MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC IL OF THE CITY OF VERNON,
HELD ON MAY 21st, 1946, AT THE HOUR OF
2:00 P.M. IN THE O~'ICE OF THE CITY
COUNCIL, 4305 SANTA FE AVENUE. VERNON
CONNCILMEN PRESENT: Messrs. Leonis, Trowbridge and Mailliard
COUNCILMEN ABSENT: Anderson and Poxon
The meeting was called to order by Mayor J. B,. Leohis.
It was moved by Trowbridge, seconded by Maillard, that the
minutes of the previous meeting be 'approved. Motion carried.
Communication from Aircraft Tools Co. requesting permission to
manufacture, process, store and merchandise aircraft type tools at' 2306 E.
38th Street, was read.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from RudyF. Mufich and Ann Mufich requesting per-
mission to Qperate a cafe at 5819 Alcoa Avenue, was read.
, It was moved by Trobridge, seconded by Maillard, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from the City Engineer, recommending a program for v
the extension of water facilities in the City, was read.
It was moved by Maillard, seconded by Trowbridge, that the commu-,
nication be filed and the matter referred to the Water and Power Committee.
Motion carried.
Communication from Gale G. Kenyon, candidate for SuperVisor 1st
District, seeking me~ting with members of the City Council to discuss prob-
lems of Los Angeles ~ounty, was read. .
It was moved by Maillard, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from Southern California Telephone Co. enclosing af-
fidavit of earnings for the twelve months ending April 22, 1946,.. was read.
It was moved by Maillard, seconded by Trowbridge, that the COmmU-
nication be filed. Motion carried.
Communication from Southern California Telephone Co. enclosing
check in the amount of $15,633.41 covering franchise payment for the year
ending April 22, 1946, pursuant to Ordinance No. 108. was read.

It was moved by Trowbridge, seconded by Maillard, that the eommu-
nication be filed and the check aceepted. Motion carried.
Communicatiqn from the office of the Controller, State of Calif-
ornia, reporting changes in apportionment of ~otor vehicle license fees, waa
read.
It was moved by Maillard, seconded by Trowbridge, that the commu_
nicat"ion be filed and the matter referred:'.to the City Engineer. Motion
carried.

Communication from Pioneer-Flintkote Co~ requesting permit to
carryon the business of manufacturing roofing granules, asphalt fillers
and china clays at 5601 S. Boyle Avenue, was read.
It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed and the matter referred to the Fire Department for report.,
Motion carried.
Communication from the City Engineer, advising" that J. B. Drake
has been employed as chainman at the rate of $150.00 per month, effective
May 13, 1946 (approved at meeting of April 16, 1946), was read.
It was moveGl by Maillard, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from the City Engineer asking permission to emplor
J. M. Williams as semi-skilled laborer in the Street and Water Department
at the rate of $6.00 per 8-hour day, effective May 13, 1946, was read.
It was moved by Trowbridge, seconded by Maillard, that the commu-
.nication be filed and permit granted. Motion carried.
Demand of the State Board of Equalization for the payment of an
amount of $273.75, use tax on out of state purchases by the city, was read.

It was moved by Trowbridge, seconded by Maillard, that the commu-
nication be filed, the demand approved and ordered paid. Motion 'carried.
~_ Communication from the City .liongineer, reporting on application
of Air 1i.eduction Sales Co. for installation of a "no thoroughfare" sign at
Bickett St. and Slauson Ave . (referred to City Engineer at meeting of May
7, 1 946), wa s re ad.
It was moved by Maillard, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from Bechtel Bros. McCQne Co. asking permission;: to
haul refuse and rubbish from premises at 4620 t:)eville Street, was read.
It was moved by Maillard, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried. '
Communication from the City Engineer, enclosing copy of appli-
cation to the California Railroad Commission by Los Angeles Transit Lines to
operate bus service through the City of Vernon, which was laid over from
meeting of May 7, 1946, was read.
It was moved by Trowbridge, seconded by Maillard, that the'commu-
nication be filed and application approved. Motion carried.

Report of the Police Department was read.
It was moved by Trowbridge, seconded by Maillard, that the re-
port be filed. Motion carried.
Communication from Harry H. Cook requesting permit to operate a
service station at 5136 Pacific Blvd., was read.
It was moved by Maillard, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and ,Library was read.
It was moved by Maillard, seconded by Trowbridge, that the report
be filed. Motion carried.
RESOLUTION No. 1297, a resolution accepting deed from Los Angeles
Soap Company and Btaurfer Chemical Company was read. .
It was moved by Maillard, seconded by Trowbridge, that Resolution
No. 1297 be adopted. Motion carried.
At this time the City Consultant Electrical Engineer informed the
City Council that he had secured bids from seveFa1 firms for the purchase of
junk copper wire, and that the latest and best bid was made by Berg Metals
Corporation for insulated copper wire scrap for $6.58 and copper and lead
cable scrap for $4.85,per hundred.
, It was moved by Trowbridge, seconded by Mai11ard,that the report
of the Engineer be filed and that the scrap wire be sold to Berg Metals
Corporation, at the price offered in the bid. Motion carried.
It was moved by Trowbridge, seconded by Mai11ard,that the tempo-
rary permit granted to Dougherty Lumber Company to erect a temporary build-
ing on the premises described in their request, when issued by the City
Clerk, shall state that said 'temporary permit shall not exceed a period
of tw~ years from date of issue. Motion carried.
