MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD ON JULY 2, 1946, at 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL
4305 SANTA FE AVENUE, VERNON. CAL.
COUNCILMEN PRESENT: Leonis, Trowbridge, Mailliard, Anderson and Poxon.
COUNCILMEN ABSENT: None
The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson, seconded by Trowbridge, that the minutes
of the previous meeting be approved. Motion carri~d.
ORDINANCE NO. 595, an Ordinance granting Southern California Edisom
Company a f,panchl,se to construct, operate, alter; maintain and use an electric
distribution and transmission system etc., under and across Soto Street from
Leonis Avenue to South City Boundary was read for second reading.
It was moved by Pmxon, seconded by Trowbridge, that Ordinance No.
594 be passed for second reading. Motion carried.
ORDINANCE NO. 595, an Ordinance granting Southern California
Edison Co. a franchise to construct, operate, alter, maintain and use an
electric distribution and transmission system, etc., under and across soto
Street from Leonis Ave., to South City Boundary, was read for third and final
reading.

It was moved by Poxon~ seconded by Trowbridge, that Ordinance No. 595
be'adopted. Motion carried by the following vote:
AYES: Mai11iard, Trowbridge, Leonis,Anderson and Poxon
NOES: None
ABSENT: None
ORDINANCE NO. 596, an Ordinance giving notice of a special election ~
to be held on Tuesday, July 30, ~46, was read for first reading.
It was moved by Moxon, seconded by Anderson, that Ordinance No. 596
be passed for fir~ reading. Motion carried.
Communication from the City Engineer, submitting a communication fron,
Willard R. Allers, re<1.uesting city to sell him small portion of Downey Road
at north city boundary, was read. The City Engineer recommends that the land
'not be sold due to realignment of streets at a future date.
It was moved by Trowbridge, seconded by Mailliard, that the cdmmu-
nicationbe filed and recommendation concurred in. Motion carried.
Communication from the City Engineer and the City Attorney in re-
gard to communication from City of Bell in connection with extension of
bus line through the City of Vernon, was read. The City Engineer and City
Attorney report that it is their understanding that the City of Bell is
going to discontinue the bus line ort July 1st, and recommend that the
communication be filed.
It was moved by Trowbridge, seconded by Mailliard', that the commu-
nication be filed. Motion carried.
Communication from the City Engineer recommending the installa-
tion ,of boulevard stop signs for north and south traffic on east roadway
of Alameda Street and 55th Street, at an~proximate cost of $40. was read.
It was movedl;>y Trowbridge, seconded by Mail1iard, that the com-
munication be filed and recommendation concurred in. Motion carried.

Communication ~r6m Carl A. Heinze, Consulting Engineer, to-
~ether with check from Sathern California Edison Co. in the sum of
$44,642.43, representing 2% of gross receipts collected for period of May
20, 1945 t.o May 29, 1946, was read.
It was moved by Trowbridge, seconded by Anderson, t hat the commu-
nication be filed and check. accepted. Motion carried. . '
Communication from Thomas V. Cassidy, City Attorney, in regard to
communication from A. E. Stebbings, Attorney, in connection with open-
ing of 30th Street over tracks of Santa Fe Railroad Co. was read. The City
Attorney recommends that the persons interested in the opening of this cross-
ing be authorized to file an application before the Railroad Commission
with the understanding that there will be no cost to the city in regard to
their application.
It was moved by Anderson, seconded by Trowbridge-, that the
communication be filed and recommendation concurred in. Motion carried.
Communication from F. H. Donnelly, Fire Chief, in regard to
request of Consolidated Metals Corp. for a permit to conduct business at
2619 Santa Fe Avenue, was read. The Fire chief recommends that permit be
granted.
It was moved. by Poxon, seconded by Mailliard, that the communica~
tion be filed and permit granted. Motion carried.
Communication from F. H. Donnelly, Fire Chief, in regard to re-
quest of Wyodak Chemical C . for a permit to conduct business at 4599 Paci-
fic Blvd. was read. The Fire Chief recommends that permit be granted.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Production Pattern & Mfg. Co. regarding water
drainage at Slauson Ave and Boyle Avenue, was read.
It was moved by Anderson, seconded by Trowb~i~ge, that the commu-
nication be filed and the matter referred to the City Engineer. MOtion
carried.

Communication from F. S. Rogers (Rogers Paint Shop) requesting per
mit to operate a paint shop at Pike Trailer Co.2615 Santa Fe Ave. was read;
It was moved by Poxon, seconded by IDrowbridge, that the communica-
tion be filed and permit granted. Motion carried.
Communication from System Stamping Service requesting a permit
to conduct a metal stamping business at 3293E. Slauson Avenue, was read.
It was moved by Mailliard, seconded by Anderson, that the commu-
nication be fi~ed and permit granted. Motion carried.
Communication from T~be Sales requesting permit to conduct a
business of selling miscellaneous steel and alloy tubing at 4599 Pacific
Blvd. was read.
It was moved by Mailliard, seconded by Anderson, 'that the commu-
nication be filed and permit granted. Motion carried.
Communication from H. E. Mead, requesting permit to operate ser-
vice ~tation and truck repair business at 4301 Downey Road, was read.
It was Moved by Anderson, seconded by Mailliard" that the commu-
nication be filed and permit granted. Motion carried,
Communication from :Byron Cavaney requesting a permit to conduct a
business of buying and selling railroad commoditie's and equipment from War
Assets Corporation at 3301 E. 26th Street (Sharp &FellowB property), was
read.

communication be filed and permit,granted. Motion carried.
Communication from Pedro Pacual requesting permit to operate
and conduct the Peralta Pool and Refreshment Hall and the Pool Cafe at
3709! Santa Fe Avenue, was read.

Communication from Oriental Rug Cushion Co. requesting permit
to manufacture one of their products at 4900 Loma Vista Avenue, was read.

of two army barracks, was read.

Communication from Sturdee-Bilt Venetian Blind Co. requesting
curb painting at 5801-3 Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Poxon that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.

safety crossing at 58th'Street and Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by poxon, that the commu-'
nication be filed and the matter referred to the City Clerk. Motion
carried.
Communication from General Petroleum Corp. regarding curb paint-
ing on Soto Street~ north of 37th Street, was read.
It was moved by Trowbridge, seconded by Poxon, that the commu-
nication be filed and the matter referred to the Police Department. Mbtion
carried.
Communications from Allis-Chalmers Mfg. Co. ani Champion Arma-
ture Co., requesting permits to haul refuse trom their respective premises
upon and along the streets of the City of Vernon, were read.
It was moved by Mailliard, Seconded by Trowbridge, that the
communications be filed and permits granted. Motion carried.

It was moved by Anderson, seconded by Poxon, that the report

Communication from Arrow Mill Company requesting permit to
conduct a retail lumber yard in connection with their general woodworking
and mining business, was read.
It was moved by Poxon, seconded by Mailliard, that the communic-
cation be filed and permit granted. Motion carried.
It was moved by Anderson, seconded by Mailliard, that th~ity
Attorneybe instructed to make an examination and report on gas franchises
within the City of Vernon. Motion carried.

Communication from the City Engineer requesting authority to
employ C. Quintana as semi-skilled laborer in the Street and Water Depart-
ment at rate of $6. per day, was read.
It was moved by Anderson, seconded by Trowbridge, that the
