MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, HELD ON TUESDAY
NOVEMBER 6.. 1945 at 3:00 o'CLOCK P.M. IN THE OFFICE
OF THE CITY COUNCIL" 4305 Santa Fe Avenue, Vernon.

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson, seconded by Trowbridge, that the minutes
of the previous meeting be approved. Motion carried.
Communication, together' with resolution adopted by the Vernon In-
dustrial Development Association, in regard to a railroad drill track along
East 46th Street and across Pacific Boulevard, was read.
It was moved byPoxon, seconded by Trowbridge, that the communica-
tion be filed and the resolution attached be accepted and approved by the
City Council. Motion carried.
First supplemental order by the Railroad Commission in connection
with spur track across Downey Road by the Union Pacific Railroad Company,
was read.
It was moved by lnderson, seconded by Trowbridge, that the Order
be filed. Motion carried.
Communication from F. H. Donnelly, Fire Chief, regarding applica-
tion of the Great Western Live Stock show to be held December 1st to 7th
1945 inclusive, together with his recommendation that the application be
granted as he has been assured by Mr. C. J. Lumpp C?f the Great Western Live
Stock Show that all possible precautions will be taken to eliminate any
danger of fire, including the flameproofing of all tents, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed. Motion carried. --
Communication from F. H. Donnelly, Fire Chief, recommending that
Mr. Lester C. Husted be promoted to Captain, r~acing Charles E. Kirk, who
was gralllted leave pf absence, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and reco.mmend~tion granted. Motion carried.
Communication from F. H. Donnelly, Fire Chief, recommendaing that
Mr. Vincent A D'Amico be promoted from Driver to Fire Inspector replacing
vacancy of Lester C. Husted, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nica tion be filed and recommendation granted. Motion. carried. '
Communication ,from F. H. Donnelly, Fire Chief, advising that Mr.
Glenn Fessler has been discharged fram-the armed services and does not in-
tend to resume his former services as hoseman with the Vern'on Fire Depart-
ment, was read. .

Communication from Weyler & Montgomery requesting permit to con-
auct an Axel and Frame Alignment service for trucks and automobiles at
1926 E . Vernon Avenue, was read. .

Communication from Kloster Auto works requesting permit to
operate an auto body repair shop at 2865 East 26th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
municationbe filed and permit, granted. Motion carried. '
Communication from Container Transpoert Compa~y requesting permit
for trucking and ~ulihg from the Fibreboar1d Products, Glass C onlainers and
Independent Paper Stock Co. at 3649 Santa ~e Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and permit gZtanted. Motion carried.
Communication from Lloyd Stahl and David Patterson requesting
permi t to operate a pOli,sh and grinding business at 2241 E. 38th St.,
was read.
It was. moved by Anderson, seconded by Poxon, that the communica-
tion be referred to the Fire Chief. Motion carried.
Communication from Fibreboard Products, Inc. requesting the re-
painting of cross walk at 4444 Pacific Blvd., was read.
It was moved by Trowbridge, seconded by Anderson, that the
communication. be referred to the Police Department. Motion carried.
Communication from C. W. Granneman requesting the repainting of
loading zone at 2411 E. 26th Street, was read.
It was moved by Trowbridge, seconded by Andersop, tpat the
communication be referred to the Police Department. Motion carried.
. Communication frQm the City Engineer requesting authority to
employ Miss Sheila Elaine a11red as stenographer in the Engineering Depart-
ment at the rate of $140.00 per month, effective November 5, 1 945, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from the City Engineer, requesting authority to
employ Mr. C. S. Hopcroft was water foreman at the rate of $200.00 per month
effective October 29, 1945, and at the rate of $240.00 per month beginning
January 1, 1946, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permission granted. Motion carried.
Communication from the City Engineer re'garding the in~11ation
of a temporary unmetered water service to the Boyle Manufactring Co., in
early-part of 1943 - it had been agreed that the Boyle Mfg. Co. would pay
$287.48 per month for the unmetered water subject to an adjustment upon
permanent instal1ation,- For a period of 17 months the Boyle Mfg. Co.
paid to the City of Vernon Water Department $4,887.16; - in checking subse-
quent meter readings late in 1944 the arbitrary payments made were too large
and should have been on $3,034.33 - it is recommended by the City Engineer
that the over 'payment of $1,852.83 be refunded to the Boyle Mfg. Company,
was read.
It was moved by poxon, seconded by Anderson, that the communica-
tion be filed and recommendation concurred in. Motion carried.
Communication from the City Engineer regarding pump in well No.2,
stating that it has been ten years since this pump was installed and water
production has fallen off, and recommending that an apppoptiation of $2250.
be made for repairs and rep1acling 70 feet deeper, was read.

At this time the CityEngineer testified before the Board as
to the absolute necessity of the immediate requirement of the City to
have this appropriation, and Councilman Trowbridge introduced Resolution
~ a resolution appropriating the money herein required as an emergency,

Communication from the City Engineer regarding insurance on
City buildings and contents, was read, together with the following

nication be filed and recommendation concurred to. Motion carried.
Communieation from the City Engineer regarding request of the
Ford Alexander Corporation for shooting permit in the F'iltrol Corporation
sumps, with his recommendation that these operations should be largely re-
stricted or entirely prohibited by the City of Vernon if legally possible,
was read. It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and permit denied, and the City Attorney be instructed to
make further investigation. Motion carried.
Communication and application by Union Pacific Railroad Company
for franchise to construct and operate a spur track across Alcoa Avenue
at 44th Street, was read. .
It was.moved by Trowbridge, seconded by Anderson, that the Commu-
nication be filed and the application granted. Motion carried.
An order before the Railraad Commission of the State of Calif-
ornia in the matter of the application of the Union Pacific Railraod Company
for authority to construct a spur track over Alcoa Avenue, was read.
It was moved by Trowbr,idge, seconded by Anderson, that the order
be filed. Motion carried.
Communication from the Union Pacific Railroad C.ompany requesting
the withdrawal of application for franchise to operate a spur track across
Alcoa Avenue, was read.
. It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed. Motion carried.

Report of C. A. Heinze, Consulting Engineer; on operations of
electric system by Southern California Edison Co. for the month of
September, 1945 was read.
It was moved by Trowbridge, seconded by Anderson, that the
report be filed. Motion carried.R

It was moved by poxon, seconded by Anderson, that the report
be filed. Motion car~led.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library, was read.
It was moved by Poxon, seconded by Anderson, that the report
be filed and approved. Motion carried.
Communication from the Los Angeles County disaster Relief
Authority.regarding offer .of mutual aid plan by Los Angeles County
Disaster Relief Authority, was read.
It, was moved by Trowbridge, seconded by .anderson, that the
connnunication.be filed and approved. Motion carried.
It was moved by Trowbridge, seconded by ADderson, that E. R.
Young be employed to make a study of, and if necessary an ordinance be
drawn, prohibiting the dumping of acid and other foreign matters into
sumps that may in any way affect the purity of the city.water.
Motion carried.
It was moved by Trowbridge, seconded by Anderson, that the
City Council recommend to the City Judge that from and after November 16,
1945 that he hold court whenever possible in the dayt~e rather than at
night. Motion carried.
Communicaton from the California Walnut Growers Association
and State Farm Production Counsel was read.
It wav moved by Poxon, seconded by Anderson, that the same be
filed. Motion carried.
At this time the Fire Chief reported that the California Walnut
Growers cannot secure the huts from the State of Califom ia, and are using
fireproof tents approved by his department.
It was moved by Poxon, seconded by Anderson that the report be
filed. Motion carried.
