MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON, HELD
ON DECEMBER 4. 1945 at 2:00 o'clock P. M.
in THE OFFICE OF THE CITY C OUNC II., at
4305 Santa Fe Avenue, Vernon, California.
COUNCILMEN PRESENT: Leonis, Trowbridge ,Anderson, Poxon and Mai11iard.

The meeting was called to order by Mayor J. B. Leonis.
I,t was moved by Paxon, seconded by Mailliard, thet the minutes
of the previous meeting be approved. Motion carried.
Communication from State Department of Public Health together
with report of meeting held October 13, 1945 and issuing quarantine order
on Santa Monica Bay beaches, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be tiled. Motion carried.
Communication from League of California Cities regarding a state-
wideWater Conference to be held at the State Capitol in Sacramento, Decea-
ber 6 and 7, 1945, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed. Motion carried.
Communication from League of California Cities -regarding disposal
of properties under federal ownerShip, was read.
It was moved by Trowbridge, seconded by poxon, thatthe co_unica-
tion be filed. Mot1on carried.
Communication from neague of California Cities regarding resoluti.
urging their legislators to appropriate- the $90,000,000 Construction Fund to'
cities and countia8, together with copy of resolution attached, was read.
. It was moved by Trowbridge, seconded by Mailliard, that the com-
munication and resolution be filed. Motion carried.
Communication from League of California regarding Federal Surplus
Property and construction Equipment, was read.
It was moved by Poxon, seconded by Mailliar4, that the communica-
tion be filed. Motion carried.
Order revoking prior order and dlsmlesal of appll.ation by the
Rai~road Commission of the State of CalIfornia, in thematt.r of the Union
Pacific Railroad Company, for authority to construct railroad. spur track
over Alcoa Avenue, waaread.
It was moved by Anderson, seconded by Mallliard, that the order
be filed. Motion carried.
Communication and report of F. H.Donnelly, Fire Cbief, and F'raJlci
Bates, City Engineer, regarding application of California Cotton Oil Borp.
for storage of hay in their Washington Blvd. yard,was read. The Fire Chief
and the City Engineer recommend that th. application be denied as the pro-
pOSed method of hay storage and handling would not be in conforai t,. with the
requirements contained in ardinanoeNo. 424, a180 that the private water
supply available would be entirely inadequate fO.l fire fighting. It is
further recOJllD1ended that a saall portion of tbe"pity lying along East

Washington Blvd. is not served by the City Water System, and there is no
fire protection of any kind, that the City grant no additional building
permits until such time the City's mains are extended into that district.
It was moved by Trowbridge, seconded by Anderson, that the
communica.tion be filed. Motion carried.
Communication from California Cotton Oil Corp. stating they are
willing to release the City of Vemonfrom any obligation to furnish fire
protection to their feed yards until such time as they feel justified to
provide the necessary high pre.sure main to the Hobart property, was read.
It waamoved by Pox~n, seconded by Mailliard, that the communica-
tion be filed and the matter ~eferred to the City Attorney. Motion carried.
Report of F. H. Donnelly, fire chief, and Francis Ba~es, City
Engineer, on application of Plttsburg Chemical Company for permit to install
steel storage tank for storage of Dibutyl Phthalate at 3100 East 26th Street
was read. The fire chief and City Engineer recommend the application be
filed as the applicant was invited to discuss the installation but has not
responded.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed. Motion carried.
Communica tion from F. H. Donnelly, ,L"ireChief', requesting authority
to reinstate Mr. R. M.Eatherly to his former-position in the Fire Departmea
as he is now di1charged from the a~ed services and wishes to resuae his
former position --The reinstatement to be effective December 1, 1945, was
read.' .
It was moved by Poxon, seconded by Mailliard, that the communica-
tion be filed and the request granted. Motion carried.
Communication from the City of Bell, advising that the City of
15e11 is establishing a municipal bus line to serve .bell, ."'000, Cuday,
Yernon and the east portion of Huntington Park, Was, read. ,
It was mov.db,. Poxon, seconded by Anderson, that the communica-
tion be filed and the matter referred to the City Engineer. Motion carried.
Communication from J. R. Molony Co. regarding insurance on City
buildings. etc. Broker of' Record form attached, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. and the matter referred to the City Engineer. Motion
carried.
Report of E. Giles, Police Chief, on application of Edward and
Georgia Toon for perm:i.t to operate lunch room at 3301 E. Vernon Ave.,
(Southern California Meat Co.) with his recommendation that the application
be granted, was read.
It was moved by Anderson, seconded by Trowbridge, that the repor.t
be filed and permit granted. Motion carried.
Communication from Henry Vasquez requesting that 1ic88S8 for auto
repair shpp be transferred from 2336 E. 37th S\. to 3837 Santa Fe Avenue,
(Rear of I. Ybarra Service Station), was read. .
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and requeste granted. Motion carried.
Communication trom A. L. Barineau, requesting permit to operate
sllndblasting plant on rear of Graham Bros. property, 2700 So. Soto St.,
was read.
It was moved by Trowbridge, seconded byPoxon, that the communica-
tion be filed and permit granted. Motion carried.

It was moved by Trowbridge, seconded by Mailliard~ that the
communication be filed and the matter referred to the Fire hief for
report. Motion carried.'
Communication from Cole of California requesting a permit to
operate a cafeteria in their plant located at Pacific Blvd. and Fruit-
land Road, was read.
It was moved by Poxon, seconded by Anderson, that the commu-
nicationbe filed and the permit granted, subject to the approval of
the Police Depart.nt. Motion carried.
Communication and Petition attached, for removal of parking
restrIction on Boyle Avenue and on 54th Street, by Norris Stamping
and Manufacturing Co. et a1, was read.
It was moved by Poxon, seconded by ~derson, that the commu-
nication be filed and the matter referred to the Police Department
for report. Motion carried.
Communication frOm Gilmore Steel & Supply Co. requesting curb
painting at 4820 Santa Fe Avenue and on East 49th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the co~ .
munication be filed and the matter referred to the Police Department.
Motion carried.
Communication from Merchants Packing Co. requesting driveway
and curb repainting at 3029 E.Vernon Ave. was read.
It was moved by Trowbridge, seconded by Poxon, that the commu-
nication be filed and request referred to the Police Department. Motion
carried.
Communication from Barker Grinding Co. requesting curb paint-
ing at. 5015 Pacific Blvd. was read.
It was moved by Trowbridge, seconded by Poxon, that the com-
munication be filed and the matter referred to the Police Department.
Motion carried.
Communica~ion trom Gilmore Steel & Supply Co. requesting permit
to haul refuse from premises of 4820 Santa Fe Avenue, was reae.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Ander8on, that the report
be filed. Motion carried.
Report of the Committee on Street Mainteance, Building, Purchas-
ing and Library was read.
It was moved by Trowbridge, seconded by Mailliard. that the
report be filed. Motion carried.
ORDINANCE No. 592, an Ordinance regulating the use of the public
streets of the City of ~ernon, was read for second reading.
Ih was moved by Anderson, seconded by Paxon, that Ordinance No.
592, be passed for second reading. Motion carried.
ORDINANCE NO.. 592, an Ordinance regulating the use of the public
st.eets of the tity of Vernon, was read for third and final reading.
It was moved by Anderson, seconded by Poxon, that Ordinance No.
592, be adopted. Motion carried by the following vote:
