AT THE OFFICE OF THE CITY COUNCIL, 4305 SANTA FE AVENUE, VERNON. CALIFORNIA. COUNCILMEN PRESENT: Leonis, Trowbridge, Mailliard, and Peralta COUNCILMEN ABSENT: Poxon The meeting was cal~d to order by Mayor J. B. Leonis. It was moved by Mailliard, seconded by Peralta, that the minutes of the pre.ious meeting be approved. Motion carried. ORDINANCE NO. 576, an ordinance granting a street railway fran- chise to the Los Angeles Railway Company, was read for second reading. It was moved by Trowbridge, seconded by Mailliard, that Ordinance No. 576 be passed for second reading. Motion carried. Communication from Los Angeles County Grand Jury, together with a resolution adopted November 28, 1944, regarding operation of caf,terlas and other food catiring provisions within school districts of Los Angeles County, was read. Decision No. 37506 before the Railroad Commission of the State of California regarding application of Los Angeles Junction RailwayCompany for authority to construct two railroad creseings and an interlocking plant in the City of Vernon, was read. It was moved by Trowbridge, seconded by Peralta, that the decis- ion be filed. Motion carried. 1. It was moved by Trowbridge, seconded by Peralta that the decision be filed. Motion carried. Communication from D. M. Patritti regarding conduct of motorcycle officer D. F. Lambert #5, was read. Communication from Acme Brewing Co. requesting curb painting near 2080 East 49th Street, was read. It was moved by Trowbeidge, seconded by Peralta, that the matter be referred to the Police Department. Motion carried. Communication from Sterling .Meat Co. requesting the establishing of a loading zone east and west of their cattle loading gate and chute, near 2501 E. Communication from California Metal Enameling Co. requesting permit to haul refuse from premises of 2151 East 51st Street, was read. It was moved by Mailliard, seconded by Peralta, that the commu- nication be filed and permit granted. Motion carried. Report of the Police Department was read. It was moved by Trowbridge, seconded by .ailliard, that the report be filed. Motion carried. Communication from Barton Instrument Company requesting permit to conduct an industrial instruments business at 2306 East 38th Street, was read. It was moved by Trowbridge, seconded by Maill1.ard, that the com- ' munication be filed and the matter refered to the F~re Department. Mot10n carried. Communication from James Kamboor requesting permit to operate a commissary on premises of United State~ Spring & Bumper Co. at 4951 Alcoa Avenue, was read. It was moved by Mailliard, seconded by Peralta, that the commu- nication be filed and the 'matter referred to the Police Department. Motion carried. Communication from the City Engineer, regarding drainage from stock yards operated by California Cotton OilCompany flowing into Washing- ton Boulevard, was read. It was moved by Trowbridge, seconded by Mailliard, that the matter be referred to the City Engineer, with the request that he noti~y the parties responsible therefor to correct this condition. Motion carried. RESOLUTION NO. 1260, a resolution authorizing and instructing the Mayor and liity lilerk to execute a Bill of sale to the Southern Oalifor- nia Edison Company transferring one substation looated in the Valut of Norr~ Stamping and Manufacturing Company, was read. It was moved by Peralta, seconded by Mailliard, that Resolution No. 1260 be adopted. Motion carried. RESOLUTION NO. 1261, a resolution authorizing and instructing the Mayor and tity lilerk to execute a Bill oiSale to the Southern California Edison Company transferring one substation located in the vault of Utility Trailer Company, was read. , It was moved by Peralta, seconded by Mailliard, that Re,olution No. 1261 be adopted. Motion carried. RESOLUTION No. 1262, a resolution consenting to and approving the action of the Board of Supervisors of the County of Los Angeles, State of California, in adopting a resolution declaring Downey Road from the South- erly City BOUndary at fruitland Avenue Northerly to the South line of ,Hola- bird Avenue, a part of the Couty system of Highways of Los Angeles County, was read. It was moved by Peralta, seconded by Mailliard, that Resolution No. 1262, be adopted. Motion carried. Report of the Committee on Street Maintenance, Building and Pur- chasing and Library, was read. It was moved by Mailliard, seconded by Peralta, that the report be filed. Motion carried. The following applications, all having the approval of the City Engineer, were read. 3.
