MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC IL OF THE CITY OF VERNON.
HELD ON MARCH 19. 1946 AT 2 :00 O'CLOCK

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson, seconded by Trowbridge, that the min-
utes of the previous meeting be approved. Motion carried.
Communication from the City Engineer, requesting authority
to employ Mr. Melville ~llard as pumping plant operator at rate of $200.00
per month, effective March 19. 1946, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed and request approved. Motion carried.
Communication from the City ~gineer submitting insurance costs
on reservoir roof ($8000.00) $88.00, contents of auto shop($1500.00) $63.00,
pump house No.2, East Vernon Avenue ($5000.00) $24.15, was read. These
insurance premiums are based upon expected approval by Board of Fire Under-
writers for blanket rate for all city property.
It was moved by Poxon, seconded by Mailliard, that the communica-
tion be filed, and approved. Motion carried.
Communication from the City Engineer, on request of Model Meat Co.
for street light at 44th & Alcoa Avenue was read. The City Engineer reports
that only one-half of intersection is in City of Vernon, and there is now a
street light a few hundred feet north of requested light, and recommends that
the request be denied.
It was moved by Anderson, seconded by Trowbridge, that the COmmu-
nication be filed and the request be denied. Motion carried.
Communication from the City Engineer requesting approval of the
employment of Mr. K. C. Mahan, electrician employed by So. California Edison
Co., for maintenance work on traffic signals at the rate of $2.00 per hour,
was read.
It was moved by Trowbri<iige, seconded by Anderson, that the commu-
nication be filed and request granted. Motion carried.
~ommunication from T. V. Cassidy, City Attorney, reporting on
tax claim of State Board of Equalization for sale and use tax on items pur-
chased out of state; was read. The City Attorney reports that the State of
Limitations does not run t1ntil three years after the date of determination;
this determination was made by the Board of Equalization on January28, 1946,
and it is now due and payable. .
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed. Motion carried.
Communication from Southern California Edison Company submitting
certain recommendations to the electrical .system, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and the matter referred to the Electrical Engineer. Motion
carried.
Communication from State Department of Public Health SUbmitting
sewage disposal resolutions, was read.

Report of American District Telegraph .-co. on ffianchise ordinance
No. 166.for period ending February 28,1946 together with check in the sum
of $1166.05, was read.
It was moved by Trowbridge, seconded by Mailliard, that the report
be filed and check accepted. Motion carried.
Report of C ~ .A. Heinze, Consulting Engineer, on operation of
electrical system by Southern California Edison Co., for month of January,1946.
was read.
It was moved by Anderson, seconded by Poxon, that the report
be filed. Motion carried.
Report of Vernon Industrial Development Association for period
ending December 31, I 945, was read.
It was moved by Anderson, seconded by Poxon, that the report be
filed. Motion carried.
Communic~tion. from Los Vegas Land & Water Co. (Frank Stron~) in-
quiring if zon.ing of property at Northwest corner or Leonis Blvd. and owney
Road will permit the conducting of hog meat packing operations with no
slaughteri-ng on premises, was read.
It was moved by Poxon, seconded by Anderson, .that the communica-
tion be filed. Motion carried.
Communication from O. E. Clark & Son Paper Box Factory in regard
to their request for a permit to operate a set-up paper box business at the
Southe_st corner of Seville and Leonis Boulevards, stating that allmaterials
are delivered to them ready to use, was read.
It was moved by Anderson, seconded by Trowbridge, thattpe commu-
nication be filed and permit to operate granted. Motion carried.
Communication from National Lead Company stating they have com-
pleted negotiations for the purchase of an option on a five acre tract of land
located at 3107 East 26th Street, now owned by Wells Truckways, stating they
intend to erect modern buildings for the manufacture of paints and varnishes, ,
warehousing and offices, and requesting approval so that it may be forwarded
to their officers and directors in New York, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and approval granted. Motion carried.
Communication from Vermont Tool and Supply Co. regarding pending
buibding application, was read. ,
It was moved by Poxon, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Committee of the Whole. Motion
carried.
Communication from Coulter-Sibbett Steel Company requesting a
permit for the jobbing of tool and alloy steels at 5524 Alcoa Ave. was read.
It was moved by Poxon, seconded by Anderson that the communication
be filed and pe~lt granted. Motion carried.
Communication from Weyler Transportation Qo. requesting permit
to operate a new car sales agency at 1938 E. Vernon Ave. was read.
It was moved by Poxon, seconded by Anderson that the communica-
tion be filed and permit granted. Motion carried.

Communication from A. J. Blaclanore requesting a permit to serve
lunches from lunch wagon to employess of Lumidor Mfg. Co. at 4601 East 50th
Street, with approval of Lumidor Mfg. Co. attached, was read.

nication be filed and the matter referred to the Bolice Department. Motion
carried.
Communication from Thomas A. Tracy requesting permit to park lunch
wagon pn property at 3837 Santa Fe Avenue (I. Ybarra Service Station) for the
purpose of selling food to general public, was read.
