MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC IL OF THE CITY OF VERN ON.
HELD ON MAY 7th, 1946 at 2:00 O'CLOCK
P.M.IN THE OFFICE OF THE CITY COUNCIL

COUNCILMEN PRESENT: Messrs: Leonis, Anderson, poxon, Trowbridge and Leonis.

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson, seconded by Trowbridge, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer reques~ing authority to
employ Mr. P. B. McKiernan as Chainman at the rate of 1150.00 per month,
effective April 16, 1946, was pead.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and reqqest sranted. Motion carried.
Communication fram the City Engineer requesting authority to e.~:,
ploy Mr. M. V. Sieck as street painter at the rate of $7.00 per day, effect-
ive April 24, 1946, was read. I~
It was moved by poxon, seconded by Anderson, that 'the communica-
ti~n be filed and requested granted. Motion carried.
Communication and report of the City Engineer on application of
Western PUlp & Specialty Co. for permit tomanufacture paper pulp items at
2124 E. 51st St. was read. The Engineer reports that there would be no
special problems preated, and recommends that the permit be g:ranted.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication and report be filed and permit granted. Motion carried.
Communication and report of the City Engineer on request of David.
Singer (dba Cowboy Cafe) to lease certain owned City property at 44th and
Downey Road for parking purposes, was read. The City Engineer reports that
an additional water well will soon be drilled on this property and reco~nds
that the request be denied.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed and permit denied. Motion carried.
Communication from the Gity Engineer together with copy of Reso-
lution of State of California, Department of Public Health, in regard to dis-
posal of raw sewage into wateraofthe State without appropriate sewage
treatment was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from City Engineer on request of A.W.Hudson. (Com'l.
Sand Blast Co.) for release of bond guarangeeing certain excavation on p,rop~
erty at 2669 E.26th St.was. read. City Engineer reports that property has been
b~ought back to g;rade and recommends that the request be granted.
It was ~oved by Trowbridge,seconded by Anderson, that the commu-
nication be filed and request granted. Motion carried.
RESOLUTION No. 1294, a resolution approving Committees of said
Council appointed by the Mayor of said city was ,read.
It was moved by Anderson, seconded by Trowbridge, that the reso-
lution be adopted. Motion carried.

Communication from the City Engineer requesting authority to
expend not over $4000 for cleaning of sewers in Vernon Avenue and Santa
Fe Avenue, was read. The City Engineer reports that sewer line is badly
fouled and needs immediate cleaning.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed. Motion carried.
Communication from the Southern California EdisonCo. requesting
the City of Vem on to advertise for the sale of franchise and permission
to. make a temporary connection, pending said sale of franchise, was read.
It was moved by Anderson,. seconded by poxon, that tp. communica-
tion be filed and permit granted.
.. RESOLUTION No. 1295, a resolution authorizing and instructing the
City ~lerk to advertise the sale of franchise, was read.
It was moved by poxon, seconded by Anderson, that the Resolution
No. 1295 be adopted. Motion carried.
RESOLUTION No. 1296, a resolution authorizing the ,xpenditure
of public moneys by a four-fifths vote, was read.
It was moved by Poxon, seconded by Anderson, that Resolution No.
1296 be adopted. Motion carried by the following vote:
AYES: Leonis, Poxon, Anderson, Trowbridge andMlIl1ard.
NOES: None
ABSENT: None
Communication from the City Enginner, together with copy of ap-
plication to the California Railroad Commission by the Los Angeles Transit
Lines for permission to establish a new bus line route between Olympic Blvd.
at Soto Street and Washington Blvd. at Atlantic Ave. was read. The City
Engineer recommends that the request be granted, provided Los Angeles Trans~
Lines expresses willingness to bid for a Vernon City franchise.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed and the matter laid over until the next meeting.. Motion
carried. .
Communication and report of F. H. Donnelly, Fire Chief, on re-
quest of John A. Zublin for a permit and license for the manufacture and
operation of equipment to dPill deviating holes from oil wells at 2369
E. 51st StJeet, was read. The Fire Chief reports that business will
consist of office space only and recommends that permit be granted.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and permit granted. Motion carried.
Communication 8:nd reDPrt of L. C. Newman, City Mechanic, on truck
formerly used by City for Civilian Defense purposes,w as read. The City
Mechanic reports that approximate value of truck is about $100.00.
It was moved. by Trowbridge, seconded by Anderson, that the commu-
nication and report be fi~ed. Motion carried.
Communication from Los Angeles Transit Lines together with an
application to the State of California Rail.oad Commission, for an order
granting permission to increase fares for the transportation of passengers
on its lines and on lines of Los Angeles Motor Coach Lines, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.

Communication and report of Southern Calif. Gas Co. on Los Angeles
County Franchise 463, for period of July 1, 1945 to ~ecember 31, 1945, togeth
er with check in amount of 28~ was read.
It was moved by Anderson, seconded by ~oxon, that the communica-
tion be filed and the matter referred to Finance Committee. Motion carried.
Communication from Vernon Post. No. 338, American Legion request-
ing permission for the Auxiliary Unit to sell poppies in the City on May 24th
and 25th, was read.
It was moved by Trowbridge, seconded by Anderson, that the co..u-
nication be filed and permit granted. Motion carried.
Communication from Air Reduction Sales Co. requesting the placing
of "dead-end" street sign at entrance of Bickett Street at Slauson Ave.,
was read. .
It was moved by Anderson, seconded by Maillard, that the communica-
tion be filed and matter referred to City Engineer. Motion carried.
Communication from Allyn Tank Lines requesting curb painting at
2445 E. 26th Street, was read.
It was moved by Anderson, seconded by Maillard, that the communica
tion be filed and the matter referred toPolice Department. Motion carried.,
Communication from City of Bell regarding the extending of their
bus line on Leonis ~lvd. and on ~oto Street, was read.
It was moved by Anderson, seconded by Maillard, that the commu-
nication be filed and matter referred to City Engineer. Motion carried.
Copy of letter from T. V. Cassidy City Attorney, to Vernon In-
dustrial De~elopment Assn. in regard to the third Supplemental Application
>-,before the Railroad Commission of the State of California in regard to appli-
cation No. 26791 of the Southern California Edison Co. was read. City En-
gineer r~ports that application meets with the approval of the City Attorney
..and the ~onsultantEngineer of the City of Vernon.
It was moved by Anderson,seconded by Trowbridge, that the ccommu-
nication be filed. Motion carried.

Request of G. A. Anderson for a week's vacation leave commencing
May 20th, was read.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed and request granted. Motion carried.
. Communication from Industrial Machine Shop & Welding Co. for perm~
to operate at 3050 Leonis Blvd. was read.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be tiled and permit granted. Motion carried.
Communication from R. W. Cleghorn, truck service, requesting permit
to conduct tqe business of building trailers and reconstructing trucks and
trailers on East 37th St. east of Santa Fe Ave. was read.
It was moved by Anderson, seconded by Poxon,that the communica-
tionee filed and permit granted.

Communication from Jose A. Velasquez requesting permit to operate
an auto repair shop at 4416 Hawthorne St. was read. _
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and 1she<:matter laidover until the next meeting. Motion
carried.
Communication from Whitie Welding & Engineering Co. requesting
permit to operate a welding shop at 3321 E. Slauson Ave. was read.
It was moved by Maillard, seconded by Poxon, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Alan G. Post (Post Trans~ortation Co.) re-
questing permit to operate a cafeteria at 3152 E. 26th St., was read.
It was moved by poxon, seconded by Anderson, that the communica-
tion be filed and the matter referred to the Plice Department. Motion
carried.
Communication from E'rank J. Hill requesting a lunch permit to
serve the Axelson Mfg. Co. with letter of approval from Axelson Mfg. Co.
Attached, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be .filed and the matter referred to the Police Department. Motion
carried.
Communication from R. M. Silver requesting permit to serve
lunches, was read.
It was moved by poxon, seconded by Anderson, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Ross H. Moore requesting permit to sell
lunches, was read.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be .filed and permit granted. Motion carried.
Bid submitted by Richard C. Zindel in the sum of t150.00 for
Graham Truck used in Civilian Defense work, was read. The bid is for
truck less extra equipment added by city.
It was moved by Trowbridge, seconded by Anderson, that the
bid be filed and accepted. Motion carried.
Communications fram the following firms requesting permission
to haul refuse from their respective premises along and upon the streets
of the City of Vernon, were read: Vernon Kilns, Aluminum Body Corp.
H. L. Harvill Mfg. Co., Pool Cafe and Cutting Engineering Co.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nications be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconded by Trowbridge, that the
report be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by taxon, seconded by Anderson, that the report
be filed. Motion carried.

Commumication from T. V. Cassidy, City Attorney, in regard to
letter from City of Bell in connection with municipal bus service in City
of Vernon, was read. The City Attorney recommends that the City of Bell
furnish a map showing streets to be used in City of Vernon.
It was moved by Anderson, seconded by Trowbridge, that the eom-
munication be fil~d and matter referred to the City Engineer.Department.
Motion carried.
Communication from T. V. Cassidy, City Attorney, in regard to
request of Union Oil Co. to abandon in place sections of oil lines, was
read. The City Attorney recommends that the request of llTnion Oil eo. be
granted to abandon the small sections of their oil lines, disconnected with
their present lines in 55~h Street and Boyle Ave.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from the City Engineer submitting petition for the
improvement of Hampton Street between Fruitland Road and 49th Street, signed
by officials of the Factory Si.te Co. was read.
It was moved by Trowbridge, seconded by Anderson, that the com-
munication be filed and referred to the City Attorney. Motion carried.
It was moved by Poxon, seconded by Maillard, that a temporary
permit be issueg to 8,outhern California Bdison Co. to tap the present
60 KVA line on ~oto Street until a permanent franchise is granted.
Motion Carried.
It was moved by Anderson, seconded by Trowbridge, that a tempo-
rary perm~t be granted to Dougherty LUmber Co~~ to erect a temporary build-
ing on the premises as requested. Motion carried
