19460305 Regular City Council Meeting - Minutes MINUTES OF REGULAR MEETING OF THE CITY C OUNC IL OF THE CITY OF VERNON, HELD ON MARCH 5, 1946 at 2:00 O'CLOCK P. M. IN THE OFFICE OF THE CITY COUNCIL, at 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCILMEN PRESENT: Messrs. Leonis, Anderson, roxon, Trowbridge and Mailliard C OUNC ILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Poxon, seconded by Anderson, that the minutes of the pre~ious meeting be approved. Motion carried. Communication from the City Engineer regarding request of Bank of America for additional street ligb,ting on East 38th Street, west of Santa Fe Avenue, was read; ~he City ~gineer requests authority to order SoutheI'n California Edison <';0. to place bracket lamp of 4000 lumens on new pole to be set in 38th street and first alley west of Sa at a Fe Ave. It was moved by Anderson, seconded by Trowbridge, that the com- munication be filed and the authority granted. Motion carried. Communication from Carl A. Heinze," Consulting Electrical Engin- eer, submitting releases and conveyances received from Harris Trust & Savings oank to City of Vernon, covering betterments, additions, alter- ations and improvements to Vernon electrial system, was re~d. The Con- sulting Electrical Engineer regorts that he has checked the releases and conveyances and finds they fully described the electrical property trans- ferred and involved under the terms of the lease agreement as property added by the Edison Company as of November 30, 1945. It was moved by Anderson, seconded by Trowbridge, that the report and communication be filed. Motion carried. Communication from State Department of Public Health submitting application for permit for the disposal of sewage as provided by the Health and Safety Code, was read. . It was moved by Anderson, seconded by Poxon, that the commuhica- tion be filed and the referred to the City Attorney. Motion carried. Communication from County of Los Angeles Disaster Medical Service requesting names of individuals who are to be contacted in case of disaster was read. It was moved by Poxon, ~econded by Trowbridge, ~hat the communica- tion be filed and the matter referred to the Police and Fire Departments. Motion carried. Demand from State Board of Equalization, Sacramento, requesting payment. of sale tax from period of January 1, 1936 to September 30, 1945 for purchases made out of State, was read. It was moved by Anderson, seconded by Mailliard, that the demand be filed and the matter referred to the City Attorney. Motion carried. Report of LoIS Angeles Transit Lines on ,tl'ranchise No. 91, 521 and 576 for period ending uecember 31, 1945 together with check in the sum of $3,586.52, was read. ' It was moved by Poxon, seconded by Anderson, that the report be f;t.led and check accepted. Motion carried. i~J5 Report of Southern California Edison Co. on Franchise No. 503, and 504 for period ending January 1, 1945 together with checks in the amount of $573.06, was read. It was moved by Poxon, seconded by Anderson, that the report be filed and the matter referred to the Electrical Engineer. Motion carried. Invitation by League of California Cities to membership in the Leagu~,stating that annual service charge is $40, was read. It was moved by Trowbridge, second~d by Mailliard, that the invitation be filed. Motion carried. Communication from A. M. Castle & Co. regarding traffic condi-. tions at 55th & Alameda Streets, was read. It was moved by Trowbridge, seconded by Anderson, that the commu- nication befi1a d and the matter referred to the City Engineer. Motion carried. Communication from Model Meat Company, requesting street light at 44th street and Alcoa Avenue, was read. It was moved by Anderson, Seconded by Mailliard, that the commu- nicati on be filed and the matter referred to the City Engineer. Motion carried. Communication from ~. E. Clark & Son Paper Box Factory requesting permit to operate set-up paper box business at SE corner of Seville and Leonis Boulevard, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and referred to the City Engineer. Motion carried. Communication from The Meyercord Co. requesting permit to engage in Lithographing and Screen Process business for the purpose of manufactur- ing, warehousing, sale and distribution of decalcom~nia transfers at 3876 Santa fe Avenue, was read. It was moved by poxon, seconded by Trowbridge, that the communica- tion be filed and permit gra~ted. Motion carried. Communication from Industrial Sheet Metal Works for permit to operate 8 sheet metal busi~ess at 2626 Fruitland Road, was read. It was moved by Poxon, seconded by Trowbridge, that the communica- tion be filed and permit granted. Motion carried. At this time the City Attorney reported that the C'ommittee had a meeting with the Filtrol Company and that a written report would be filed at the next meeting. Whitson requesting permit to place milk dispensing machine at warehouse of Sears Roebuck Co. 5525 S. Soto Street, with letter of approval from Sears Roebuck Co. attached, was read. 2. ....- ,("..... Cooper Steel Co. requesting permit to conduct a wholesale steel business at 4800 Corona Avenue, was read. . Lane requesting permit for the manu- facture of concrete bricks and tile at northwest corner of Grande Vista Ave- nue and Washington Blvd. was read. It was moved by Mailliard, seconded by Anderson, that the commu- nioation be filed and permit granted. Motion carried. Communications from the following firms, requesting permit to haul refuse from their respective premises along and upon the streets of the city of Vernon, were read: Lumidor Manufacturing Co. and Western Gasket & Packing Co. It was moved by Trowbridge, seconded by Mai11iard, that the communications be filed and permits granted. Motion carried. RESOLUTION No. 1290,a resolution establishing a polling place, appointing election officers to conduct a general Munioipal election to be held April 9th,1946 and-fixing their compensation, was read. . It was moved by Mai11iard, seconded by Poxon,that Resolution No. 1290 be adopted. Motion canied. RESOLUTION No. 1291, a resolution approving an agreement be- v/ tween the City of Vernon, aDd Mechanical Foundries Co. a California corpo- ration, was read. It was moved by Mailliard, seconded by Poxon, that Resolution No. 1291, be adopted. Motion carried. Report of the Police Department was read. It was moved by Poxon, seconded by Trowbridge, that the report be filed. Motion carried. Report of the Committee on Street Maintenance, Building, Purchas- ing and Library was read. It was moved by Poxon, seconded by Trowbridge, that the report be filed. Motion carried. It was moved by Mailliard, seconded by Trowbridge, that the City Attorney be authorized and instructed to draw a building ordinance and present same to the City Council, in reference to the set back of a certain type of buildings from the street line of the city of Vernon. Motion carried. Copy of agreement between City of Vernon and Mechanical Foundries Company together with certified check in the sum of .5000.00 for the opera- v" tion of iron foundry at 4545 Pacific Blvd. was read. It was moved by Mai111ard, seconded by Anderson, that the copy of agreement .be filed and check accepted. Motion carried.
