MINUTES OF THE REGULAR MEETING OF THE CITY

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Peralta, seconded by Trowbridge that the Minutes
of the previous meeting be approved. Motion carried.
Oommunication from~. H. Donnelly, Fire Chief, on request of
Wells Truckways Ltd., for permit to install 1000 gallon underground storage
tank for used crank case motor oil on premises of 3139 East 26th Street,
together with recommendation of the Fire Chief that permit be granted, was
read.
It was moved by Trowbridge, seconded by Peralta that the commu-
nication be filed and permit granted. Motion carried.
Communication from James Wright, 323i East 57th Street, L~
Angeles, requesting permit to operate hot dog and sandwich wagon within
the city, was read.
It was moved by Peralta, seconded by mrowbridge that the commu-
nication be filed and the matter referred to the police department.
Motion carried.
Communications from the following firms for permits to haul re-
fuse from their premises along and upon the streets of the City of Vernon,
were read: C & S Grinding Co., and West Disenfecting Co.,
It was moved by Trowbridge, seconded by Peralta that the commu-
nications be filed and permits granted. Motion carried.
Communication from Whit~ng Mead Company requesting repainting
of pedestrian crossing at Vernon Avenue and St. Charles Street, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and the matter refarred to the police department. Motion
carried.
Communication from Vernon Industrial Development Association
submitting original and copy of proposed Bill of Sale from the City of
Vernon to Edison Company covering certain .electrical equipment situa~ed
at plant of Norris Stamping and Manufacturing Company, original and copy
of proposed Bill of Sale from City of Vernon to Edison Oompany covering
certain electrical equipment situated at plant of UtilltyTrailer Co., copy
of proposed Bill of Sale from Edison CQmpany to Norris Stamping and Manu-
facturing Co., copy of a proposed Bill of sale from Edison Company to Util-
ity Trailer Co., was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and the matter turned over to the City Attorney. Motion
carried.
Oommunication from Carl A. Heinze, Consulting Engineer, submitting
an application for license to be granted by Department of Water and Power of

City of Los Angeles on City's high tension right-of-way from Slauson Avenue.
The [ine to be constructed will serve the properties of C.B.S. Steel &
Forge Company and Roffy Manufacturing Company, who are occupying property
~eased from the City of Los Angeles for term of 5 years.- The Consulting
Engineer recommends that the Mayor and City Clerk be authorized to sign
agreement on behalf of the City of Vernon, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Report of Union Oil Company of California on Los Angeles
County Franchise No. 596 (N.S.), was read.
It was moved by Peralta, seconded by Trowbridge that the report
be filed. Motion carried.
Communication from Keystone Research Corporation requesting in
behalf of Keystone Tool &Supply Co., that a white line be painted along
the west border of Boyle ~venue opposite plant at 4724 Boyle Ave., was read.
It was moved by Peralta, seconded by Trowbridge that ,the communic.
tion be filed and the matter referred to the Police Department. Motion
carried.
Communication from C. G. Willis & Sons requesting curb painting
at 2119 East 25th Street, was read.
It was moved by Peralta, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried. ,
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.
It was moved by Trowbridge, seconded by Peralta, that the report
be filed. Motion carried.
Report of the Police Department was read.
It was moved by Peralta, seconded by Trowurige that the report
be filed. Motion carried.
Communication from Pike Trailer Co. requesting permit to use 50
gallon above-the-ground storage tank at 3612 East 26th Street, was read.
It was moved by Peralta, seconded by frowbrigge, that the permit
be denied for 60 gallons, and that a permit be issued for an amount not to
exceed 10 gallons above ground be granted. Motion carried.
Communication from Carl A. Heinze, Consulting Engineer, submitting
check from Southern California Edison Co., in the sum of $220,417.50 for
bond and interest redemptions on Light & Power Bonds due October 1, 1944
and April 1, 1945, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and the check accepted. Motion carried.
Report of Carl A. Heinze, consulting engineer, on operations of
electric system by Southern California Edison Co., for month of May, 1944,
was read.
It was moved by Trowbridge, seconded by Peralta, that the report
be filed. Motion carried.

Communication from General Petroleum Corp. with plans attached,
in regards to an agreement in connection with power line along property be-
tween Santa Fe Railway Right-of-way and Soto Street, was read.
It was moved by Peralta, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Committee of the Whoe.
Motion carried.
ORDINANCE NO. 571, An Ordinance Regulating the use, storage or
handling of Flammable Liquids as Described therein, wit~in the Corporate
limits of the City of Vernon, outside of Zone 3, (as described in Ordinance
No. 541 and amendments thereto), was read for first reading.
It was moved by Trowbridge, seconded by Peralta, that Ordinance

Communcation from Carl Heinze, Consulting Engineer, in reference
to Postal Telegraph Company franchise, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed. Motion caDied.

APPLICATION 10119 Western Gear Works to make sewer connection at 2053 E. 38
th, Street.
APPLICTION 10120 Los Angeles Signal Storage Depot to construct driveway
and depressed curbs at 2038 East 25th Street.
APPLICATION 10121 Union Carbide and Carbon Co. to make sewer connection at
2313 E. 52nd Street.
APPLICATION 10122 Union Pacific RR Co. to replace broken rail and resurface
area in Alcoa Avenue, 1000 ft. Nlo Slauson Avenue.
APPLICATION 10123 Southern California Gas Co. to make excavation at 2318
East 52nd Street.
APPLICATION 10136 Pioneer-Flintkite Co. to make excavation for sewer manho~
