19460416 Regular City Council Meeting - Minutes ,':""~" MINUTES OF THE REGULAR MEETING OF THE CITY C OUNC IL OF THE CITY OF VERNON, HELD ON APRIL 16, 1946 at 2:00 O'CLOOK P. M. IN THE OFFICE OF THE CITY COUNCIL 4305 Santa Fe Avenue, Vernon, California COUNCILMEN PRESENT: Messrs. LEONIS, ANDERSON, POXON, TROWBRIDGE AND MAILLARD COUNCILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Poxon, seconded by Anderson, that the reading of the minutes of the previous meeting be suspended. Motion carried. The City Clerk announced that this was the time and place set by law for the canvassing of votes for the General Municipal Election held on April 9, 1946. . . The City Council at this time canvassed the votes cast at said General Municipal Election and found that the total number of ballots used at said general election was 89; the total number of ballots spoiled - 1; the whole number of votes cast at said election was 88; that the names of the persons voted for were: G. H. Anderson, J. B. Leonis, C. W. Trowbridge, Raymond Duran, John Hoffman and Lundy Guerrini; that the names of the persons elected were: G. H. Abderson, J. B. Leonis and C. W. Trowbridge; that G. H. Anderson received 69 votes; J. B. Leonis received 71 votes and C. W. Trowbridge received 68 ~otes. After the canvassing of said votes, Councilman Poxon intro- duced Resolution No. 1293, a resolution declaring the results of the election and moved its adoption, which was seconded by Councilman Ander- son and ~nanimously carried. At this time the City Cl~rk administered the constitutional oath of office to all duly eleeted Councilmen, and it was moved by Trowbridge, seconded by poxon, tqat J. B. Leonis be elected Mayor of the City of Vernon. Motion carried unanimously. ~ At this time the Mayor announced that he would appoint the Committees for the approval of the City Council at the next meeting. Communication from the City Enginner submitting a lease executed by Pete Strattes for portions of certain unused portions of city property for farming purposes, was read. The lease is to run for one year beginning April 7, 1946 at a rental of $250.00 per year, and the City Engineer recom- mended the approval of said lease. , - It was moved by Poxon, seconded by Trowbridge, that the commu- nication be filed and the recommendation of the City ~gineer approved. Motion carried. Communication from the City Engineer on letter of Union Oil Com- pany requesting permission to abandon in place small sections of their pipe lines in 55th street and Boyle Avenue, was read. The City Engineer recommends that the request be granted so as to not distdrb the street payments. It was moved by Anderson, seconded by Poxon, that the commu- nication be filed and the matter referred to ~he City Engineer and City Attorney for report. Motion carried. 173 1. Communication from the City Engineer, recommending that the stucco 10 car garage and repair shop in rear of City Hall be included in the insurance policy by J..R. Moloney Co. in the amount of $7500.00, was read. The insurance premium for three-year period will be approximately $100.00. It was moved by Trowbridge, seconded by Poxon, that the communi- cation be fiid and recommendation concurred in. Motion carried. Communication from the City E~ineer, submitting letter from Edward R. Bowen on progress of Filtrol Corporation, regarding disposal of liquid waites, was read. It was moved by Trowbridge, seconded by Poxon, that the commu- nication be filed. Motion carried. Co~unication from the City Engineer regarding offer of Mayfair Companies to pay one-half of the cost of grading and surfacing the middle 25 ft. with pre-mix rock and oil on F'ruitland hOad, between Pacific Blvd., and Santa Fe Railwal tracks, was read. The City Engineer stated he has two bids, $1427.00 and '1471.20 for this work and recommends that. the Griffith Company do the work provided the City first receives the sum of $750.00 from the Mayfair Companies to pay their share of the cost, including engIneering. It was moved by Trowbridge, seconded by Maillard, that the commun~ cation be filed and the recommendation of the City Engineer approved. Motion carried. . Communication from the qity Engineer requesting authority to em- ploy two chainmen at the rate of ~150.00 per month effective April 16, 1946, was read. It was moved by Anderson, seconded by Poxon, that the communicatio be filed and request granted. Motion carried. Report of the Police Department on request of Harold Roth for permit to operate restaurant at 2213 E. 38th Street, formerly known as LaRue's Cafe, with the recommendation of the Police Department that the permit be granted, was read. It was moved by Trowbridge, seconded by Poxon, that the report be filed and recommendation granted. Motion carried. Communication from Board of Public Works, City of Los Angeles, submitting report of City Engineer, recommending that consideration be given to the arrangements of financing with the communities and districts outside the City of Los Angeles, on proposed sewage treatment plant at Hyperion, was read. It was moved by Trowbridge, seconded by Anderson, that the communi cation be filed. Motion car~ied. Copy of Resolution of the Board of Supervisors of Los Angeles County in regard to housing for veterans, was read. It was moved bypoxon, seconded by Maillard, that the communica- tion be filed. Motion carried. Communication from Los ~geles Transit Lines, submitting copy of application filed with California Railroad Commission for the establish- ing of a new route on East Washington Blvd., was read. 2. 174 It was moved by Poxon, seconded by Anderson, that the communica- tion be filed and the matter referred to the City Engineer. Motionc arried. Report of the Southern California Gas Company on Los Angeles County Franchise Ordinance No. 467 for period of July 1, 1945 to December 31:, 1945, was ~ead. (No mains laid.) , It was moved by Trowbridge, seconded by Maillard, that the report be filed. Motion carried. Communication from David Singer (Cowboy Cafe) requesting permis- sion to use portion of cfty property on north side of 44th street at Downey Road for car parking purposes, was read. The communication states he will pay the City a reasonable.amount of compensation for the use. It was moved by Anderson, seconded by MailliaI',d, that the commu- nication be filed, and the matter referred to the City Engineer. Motion carried. Communication from Gommmercial Sand Blast Company requesting to be relieved of the $5000.00 bond posted in connection with excavation oper- ations at 2669 East 26th Street, as the land has been leveled and property sold, was read. It was moved by poxon, seconded by Anderson, that the communica- tion be filed and the matter referred tothe City Engineer for report. Motion carried. Communication from John A. Zublin requesting permit to conduct the business of ljanufacturing, leasing and operating of equipment to drill deviating holes from oil wells at 236~ Eas~ 51st Street, was read. It was moved by Poxon, seconded by Anderson, that the communica- tion be filed and the matter referred to the Fire Department for report. Motion carried. Communication from Holbroke Supply Co., requesting permit to oper~ ate a distributorship and jo~bing business of industrial hardware at 3151 E. Slauson Ave., was read~ It was moved by Anderson, seconded by Maillard that the communi- cation be filed and permit granted. Motion carried. Communication from Stanley King requesting permit to operate a barber shop at 3939 Soto Street, was read. It was moved by Trowbridge, seconded by Mailliard, that the commu- nication be filed and permit granted. Motion carried. Communication from Western Pulp & Specialty Co. requesting permit to process and manufacture paper pulp items, known as three dimentional paper items as radio speaker diaphrams at 2124 E. 51st St. was read. , It was moved by Poxon, seconded by Anderson, that the communica- tion be filed and the matter referred to the City Engineer for report. Motion carried. Communication from Bechtel Brothers McCone Company requesting permit and license to do business at 4620 Seville Avenue, in connection with frequency change-over for Southern California Edison Co. was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and request granted. Motion carried. Communication from Sidney Piker {Barq's Bottling Co.} requesting permit and license to deliver soft drink beverages in the City, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed andpermit granted. Motion carried. 1-75 3. Report of the Police Department, was read. It was moved by Anderson, seconded by Trowbridge, that the re- port be filed. Motion carried. Report of the Committee on Street Maintenance, Building, Pur- chasing and Library was read. It was moved by Anderson, seconded bypoxon, that the report be filed. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operation of electrical system by Southern California Edison Co. for month of Febrll- arY, 1946, was read. It was moved by Trowbridge, seconded by ~aillard, that the report be filed. Motion carried. Communication from Carl A. Heinze, Consulting Electrical En- gineer regarding sale of certain meters to Southern California Edison Co. was read. It was moved by Poxon, seconded by Anderson, that the communica- tion be filed. Motion carried. Communication from W. B. Axford offering $135.00 ~or truck used in vivilia~ defense purposes, was read. It was moved by Poxon, seconded by Trowbridge, that the commu- nication be filed and the matter held over until the next meeting. Motion carried. It was moved by poxon, seconded by Anderson, that the Electrical and, Water Department of the City secure bids for junk copper and brass, etc. Motion carried.
