MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC IL OF THE CITY OF VERN ON ~ HELD
ON DECEMBER 19, 1944, at 3:00 O'CLOCK P.M.

COUNCILMEN PRESENT: Leonis, poxon, Trowbridge, Mailliard, Peralta
COUNCILMEN ABSENT: None
The meeti~ was called to order by Mayor J. B. Leonis.
It was moved by poxon, seconded by Peralta, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Kngineer recommending the acceptance
of Fairbanks, Morse & Co. pump installation under contract dated September
22, 1943, Specifications No. 139 for the sum of $6055.00, was read.
It was moved by Trowbridge, seconded by Poxon, that the communi-
cation be filed and recommendation accepted. Motion carried.
Communication from the City Engineer recommending that Willard
R. Miller be paid $2.00 per hour for electrical work on traffic signals
effective December, 1 1944, was read.
It was moved by Poxon, seconded by Mailliard, that the communi-
cation be filed and recommendation accepted. Motion carried.
Communication from the City Engineer requesting authority to
employ John Harry Albrecht as pump opera tor at a monthly salary of $200.00
was read.
It was moved by Trowbridge, seconded by Mailliard, that the co-
mmunication be filed and requested approved. Motion carried.
Communication from the Fire Chief, F'. !l. Donnelly, on applica-
tion of Barton Instrument Company, 2306 E. 38th ~t. for permit to, conduct
an industrial instrmnet business, with the recommendation of the .l"jr e Chief
that permit be granted, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Department of Finance regarding reinbursements
covering other civilian defense expenditures for which is compensable on a
matching basis in addition to telephone charges, was read.
It was moved by poxon, seconded by Peralta, that the communication
be filed and the matter referred to Engineers Bates and Heinze. Motion
carried.
Communi~tion from Southern California Gas Company regarding
the removal of naphtha car unloading at Wilshire Oil Company for the
Rubber Reserve Company to Wilshire Oil CoMpany's Norwalk Plant, was read.
It was moved by Mailliard, seconded by Poxon, that the communica-
tion be filed. Motion carried.
Communication and bid from Nellie Alvarez for the picking up,
hauling and dumping of street refuse forthe sum of $250.00 per month was
read.
It was moved by Mailliard, seconded by Trowbridge, that the matter
be referred to the City Clerk, City Engineer and City Attorney. Motion
carried.

Communication from Glass Containers, Inc. submitting application
for permission to vacate portion of Irving Street and also alley off of
37th Street which projects into property owned by Glass Containers, Inc.,
was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and the matter referred to the City Engineer. Motion
carried.
Communication from Trosept Company (J. C. Hall) requesting per-
mission to distribute cold and throat products for benefit of war workers
and general public, was read.
It was moved by Trowbridge, seconded by Poxon that the communi-
cation be filed. Motion carried.
Communication from Rich Manufacturing Company requesting curb
painting at 3851 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Peralta) that the commu-
nication be filed and the matter referred to the Police Depar~ent. Motion
carried.
Communication from Whiting Mead Co. requesting permit to haul
refuse to and from premises of 2263 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Peralta, that the comm-
unication be filed and permit granted. Motion carried.
Communication from General Petroleum Co. requesting permi t to
haul refuse from premises of 2525 E. 37th Street, was read.
It was moved by Trowb.idge, seconded by Peralta, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Hardie Manufacturing Co. requesting permit
to haul refused from premises of 3825 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed and permit granted. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of
electric system by Southern California EdisonCo. for month of October, 1944
walr read.
It was moved by Mailliard, seconded by Poxon, that the report
be filed. Motion carried.

Communication from Carl A. Heinze, Consulting Engineer, regarding
request of Geqeral Petroleum Corp. for permission to Southern California
Edison Co. to attach their lines on a contact r,ental basis to Vernon Oi ty
Poles locat~d on General Petroleum property on E. 37th Street, between 8oto
streetHand :::>anta Fe Railroad right of way, was read.
It was moved by Poxon, seconded byTrowbridge, that the communica-
tion be filed and the matter referred to the Vernon Industrial Development
Association. Motion carried.
Report of the Committee on Street.Maintenance, Building, Purchas-
ing and Library was read.
