COUNCILMEN PRESENT: Messrs. Leonis, Poxon, Trowbridge and Peralta
COUNCILMEN ABSENT: Mailliard
The meeting was calle d to order by Mayor J. B. Leonie.
It was moved by Poxon, seconded by Peralta, that the minutes
of the prievious meeting be approved. Motion carried.
Communication from the City Engineer, recommebding the <chang-
ing of Zone No. 1 for Slaughter, Packing House and Zone No. 2 for Stock
Feed and Sales Yards be entirely re-defined in accordance with submitted
boundary descriptions, ,was read.
It was moved by Poxon, seconded by Peralta that the commu-
nication be filed and the recommendation approved. Motion carried.
Communication from the City Engineer submitting Specifi-
cations No. 140, providing for the pick-up of street sweeping, Notice
Inviting Bids for the doing of the work and Bid-form, were read.

It was moved by poxon, seconded by Trowbridge, that the commu-
nicavion be filed and the matter referred to the Mayor and the City Attorney
for study. Motion carried.
Communication from the City Engineer regarding sites for water
development, was read.
It was moved by Peralta, seconded by Poxon, that the matter
be the Committee, Poxon, Mailliard and Leonis, Motion carried.
Communication from the County of Los Angeles Smoke and Fumes
Commission, submitting copy of proposed Smoke and Fumes Abatement Ordinance
and report of the Los Angeles County Smoke and Fumes Commission, was read.
It was ,moved by Trowbridge, seconded by Peralta, that the
matter be referred to the City Attorney. Motion carried.
CommuniCation from teague of California Cities, Revenue and
Taxation Committee, submitting coPies of report form to supply Committee
with information respecting the extent to which supplementary tax revenues
are being used, was read.
It was moved by Poxon, seconded by Peralta, that the commu-
nication be filed. Motion carried.
Circular submitted by State Advisory Committee on Law Enforce-
ment submitting an Law Enforcement Mutual Aid Plan, was read.
It was moved by Trowbridge, seconded by Peralta, that the
matter be referred to the City Attorney. Motion carried.
Communication from Vernon Industrial Development Association
advising that the Board of Directors of the Association passed a resolu-
tion concurring in the plan and easement proposed by General Petroleum
Corporation for power line purposes in East 37th Street, was read.
. It was moved by Peralta, seconded by Poxon, that the commu-
nication be approved and filed and the matter referred to the Electrical
Engineer. Motion carried.

Communication' from the Fire Chief in regard to application submitted
by McCoy Planning Mill for permit to operate planning mill on East 26th Street
west of Pennzoil, together with the report of the Fire Chief stating that the
streets should be opened and water mains installed to facilitate fire fight-
ing operations in the vicinity, were read.
It was moved by Trowbridge, seconded by Peralta, that the communica-
tion'lbe filed and approved. Motion carried.
Communication from Lee Parmalee Public Record Service offering to
install an ownership record with complete legal description of all properties
within the city for $245.00, with the statement that to insure any break in
ownership the cost of this service is $15.00 per month, was read.
It was moved by Trowbridge, seconded by Peralta, that the commu-
nication be filed, and the City Clerk notify the writer.:Motldn carried.
Communication from Robertson Outdoor Advertising Co. requewting per-
mission,to install courtesy benches at Northw~st corner of Leonis Blvd.,
and Pacific Blvd. Southeast corner of Santa Fe ,Avenue and Vernon ""ve. :North-
west corner of Santa 1"e Avenue and Vernon Avenue, and the Northwest corner
of Santa Fe Avenue and East 38th atreet, was read.

cation be filed and the matter referred to the City Engineer and City At-

Communition from Royal Auto Products Co. requesting permit to con-
duct a rubber manufactuing businees at 3461 East 26th Street, was re~d.
It was moved by Peralta, seconded by Poxon, that the communication
be referred to the Fire Department for a report. Motion carried.
Communication from 20th Century Plastic Co. reques~ing permit to
conduct a plastic manufacturing business at 2124 East 51st ~treet, was read.
It was moved by Peralta, seconded by Poxon, that the communication
be referred to the Fire ~epartment for a report. Motion carried.
Communication from Cornelius Packing Co. requesting a permit to
operate an empl~yees cafteria at 3811 So. Soto Street, was read.
It was moved by Trowbridge, seconded by Peralta that the communi-
cation be filed and permit granted. Motion carried.
Communication from Headquarters 822nd A.A.F. Specialized Depot
requesting that curb on east side of Second Street, north of Slauson Avenue
be painted red for purpose of prohibiting the ~arking of automobiles that
interfere with the Government trucks entering Columbia Steel Warehouse, was
read.

It was moved by Peralta, seconded bypoxon, that the communication
be filed and the matter referred to the Police Department. Motion carried.
Communication from the City Engineer and Carl A. Heinze, Consult-
ing Engineer, in regard to further reimbursement from the State for expendi-
tures in connection with Civilian Uefense, together with their findings that
no part of these costs incurred prior to June 1, 1943, are refundable under
State Act, also that such money spent by the City of VernQn subsequent to
that date is not considered compensable, such as costs of guards, was read.

Communication from Production Pattern and Mfg. Co., re~uesting
the erection of metal sign at each end of sreen curbing stating 30 Minute
Parking Between Signs. at 3165 E. Slauson Avenue, was read.
It was moved by Trowhridge, seconded by poxon, that the commu-
nication be filed and ~he matter referred to the Police Department.

ing "No Parking sign at 3049B. Vernon Avenue to facilitate the unload-
ing of cattle, was read.

cation be filed and the matter refened to the Police Department. Motion
carried.
Communication from Aluminum Company requesting the placing ot
traffic lights at Slauson Avenue and Alcoa Street, also a pedestrian ~
walk at plant entrance on Alcoa Street, was read.
It was moved by Peralta, seconded by Trowbridge, that the com-
munication be filed and the matter referred to the Police DepaIjtment.
Motion carried.
Communications from the following firms requestion permission
to haul refus~ upon and along the Streets of the City of Velion, were
read: Sears Roebuck C~. Chr!,stensen Plating Works, Slifeway tores,
J. R. Gardner Co. and Santa ~e Railway Company.

RESOLUTION NO. 1264, a Resplution of the City of Vernon
declaring its intention to amend Section 3.1, Zone 1 for Slaughter House
and Section 3.2 Zone No. 2 for StOCk, Feed and Sales Yards of Ordinance
No. 541, was read.
It was moved by Trowbridge, seconded by Peralta, that ReSOlu-
tion No. l264 be adopted. Motion carried.
