MINUTES OF REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON, HELD ON
FEBRUARY 19, 1846 at 2:00 O'CLOCK P.M.
IN THE OFFICE OF THE CITY COUNCIL, AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA
COUNCILMEN PRESENT: Messrs. Leonis, Anderson, Poxon and Trowbridge

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Trowbridge, seconded by Anderson, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer, on request of City of Bell
contemplated extension of municipal bus line into City of Vernon
The City Engineer reports that the City of Bell Municipal Bus
operating on private streets in the Central Manufacturing dis-
remommends that the communications be filed.

It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and the matter referred to the City Attorney. Motion
carried.
Communication from the Fire Chief requesting authority to re-
instate Mr. M. L. Ward to his former 'position in the fire Department, was
read. Mr. Ward has been discharged from the iDmed services and wishes to
resume his position with the Fire Department.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nicationbe filed and request granted. Motion carried.
Communication from the Fire Chief requesting authority to rein-
state Mr. J. L. Hardin to his former position in the Fire Department was
read. Mr. l-.ardin has been discharged from the armed ser~es and wishes to
resume his position with the Fire Department.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and request granted. Motion carried.
Communication from the Fire Chief submitting vacation list for the
fire department was read.
It was moved by Trowbridge, seconded by Poxon, that the commu-
nication be filed. Motion carried.
Communication from Vernon Industrial Development Association, to-
gether with communication from Stanley W. Guthrie, attorney for the Asso-
ciation in regard to the change-over from 50 to 60 cycle energy by the
Southern California Eclison Co, together with proposed copy of resolution in
regard to change-over, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nicat'ion. be approved and filed. Motion carried.
Communication from Bethlehem Steel Corp. in regard to the proposed
expansion of their plant, and in preparing the layout drawings for this
project, assume that after Randolph Street ia improved, their pr~perty line
will be 40 ft. north of the Pacific Electric right-of-way, was read.
It was moved by Paxon, seconded by Anderson, that the communica-
tion be filed and the matter referred to the City Engineer. Motion
carried.

Communication from A. E. Stebbings, Attorney, in regard to
Lots 1, 2, 3, 4, 11, 12, 13 and 14, Block G of De.y Star Tract and the
barricade maintained by Santa Fe Railway Co. preventing the use of 30th
street, 'was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the City Engineer for r~port.
Motion carried.
Communication from Union Pacific Company regarding the location
of Aath Packing Company at the northwestcorner of Downey Road and Leonis
Blvd.. was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Pete S. Pelligrino requ~sting permit to oper-
ate an aluminum and brass foundry at 2057 East 37th titreet, was read.
It was moved by Poxon, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communica~lon from E. R. McDonald requesting permit to operate
an electrical business at 2627 Santa Fe Avenue, was read.
It was moved by poxon, seconded qy Anderson, that the communica-
tion be filed and permit granted. Motion carried.
Communication from H. M. Sperling requesting permit to operate a
deug and drug sundries business at 4517 Produce Plaza, was read..
IV was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Robert L. Smith requesting permit to operate
a tool and cutter brinding business at 2410 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, t~t the commu-

Communication from Matilda Campos requesting a permit to sell

Communication from Oro Chemical Co. regBrding the establishing
of a synthetic soap business within the city, also asking if Quonset
buildings are permitted, was read.
It was moved by poxon, seconded by Anderson, that the communi-
cation be riled and permit denied. Motion carried.

his client selling dishes, blankets, ~ewelry, etc., wishes to solicit
within the City of Vernon, was read. .
It was moved by Poxon, seconded byTrowbridge, that the communi-
cation be filed and the matter referred to. the Committee of the Whole .
Motion carried.
Communication from Reid Publishing Co. in behalf of the Los
Angeles Council of Veterans of Foreign Wars stating they wish to solicit
advertisements within the city of Vernon, was read.
It was moved by Trowbridge, seconded by Poxon, that the commu-
nication. by filed and the l11a.tter referred to the Police Department. Motion

Communication from Business Systems Inc., requesting curb paint-
ing at 2627 Santa Fe Avenue, was read.
It was moved by Trowbridge, ~econded by Poxon, that the communica-
tion be filed and the matter referred to the police department.Motion

Communication from Norris Stamping &: Mfg. Co. requesting pedes-.
trian crossing on Soto Street, between Fruitland Road and 54th Street, was
read.
It was moved by Poxoh, seconded by Anderson~ that the communica-
tion be filed and the matter referred to the police Department. Motion
carried.
Communication from Armored Trunk Mfg. Co. requesting curb paint-
ing at 2528 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the communi-
cation be filed and the matter referred to the Police Department'. Motion
carried.
Communication from Owens-Illinois Glass Co. requesting curb
painting on Fruitland Road, south of plant premises, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from CalifOrnia Container Corp. requesting curb
painting at 5008 So. Boyle A~eh~e, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed and the matter referred to the Police Department.
Motion carried. .
Communications from the following firms requestins permission
to haul refuse from their premises along and upon the streets of the City
of Vernon, were read: Mrs. C. Grenot and Southern California Meat Co.
It was moved by Trowbridge, seconded.by Anderson, that the COm-
munications be filed and permits granted. Motion carried.

Report of the Police Department was read.

It was moved by Trowbridge, seconded by Anderson, that the
report be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.
It was moved by Anderson, seconded by Poxon, that the report
be filed. Motion carried.
Communication from Francis Bates, City Engineer, requesting
authority to reinstate Mr. William I. Hudson, as pumping plant operator
at rate of $215.00, was read. Mr. Hudson has been discharged from the
armed services and will fill the vacancy caused by resignation of Mr.
Louis M. Schilder.
It was moved by Anderson, seconded by Poxon, that the communica-
tion be filed and request granted. Motion carried.
Communication from Bl1xton, Inc. requesting permit to conduct a
business of manufacturing and selling commercial refrigerators at 1960
East 48th Street, WQS read. .
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and permit granted. Motion carried.
Report of C. A. Heinze, Consulting Engineer on operation of
Electric System for the month of December, 1945 by the Southern Calif-
ornia Edison Co. .as read..
It was moved by Trowbridge, seconded by Anderson, that the
report be filed. Motion carried.
It was moved by Trowbridge, seconded by Anderson, that the City
Council determine at the next general municipal election to be held April
9, 1946 that the polls at said election shall be open between the hours of
6:00 AM and 6:00 PM and the Clerk be instructed to set forth said hours
in his notice of election. Motion carried.

RESOLUTION No. l289,a resolution exerc1sing'the City's option
contained in that certain lease agreement between the City of Vernon, and
Southern California Edison Co,. Ltd. dated Februa:ry.23, 1937, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution
No. 1290 be adopted. Motion carried.
Communication from Bank of America, 38th & Santa Fe Branch in
reference to addit ional st:r.e.~t lights near their premises J was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and referred to the City Engineer and City Electrical Engin-
eer for investigation and report. M~tion carried.
It was moved by Poxon, seconded by Anderson, that the City At-
torney be authorized and instructed to prepare an ordinance prohibiting the
parking of motor vehicles 1n all alleys in the City of Vernon.except for
the purpose of loading and unloading. Motion carried.
