19440815 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON. HELD ON AUGUST 15, 1944, AT TI:1E OFFICE OF THE CITY COUNG'IL 1305 Santa Fe Avenue, VERNON.. CALIFORNIA. AT 3:00 O'CLOCK P. M. COUNCIL~mN PRESENT: Leonis, Peralta, Poxon, Trowbridge and MaillBrd C OUNC ILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Peralta, seconded by poxon, that the Minutes of the previous meeting be approved. Motion carried. At this time the City Clerk announced that he had on his desk a.bid from the Los Angeles Railway for a street railway franchise on Santa Fe Avenue. It was moved by Peralta, seconded by Mailliard that the City Clerk be authorized to open the bid, and thereupon the City Clerk opened the bid and it was read and the matter referred to the City Attorney. Motion carried. Communication from T. J. Furlong, City Clerk, submitting budgem re- quests for the fiscal year 1944-45, was read. It was moved by Trowbridge, seconded by Poxon, that the Communication be filed and referred to the Finance Committee. Motion carried. Communication from J. M. Lowery, County Auditor submitting assessed valuation figures for year 1944-45, was read. It was moved by Trowbridge, seconded by poxon, that the c ommunica tion be filed and referred to the F'inance Committee. Motion carried. Communication from the City bngineer requesting authority to expend the sum of $1000.00 for resurgacing of Alcoa Avenue and Boyle Avenue, between Vernon Avenue and Leonis Boulevard, was read. It was moved by Peralta, seconded by Mailliard, that the communication be filed and request granted. Motion carried. Communication from the City Engineer, submitting five copies of a repo~ to the Board of Public Works, City of Los Angeles, by Metcalf and Eddy regard- ing Sewage Disposal for Los Angeles, was read. It was moved by Trowbridge, seconded by Mailliard, that the communica- tion be filed. Motion carried. Report of Carl A. Heinze, Consulting Engineer, on operations of eled- tric system by Southern California Edison Co. for month of June, 1944, was read. It was moved bypoxon, seconded by Peralta, that the report be filed. Motion carried. Communications from the following firms requesting permit to haul refuse from their premises upon and along the streets of the City of Vernon, were read: C. E. Duggan & Son, Federal Ice & Cold Storage Co., Bank of America. It was moved by Boxon, seconded by Peralta, that the communications be filed and permits granted. Motion carried. 1. 347 Communict.tion from United Meat Co. requesting permit to conduct a meat distribution'business at 3301 E.Vernon Avenue.. was read. It was moved by Trowbridge, seconded by Peralta, that the communica- tion be filed and permit grated. Motion carried. Communication from Wilson & Co., requesting permit to operate a , wool pulling business on p remises of Standard Packing Co. 2440 E. Vernon Ave., was read. Nichols requesting permit to operate a machine shop at 3123 E. 16th Street, was read. It was moved by Trowbridge.. seconded by Peralta, that the communica- tion be filed and permit granted. Motion carried. Communication from Sunset Advertising System requesting permission to place Courtesy Benches at various street car and bus transfer points with- in the City, was read. It was moved by Trowbridge, seconded by Mailliard.. that the communi- cation by filed and permit granted. Motion carried. Report of Southern California Gas Co. on Los Angeles County Franchise No. 463 and 467 for period of January 1, 1944 to June 30.. 1944, was read. It was moved by Poxon, seconded by Trowbridge, that the report be filed. Motion carried. Report of the Vernon Industrial Development Assn., for period ending June 30.. 1944, was read. It was moved by Peralta, seconded by Poxon, that the report be filed. Motion carried. Report of the Pol~~e Department was read. It was moved by Peralta.. seconded by Poxon.. that the report be filed. It was moved by Trowbridge, seconded by Poxon, that Resolution No. 1256 be adopted. Motion carried. ORDINANCE NO. 572, an Ordinance fixing the tax rate for the fiscal year 1944-45 was read for first reading. It was moved by Poxon, seconded by Peralta.. that Ordinance Mo. 572 be passed for first reading. Motion carried. 2. 348 The following applications, all having the approval of the City Engineer, were read: apPLICATION 10154 Southern Pacific Co. to replace damaged sidewalk in W/S Santa Fe Ave., 247 ft.
