19451120 Regular City Council Meeting - Minutes , MINUTES OF 'l'llE REGULAR MEETING OF THE CITY COUNC IL OF THE CITY OF VERN ON, HELD ON TUESDAY, NOVEMBER 20. 1945, at 3:00 O'CLOCK P. M. IN THE OFFICE OF THE CITY COUNCIL, 4305 Santa Fe A.ve. C OUNC ILMEN PRESENT: Leoais, Trowbridge, Anderson, iKon and Mailliard C OUNC ILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Poxon, seconded by Mailliard, that the minutes of the previous meeting be approved. Motion carried. Communication from Los Angeles County Board of Supervisors, together with resolution authorizing an appropriation of $1.876.00 for survey and prep- aration of plans in conneetion with tmprovoaent of Washingtob Blvd. within the City of Vernon, was read. It was moved by Poxon. seconded by Trowbridge, that the communication be filed and the resolution accepted. Motion carried. Communication from the City Engineer, regarding the conditon OflJl intersection of 52nd street and Malabar Street, was read. The necessary work lies one-balf within Vernon and one-haIr within the County area. Count,. Road Commissioner, O. F. Cooley estimates the cost or constructing Ii concrete cross g.utter to be 1500.0.0 and has offered to do,the work with county maint!~ce force if the City of Vernon will pay one-halt of the cost. The City Entflnee:- recommends that he be authorized to participate in this construction to the extent of $250.00. It was moved by Poxon. seconded by Trowbridge, that the communica- tion be filed and recODDiWlndation concurred in, and the CitlEngineer be author- ized to participate in this construction to the extent of '250.00. Motion carried. Communication from California Cotton Oil Corp. regarding additional hay storage at their Hobart Feed Yards, was read. It was moved by Poxon, seconded '!:!Y Trowbridge, that the communication be filed and the matter referred to the F'ire Chief' and City Angineer. MotiDn carried. Report of F. H. Donnelly, Fire Chief', en application of Lloyd Stahl and David Patterson for permit to operate a polish and grinding business at 2241 East 38th Street, with the recommendation of the F'ire Chier that the pllTlDit be granted, was read. It was moved by Paxon. seconded by Mailliard, that the report be filed and permit granted. Motion carried. Application by Paul Hill for permit to hold rodeo in connection with Great Western Live Stock Show on December 1st and 2nd, 1945, with certif'ied check in the amount of $200.00 attached for license, was read. It was moved by Poxon, seconded by Anderson, that the application be filed and permit granted. Motion carried. Communication from Paul Hill requesting permit to hang banner across street at Vernon Avenue and Downey Road in connection with Great Western Rodeo, was read. It was moved by poxon, seconded by Trowbridge, that the communication be filed and permit granted. Motion carried. 11 :~ 1. Communication from Five Points Cannery Engineering Co., re- questin$ permit to conduct the business of fabricating conveyors at 4724 Santa ~e Avenue, was read. It was moved by Anderson, seconded by Trowbridge, that the com- mWlication be filed and permit granted. Motion carried. CommWlication fram Arthur L. Birdsall, Jr., requesting permit to conduct and operate a machine shop at 2408 E. 57th Street, was read. It was moved by Anderson, seconded by Trownrbidge, tbat the cOmmmunication be filed and permit granted. Motion carried. Communication from Robert H. Black requesting a permit to sell street guides and pocket maps wi thin the city, was read. It was moved by poxon, seconded by Mailliard, that the com- munication be filed and the matter taken under advisement. Motion carried. Communications from the following firms requesting permits to haul refuse from their premises along and upon the streets of the city of Vernon, were reads Kennedy Name Plate Co., Bank of America and Frito Company. It was moved by Anderson, seconded by Trowbridge, that the communications be filed and permits granted. Motion carried. Communication from Marine Corporation League Auxiliary, Paasedena Unit, requesting a permit to conduot a tag day on December 1st and 2nd at the Los Angeles Union Stock Yards, was read. It was moved by Anderson, seconded by Trowbridge, that the communication be filed and permit granted. Motion carried. Communication from Vernon Industrial Development Association together with copy of letter from Guthrie, Darling & Shattuck, and quitclaim deed and Bill of Sale Executed by~Southern Calif. Edison Co., were read. It was moved by Anderson, seconded by Trowbridge that the communication be filed and the matter referred to the Electrical En- gineer, Motion carried. ORDINANCE No. 592, an Ordinance regulating the use of the public stree~s or ~ne U1~y of Vernon, was read for first reading. It was moved by Anderson, seconded by Trowbridge, that OrdinanceHNo. 592 be passed for first reading. Motion carried. It was moved by Trowbridge, seconded by Anderson, that the City Engineer make an investigation as to the use-of sawdust in the packing plants in the City of Vernon, as ~O whether the same is being dumped into the sewers.
