MINUTES OF REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON, HELD ON
JANUARY 2nd, 1946 AT 2:00 O'CLOCK P. M.
IN THE OFFICE OF THE CITY COUNCIL, AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA
COUNCILMEN PRESENT: Messrs. Leonis, Trowbridge, Anderson, poxon
and Mailliard

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson, seconded by Poxon, that the minutes of
the previous meeting be approved. Motion carried.
Communication from the City Engineer on request of Penberthy
Lumber Company requesting permission to place a timber stop in front of
their building at 5800 Boyle Avenue, together with his recommendation that
he be authorized to issue a permit for the placement of a 6x6 timber curb
in the ,street area, not more than 3i feet out from the property line,
was read.
It was. moved by Trowbridge, seconded by Anderson,that the commu-
nicati on be filed and permit granted. Motion carried.
Communication from Mechanical ~oundries Co. amending their
cupola request to erect a 36-inch cupola and after it is completed and in
operation, to take down present 36-inch cupola, which would leave them
the same equipment that they now have, a 24-inch and a 36-inch cupola, was
read.
It was moved by Anderson, seconded by Poxon, that the communi-
cation be table4. Motion carried.
Communication from C. R. Tucker of the Atchison, Topeka & Santa
Fe Railway Co., in regard to application of the California Cotton Oil Corp.,
for a permit to store more than 20 tons of hay, was read. (The communica-
tion states - In making this application, California Cotton Oil Corpora-
tion has knowledge that existing high pressure water mains do not run close
enough to our property to enable the Vernon Fire Department to render effect-
i~e fire protection service. With the same knowledge, the.undersigned joins
with said California Cotton Oil Corporation in asking that said permit to
store be granted.)
It ~as moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Communication fram F. H. Donnelly, Fire Chief, requesting author-
ity to reinstat6 Mr, E. H. Houtz to his former position in the Fire Depart-
ment as he is now discharged from the armed services and wishesUo cresume
his .;former duties, was read.

Communicationandmreport of Union Oil Company on Los Angeles'
County Franchise N.S. 596 for year ending June 30, 1945, together with
check in the amount of 9lt attached, was read. (this is a supplemental
report as during war period certain projects were undertaken for the
United States Government which involved the transportation of oil and
petroleum products, and such operations were inadvertently omtltted from
the oil movement in prior reports).
It was 11'loved by lIailliard, seconded by Trowbridge, that the commu-
nication and report be filed. Motion carried.
Report of the Police ~epartment was read.
It was mOVed by poxon, seconded by Anderson, that the report be
filed~ Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
It was moved by Poxon, seconded by Mailliard, that the Special
Cou~8el, E. R. Young, the City Engineer and the City Attorney be instructed
to employ an expert to study the polution of the ground by acid, caused
by the Filtrol Company pumping same in cesspools - said study to be made as
to the errect of same on the underground water. Motion carried.
The following applications, all having the approval of the City
EngineeF, were read:
APPLICATION 11275 Butress & McClellan to make sewer connection at 4600-
4604 Pacific ~lvd.
APPLICATION 11276 Vernon Potteries, Ltd. to construct sidewalk and pave
driveway area at 2300 ~. 52nd Street
APPLICATION 11277 Western Moulded Products to construct driveway at 3211
E. 26th Street
APPLICATION 11278 Southern Calif. Gas Co. to abandon gas service at
2102 East 45th Street
It was moved by Trowbridge, seconded by Anderson, that the applications
be filed and permits granted. Motion carried.
