MINUTES OF REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON, HELD ON
FEBRUARY 5, 1946 at 2:00 O'CLOCK P. M.

The meeting was called to order by Mayor J. B. Donis.

the previous meeting be approved. Motion carried.
Communication from the City Engineer recommending the renting of
municipal ~ouse located at 4321 Furlong place be rented to, Mr. C. S. Hop-
croft, water foreman for the Vernon Water Department, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and recommendation approved. Motion carried.
Communication from the 'City Engeineer was read recommending
that additional fire insurance by carried on the following:
Roof of Reservoir, City Yard
Contents of auto repair shop
Wood frame, stucco pump house,
Pumping Plant No.2, E. Vernon

It was moved by Mai11iard, seconded by Trowbridge, that the commu-
nication be filed ahd re9ommendation approved. Motion carried.
Communication from the City Engineer and T. V. Cassidy. City At-
torney, was read, eecommending the employ.ent of Mr. Edward R. Bowen as
a consultant for the purpose of investigating and reporting in the matter
of potential pollution of underground water supply of the City and en-
virons, at the compensationof $400.00 per month.
It was moved by Trowbrige, seconded by Mai1liard, the communica-
tion be filed and recommendation approved. Motion carried.
Communication from the City Emg~nBer, recommending that the day
pay rate of Mr. J. C. Neilsen of the Street Pepartment be raised from $4.80
per day to $6.00 per day, also authority to e~ployMr. Glenwood Ashby as
semi-skil~ed laborer at the rate of $6.00 per day, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and recommendation approved. Motion carried.
Communication from the City Engineer was read, in regard to
request of Buttress & McClellan, Inc., that water service at 4581 Pacifie
Blvd. be baken from near by fire hydrant. The City Engineer reports that
this property lies along the westerly roadway of Pacific Blvd. and cannot
be directly connected with the City's water main, which is in the east
roadway, without crossing over the private right-of-way of the Los Angeles
Transit lines Co. Such crossing is objectionable in many ways - - each
installation of this sort only creates difficulties for the succeeding
applicant, and the probbem will not be solved until such time as the frontage
owner. get together and install a water main in the west roadway of
Pacific Boulevard.

communication be filed and recommendation be approved. Motion carried.
Communication from C. A. Heinze, Consulting Engineer, in re-
gard to letter and documents from Guthrie, Darling and Shattuck regard-
ing transfer and sale of certain electrical equipment to the Nor~is
Stamping & Manufacturing Company by Southern California Eidson Co.,
was read - - credit in the amount of $11,369.65 was received and credited
to the accounts of the City of Vernon in reports of Edison Company for
month of August, 1945. Instead of crediting the City with $11,368.65
an actual credit of $11,568.39 was made. This amount was in error and
finally corrected in the accounts of September, which has been checked
and found correct.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed. Motion carried.
Communication from the' Fire Chief, requesting authority to
reinstate Mr. M. L. Ballard to his former position in the fire department,
was read. Mr. Ballard has been discharged from the armed services and
wiahes to resume his position with the fire department.
It was moved by Mailliard, seconded by poxon, 1;hat the cODlnunl-
cation be filed and request granted. Motion carried.
Communication from J. R. Molony Co. offering to write a four-
year Public Official Bond for G. A. Anderson, as Deputy City C~rk and
Deputy City Treasurer at premium of $443.75 for each bond instead' of
$500.00, was read. Asaving of $112.50 for the two bonds will be incurred
for a four year period.
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed and the offer be ace~pted, Motion carried. ~
Communication from Skilsaw, Inc., requesting curb paintin~ at
2645 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the Police Department.
Motion carried.
Communication from Pioneer-Flitkote Co. submitting a map of
plant and propos~d layout of painting of curbs to eliminate and regulate
parking on 55th ~t., was read.
It was movedby Mailliard, seconded by Poxon, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Report of F. H. Donnelly, Fire Chief, was read, on application
of R. P. Kr,tz, for permit to operate lumber yard at 2302 East 48th St.
The Fire qhief recommend. that permit be granted. Lumber business has been
operated by Northwestern Hardwoods ~o. for past 10 years, and has assurance
from new operator they will not handle the amount of lumber as the North-
western Hardwoods.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed and permit granted. Motion carried.
Communication from Mechanical Foundries Co. requesting the re-
consideration of their cupola request was read.
It was moved by Poxon, seconded by Anderson, that the communi-
cation be filed and the matter referred to the City Attorney, and the
Ciny Engineer. Motion ca~ried.

Communication from Eugene L. Gaudette in regard to application
for permit to operate taxicabs filed with City Council on December 18,
1945, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the whole board. Motion
carried.
Communication from J. Terrell for permit to operate a retail
lumber yard and office at 4545 Loma Vista Venue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu~
nication be filed and permit grated.' Motion -carried.
Communication from,Mary Muir requesting permit to operate a
restaurant at 4406 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from B. B. Brinker, requesting permit to operate
automobile repair shop at 2225 East 37th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Conmunication from W. R. Little requesting permit to sell box
lunches, was read with communication from Gaffers & Sattler, 4523 East 50th
Street and L. A. Spring & Wire Corporation, 3200 E. Slauson Ave. attached._
It was moved by Anderson, seconded by Trowbridge. that the commu-
nication be filed and the matter referred to the Pollce Department. Motion
carried.
Communication Frank J. Hill requewting renewal of box lunch permit
which had before going into servtce, was read.
It was moved by Trowbridge, seconded by poxon, that the communica-
tion filed and permit granted subject to the approval of the Police Depart-
ment. Motion carried.
Communication from Los Angeles Inner Spring Co. requesting permit
to conduct a mattress inner spring business at 5708 Alcoa Ave., was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Dock Miller requesting"perinit to sell box
lunches, was read with communication from K. ~. Halliburton, Inc. 4724 So.
Boyle Avenue attached.
It was moved by Anderson, seconded by Poxon, that the communica-
- tion be filed and ,the matter referred to the- Police Department. Motion
carried.
Communications from the following firms requesting permits to
haul refuse from their premises upon and along the streets of the City of
Vernon, were read: Vi~refrax Corp. Mission Dry ~orp., and SafewayStores.
It was moved by Trowbridge, seconded by ~on, that the communica-
tions be filed and permits granted. Motion carried.

It was moved by Poxon, seconded by Anderson, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building,
Purohasing and Library was read.
It was moved by Poxon, seconded by Mailliard, that the report
be filed. ~otion oarried.
Communication from California Cotton uil Corp. stating they
are prepared to proceed .at once with all the neoessary work to install
14 in. cast iron water main and request that a permit be granted fur
the storage ofhBy and straw, was read.
It was moved by Poxon, seoonded by Anderson, that the commu-
nicat.ion be filed and permit granted subject to the approval of the
City bngineer and the City Attorney. Motion carried.
Report of Edward R. Young on Outfall Sewer case, was read.
It was moved by Trowbridge, seconded by Anderson, that special
counsel be authorized to make a motion for new trial, and if denied,
to appeal the case. Motion carried.
. HllSGLUTION NO. 1286., a resolution apprOVing an act of the
Mayor of t~e City of vernon, was read.
It was moved by Anderson, seoonded by Trowbridge, that Resolu-
tion No. 1286 be adopted. Motion oarried.
RESOLUTION NO. 1287, A resolution apprOVing the return of
Ernest Giles from a leave of absence, was read.
It was moved by Trowbridge, seoonded by Anderson, that Resolu-
tion no. 1298 be adopted. Motion carried.
RESOLUTION No. 1288, a resolution authori.ing G. A. Anderson
Deputy City Treasurer to act in the place of and for F. G. French, City
Treasurer, during the latter's illness, was read. '
It was moved by Trowbridge, seconded by Anderson, that Resolu-
tion No. 1288, be adopted. Motion carried.
