineer recommending that the City ofYernon recover jurisdiction
, in accordance with the respective above-mentioned resolution, was read.
It was moved by Trowbridge, seconded by Peralta that the communication
of the City Engineer in regard to the Resolution adopted by the Los Angeles
County Board ofSupervlsors be filed and the recommendations therein stated
be concurred in, and that henceforth the City of Yernon shall retain jur~diction
over the street set forth in said Resolution of the County Board of Supervisors.

County it'ire Department expressing appreciation to the Yernon Fire Deprtment
for their assistance at a serious fire in the Interstate Cotton Oil Company
3706 East 26th Street, Los Angeles, was read.
It was moved by Trowbridge, seconded by Peralta that the communi-
cation be filed. Motion carried.
Communication from the Regional Planning Commission of the County
of Los Angeles, together wi th a questionnaire in regards to rubbish dumps,
was read.
It was moved by Peralta, seconded by Trowbridge that the communica-
tion be filed. Motion carried.

Communication and report of the Fire Chief on request by Kennard
& Drake for permit to operate an analytical chemical la boratQrY at 4700 Santa
Fe Avenue with recommendations from the Fire Chief that the permit be granted
stating h~ talked with Mr. Karl Strobel who has a business in the same build-
ing consisting of x-ray equipment and gave assurance that this type of busi-
ness would not give off any obnoxious fumes or damage any machinery, was read.
It was moved by Trowbridge, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.
Communication from the Los Angeles Railway Company requesting tahe
establishment of a bus loading zone on the east side of Santa Fe Avenue
, south of 57th Street for use in loading andunloading ~assengers for buses
destined to the United States Army Air Corps Ordinance Depot at Atlantic and
Bandini Boulevard, was read.
It was moved by Poxon, seconded by Trowbridge that the communication
be referred to the City Attorney for report. Motion carried.
Communication from Jesse E. Hardin requesting leave of absence
from duties as City Fireman for the reason of being inducted into the Armed
forces on April 15, 1944, was read.
It was moved by Trowbridge, seconded by Peralta that the communica-
tion be filed and request granted. Motion carried.
Communication from M. R. ]leVinson, 2935 Canal "'venue, Long Beach,
California, requesting permit to operate a restaurant at 2353 E. 38th Street
being the Old Vernon Arena Cafe, was read.
It was moved by poxon, seconded by Trowbridge that the communica-
tion be filed and permit granted. Motion carried.
Communication from Vernon Industrial Development Assaiation, to-
gether with original Partial Release covering additions and betterments as
of November 30, 1943, executed b7 Harris Trust & Savings Bank and Securijy-
First National Bank, L.os Angeles, and original Conveyance dated as of the 30th
day of November, 1943 conveying all extensions, etc., made prior to and existing
on November 30, 1943 executed by Southern California Edison Company, was read.
It was moved by Poxon, seconded by Trowbridge that the communication
be filed, subject to checking by the City Electrical Engineer. Motion carried.
Report of the Police Department was read.
It was moved by poxon, seconded by Trowbridge that the report be

Communication from Carl A. Heinze, consulting Engineer requesting
authority to authorize the Southern California Edison Co., under the terms
of the lease agreement to make certain additions and betterments to the Vernon
Generating Station and Distribution System in accordance with submitted Plans
and specifications, was read.
It was moved by Peralta, seconded by Trowbridge that the communica-
tion be filed and the authority requested granted.
Report of the Committee of Light, Power, Water, Street, Building
and purchasing, was read.
It was moved by Peralta, seconded by Poxon that the Report be filed.
Motion carried.

RESOLUTION No. 1251, a Resolution accepting the furnishing and
installation as of March 3, 1944 one deep well turbine pump complete with
appurtenances in Well No.8, as provided for in contract with Layne & Bowler
Corporation, was read.
It was moved by Trowbridge, seconded by Poxon that Resolution No.
1251 be adopted. Motion carried.
Communication from Grant Oil '1001 Co., requesting permit to haul
refuse from premises at 2042 E. Vernon Avenue, upon and along the Streets
of the City of Vernon, was read.
It was moved by Trowbridge, seconded by Peralta that the communica-
tion be filed and permit granted. Motion carried.
The following applications, all baving the approval of the City
Engineer, were read:
APPLICATION 9954 Simpson Steel Co. tomake sewer connection at 2065 E. 51st St.
APPLICATION 9955 Southern California Edison Co. to install 2 anchors and re-
move 2 anchors in E/S Soto Street, 112 and 120 feet
S/O 54th Street.
APPL.ICATION 9956 McCullough Tool Co. to construct sidewalk and driveway in
E/S Alameda Street, 428 ft. to 555 ft. S/O 57th St.
APPLICATION 9957 Unio~ Packing Co. to make sewer connection at 3030 E. Ver-
non Ave.
SPPLICATION 9958 Southern California Water Co. to repair water main in S~
25th Street, 1250 ft. E/O Alameda St.
APPLICATION 9959 Southe~n ~acific Co. to replace damaged sidewalk in W/S
Santa ]e Avenue, 247 ft. N70 5lst St.

APPLICATION 9960 Southern Califb rnia Gas Co. to cut 35 bar holes in East
27th Street and in Santa Fe Aveny to locate and repair
leaks in gas main.
APPLICATION 9961 Southern California Gas Co. to repair gas servic~ at 2500
E. 28th Street, and drill 30 bar holes in E. 28th St.
It was moved by Peralta, seconded by Trowbridge, that the applica-
tions be filed and permits granted. Motion carried.
