COUNCIL OF THE CITY OF VERNON, HELD ON OOTOBER
3rd 1944 AT 3:00 PM AT THE OFFICE OF THE CITY
COUNCIL 4305 S'ANTA FE AVENUE, VERNON, CALIFORNIA
COUNCILMEN PRESENT - Messrs. Leonis, Trowbridge,Poxon, Mailliard and
Peralta
COUNCILMEN ABSENT - None

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Peralta, seconded by Poxon that the minutes of the
previous meeting be approved. Motion carried.
Communication from the City Engineer requesting authority to install
a Boulevard stop sign at the northwest corner of Downey Road and Washington
Street, providing City of Los Angeles installs a similar sign at the South
east corner of this interesection, was read.
It was moved by Poxon, seconded by Peralta, that the communication
be filed and the request approved. Motion carried.
Communication from Carl A. Heinze, Consulting Engineer, stating that
!vIr.Fred Hurley has examined the. records of the Vernon District Office of
the Southern California Edison \"0. for the period of May 30, 1 943 to May 29,
1944 and has found the amounts in agreement with the Vernon District Office
maintained in the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard, that the communica-
tion be filed. Motion carried.
Petition submitted by A. L. Laws, district Manager for the Southern
California Edison Co. and signed by Broadman Improvement Co., et aI, for the
improvement of }i'ruitland Road from Pacific Blvd. to the Santa Fe Railway
right of way, was read.
It was moved by Trowbridge, seconded by Peralta that the petition
be submitted to the City Engineer. Motion carried.
ConnnJ,mication from Hoffman Packing Co. requesting that their prop-
erty on Boto ~treet be included in the Slaughter House Packing zone, as they
are contemplating the erection of a slaughter house in connection with their
meat packing building at 2731 So. So~o Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the communica-
tion be filed. Motion carried.
Report of the Fire Chief on request of Thomas E. Duncan for permit
to operate a box and crate business at 2322 East Vernon Avenue, with the recom-
mendation of the Fire Chief that permit be granted, as this work will consist ~
of crating machinery, was read.
It was moved by Poxon, seconded by Peralta, that the report be filed
and the recommenda tion of the Fire Chief concurred in, and permit granted.
Motion carried.
Report of the Chief of Police on request of Mildred Fries and Pascual
medel for permit to operate restaurant, stag hotel and cabins at 5208 Santa
Fe Ave., with the recommendation that same be granted, was read.

report be filed and the matter referred to the Fire and POliceDepartments.
Motion carried.
Communication from C. O. Fiedler requesting permit to conduct a weld-
ing and steel fabricating business at 2149 East 37th Street, was read.
It was moved by Poxon, seconded by Peralta, that the communication
be filed and permit granted. Motion carried.
Communication from J. S. Nicholson requesting permit and license to
sell sand from the Los Angeles river, between Soto Street and Downey road; (l~
cation in river West i of lot 13 of John R. Taylor Villa Lots) was read.
It was moved by Trowbridge, seconded by Mailliard that the matter
be taken under advisement. Motion carried.
Communication from Rainbo Record Company, 6400 S. Crenshaw, for per-
mit to conduct the business of manufacturing steel and aluminum base recording
discs with the application of lacquer on metal for recording purposes at 2344
east 38th Street, was read.
It was moved by Peralta, seconded by Trowbridge, that the communi-
cation be filed. Motion carried.
Communication from Kinney Aluminum Company requesting curb painting
at 5900 So. Boyle Aven~e, was read.
It was moved by Trowbridge, seconded by Poxon, that the communica-
tion be filed and the matter referred to the Police Department. Motion carried.
Communication from Carson B. Hubbard, Police Judge, requesting leave
of absence during week of October 15, 1944, due to business in San Francisco,
was read.

ORDINANCE NO. 571, an Ordinance regulating the use, storage or hand-
ling of flammable liquids as described therein, within the corporate limits of
the City of Vernon, outside of Zone 3, (as described in Ordinance No. 541 and
amendments thereto, was read for second reading.
It was moved by Trowbridge, seconded by Mailliard, that Ordinance No.
571, be passed for second reading. Motion carried.
ORDINANCE NO. 571, an Ordinance regulating the use, storage or hand-
ling of flammable liquids as described therein, within the corporate limits of
the City of Vernon, outside of Zone 3, (as described in Ordinance No. 541 and
amendments thereto, was read for third and final reading.
It was moved by Trowbridge, seconded by Mailliard, that Ordinance No.

ORDINANCE NO. 574, an Ordinance Prohibiting open fires in pits,
etc., within the City of Vernon, was read for first reading.
It was moved by Trowbridge, seconded by Peralta, that Ordinance
No. 574, be passed for first reading. Motion carried.
