19460402 Regular City Council Meeting - Minutes , MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON APRil, 2nd, 1946 at 2:00 O'CLOCK P. M. IN THE OFFIC E OF THE CITY C OUNC II, 4305 SANTA FE AVENUE, VERNON,CALIFORNIA COUNCILMEN PRESENT: COUNCILMEN ABSENT: Messrs. Leonis, Anderson, Poxon and Trowbridge Mailliard The meeting was called to order by Mayor J. B. Leonis. It was moved by poxon, seconded by Anderson, that the minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer, requesting authority to employ Lloyd Earl Ebert, as laborer in the Street Department, at the rate of $6.00 per day, effective March 30, 1946, was read. - It was moved by Poxon, seconded by Anderson, that the communica- tion be filed and request granted. Motion carried. Communication from the City Engineer, in regard to letter from A. M. Castle & Co. requesting boulevard stop at 55th & Alameda Street, was read. The City Engineer reports that it would be impossible to place stop sign to control north bound traffic on west roadway of Alameda Street due to a spur track which now occupies the area in which s top sign would have to be placed, and that A. M. Castle Co. has been a dvised of this condition. It was moved by Trowbridge, seconded by Anderson, that the commu- nication be filed. Motion carried. Communi~ation from the City Engineer, submitt!ng a proposal from Baugh Bros. & Co. for construction of water main between 26th street and ~andini Blvd. was read. The City Engineer recommends that the proposal be referred to the City Attorney for recommendation with respect to further procedure. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to the City Attorney for recommen- dation. Motion carried. Communication and. report of Carl A. Hein~e, Consult!ng Engineer on franchise report of Southern California Edison Company on FranChises 503 and 504,.as read. Mr. Heinze reports that he has checked the reports and the checks in the amounts of $187.72 and $385.34 are in agreement. It was moved by poxon, seconded by Trowbridge, that the communica- tion be filed. Motion carried. Report of the Richfield Oil Company on Franchise 432 for period ending December 31, 1945 together with check in the sum of $200. was read. (The 2% payment would amount to $174.03 which is less than the minimum of $200.00 required by franChise). . It was moved by Anderson, seconded Trowbridge, that ~he communica- tion be filed and the matter referred to the City Engineer in respect to .future ownership of pipe for repair. Motion carried. Communication .from League o.f California Cities, submitting copy o.f letter written to Assemblyman, Jonathan Hollipaugh, extending appreciation for his support in $90,000,000 City and County program, was read. It was moved by Poxon, seconded by Anderson, that the communication be .filed. Motion carried. Agreement submitted-by Los' Angeles County Sheri.ft's O.f.fice for -Disaster Communication Service between Los Angeles County Disaster Relief Authority and the City o.f Vernon, was read. It was moved by Anderson, seconded by Trowbridge, that the matter be referred to the Police Department for report, and .filed. Motion carried. Communication .from F. H. Donnelly, Fire Chie.f, in regard to request o.f Machinery Sales Co. .for permission to erect tent .for temporary storage o.f surplus machine parts at 3838 Santa Fe Ave., was read. Mr. Donnelly recom- mends that request be granted as he has been assured that the tent has been fire-proofed by the Pacific Flameproofing Co. It was moved by poxon, seconded by Anderson, that the communica- tion be .filed. Motion carried. Communication from C. L. Skinner, 6512 Chanslor Ave. Bell, to conduct a private patrol business within the city, was read. It w~s moved by Trowbridge, seconded by Anderson, that the commu- nication be .filed and request denied. Motion carried. Communication .from Hi-Standard Co. requesting a permit to manufacture toys and wheel goods at 2920 SantaFe Avenue, was read. It was moved by TrOWbridge, seconded by poxon, that the communication be filed and permit granted. Motion carried. Communication .from Harold Roth requesting permit to operate restau- rant at 2213 E. 38th Street, .formerly known as LaRue's Cafe, was read. It was moved by Poxon, seconded by Anderson, that the communication be filed and the matter referred to the Police Department. Motion carried. Communication from John Boisserano requesting permit to operate a box lunch route within the city, was read. It was moved by Anderson, seconded by Trowbridge, that the communi- cation be filed and the matter referred to the Police Department. Motion carried. Communication .from Ross H. Moore requesting permit to operate a lunch route within the city was read. It was moved by Anderson, seconded by Trowbridge, that the communica- tion be .filed and the matter referred to the Police Department. Motion carried. Communication from Erle P. Halliburton, Inc. requesting curb painting at 4724 S. Communication rrom Rex O. Seaver submitting a bid of $125.00 for Graham Stake Truck owned by City and used for Civilian Defense purposes, was read. It was moved by Poxon, seconded by Trowbridge, that the communica- tion be filed and the matter laid over until the next meeting. Motion carried. Report of the Police Department was read. It was moved by poxon, seconded by Trowbridge, that the report be filed. Motion carried. Report or the Committee on Street Maintenance, BUilding, Purchasing and Library was read. It was moved by poxon, seconded by Trowbridge, that the report be ~iled. Motion carried. Communication from United Steel Workers was read.
