MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC'IL OF THE CITY OF VERNON,HELD
ON MARCH 6, 1945 AT 3:00 O'CLOCK P. M..
AT THE OFFICE OF THE CITY C OUNC IL, 4305
SANTA FE AVENUE, VERNON.
COUNCILMEN PRESENT: POXON, LEONIS, PERALTA, M:AILLIARD AND TROWBRIDGE
COUNCILMEN ABSENT: None
The meeting was called to order by Mayor J. B. .Leonis.
It was moved by Poxon, sedonded by Trowbridge, that the
minutes of the previous meeting be approved. Motion carried.
At this time the City Clerk announce4 that this was the time
and place set for the filing of any objections to the amended ordinance as
set forth in Resolution of Intention No. 1264 adopted February 6, 1945, and
further announcedtha t objections had b~en filed to the amendments to said
ordinance by the Central Manufacturing ~istrict, Inc. and the Los Angeles
Union Stock Yards C&mpany, which were read by the City Clerk. .
It was moved by Poxon, seconded by Trowbridge, that objections
be filed and referred to the City Engineer for checking and report at the
next meSing of the City Council to be held March 20, 1945 at 3:00 o'clock
P. M. Mo tion carried.
At this time the City Cleric announced that the Chief of Police
had been cited in a matter before the ~an Arttonio Township court and
recommended that additional counsel be employed to defend the actionaga~nst
the Chief of Police, a s the alleged violation referred to was in the course
of his duty.
It was moved by Poxon, seconded by Peralta, that the City Attor-
ney be authorized tb(:employ addi t10nal counsel for the defense of the Chief
of Police and the compensation for said additional counsel is not to exceed
,$500.00. Motion carried.
It was moved by Peralta, seconded by Trowbridge, that there be
added to the Committee of investigation on the application for franehise
for the Santa Fe Railway Company Councilmen Milliard and the Fire Chief.
Motion carried.
Report of I,j. A. Heize, Consulting Electrical Engineer on Partial
Release and Conveyance dated May 31, 1944 exeeuted by the Southern Califor-
nia Edison Company and the Harris Trust & Savings BankcQvering additions,
betterments, alterations and improvements to the Vernon Electrical System,
referred to C. A. Heinze on February 20, 1945, was read.
It was moved by Poxon, seconded by Mailliard, that the report
beaccep~ed and filed. Motion carried.
An application by the Union Oil Company of California for fran-
chi,se and privilege to ma~ntain, operate, repair, renew, change the size of,
and remove or abandon in place, existing pipe lines, not to exeeed six (6)
inches of internal diameter, for transportation of petroleum oil, together
with all manholes, service connections and appurtenances necessary or con..
venient for the operation of said pipe lines for the term of 25 years im,
under,along and across certain public street. in City of Vernon, with check
in the sum of tlOO.OO attached to pay costs of advertising and other inci-
dental exp~nses, was read.
It was moved by T~owbridge, seconded by Poxon that the applica-
tion be referred to the City Engdnee1>. Motion carried.

Franchise report of Los Angeles Transit Lines, formerly Los Ange-
les Railway Company on Franchise Ordinances No. 91, 521 and 576 for period
ending December 31, 1944 together with check in the sum of $4473.43, was
read.
It was moved by Trowbridge, seconded by Poxon, that the report
be filed and check accepted. Motion carried.
Copy of communication of Los Angeles Transit Lines, formerly
Los Angeles Railway Company to Railroad Commission of State of California
submitting applioation for nhange of name was read.
It was moved by Mail1iard, seconded by Trowbridge, that the
communication be filed. Motion carried.
Communication from F. H. Donnelly, Fire Chief, submitting
vacation list of Fire Department for year 1945, was read.
It was moved by Mailliard, seconded by Poxon, that the commu-
nioation be filed. Motion carried.
Communication from Superioe Casting Company requesting permit
to operate a foundry for aluminum castings at 3501 E. 26th Street, was read

tion be filed and permit granted. Motion carried.
Communication from Lester R. Godward in behalf of Technical
Broaching Company for permit to operate a machine shop at 3617 Hampton Street
was read.
It was moved by Trowbridge, seconded by Mail11ard, that the com
munlcation be filed and permit granted. Motion carried.
Communication from Aircraft Hardware ~ompany requesting a 20
minute parting zone to be establiahed at 2344 E,~ 38th Street, was read.
It was moved by poxon, seconded by Trowbridge, that the matter
be referred to the POlice Department. Motion carried.
Communications from the following firms requesting permits to
haul refuse upon and along the streets of the City of Vernon, were read:
