MINUTES OF THE REGULAR MEETING OF THE
CITY C OUNC IL OF THE CITY OF VERN ON,
HELD ON AUGUST 6, 1946 AT 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL
4305 SANTA FE AVENUE, VERNON
COUNCILMEN PRESENT: Leonis, Trowbridge and Anderson
COUNCILMEN ABSENT: poxon and Mailliard
The meeting was called to orderby Mayor J. B. Leonis.
It was moved by Anderson, seconded by Trowbridge, that the
minutes of-the previous meeting be approved. Motion carried.
Communication from the City Engineer, requesting aqthority to
employ R. S. Munoz and A. C. Olguin as semi-skilled laborers in Street
and Water Department at the rate of $7.00 per day, effective August 5,
1946, was read.
It was moved by Trowbridge, seconded by Anderson, that the
communication be filed and request granted. Motion carried.
Communication from Bethlehem Pacific Coast Steel Corporation
requesting permission to construct 36" gauge track aeross the south end
of Alcoa Street and an additional standard gauge track aoross Randolph
Street, was read.
It was moved by Anderson, seconded by Trowbridge, .that the
communication be filed and request granted subject to the approval of the
City Engineer, Motion carried.
Communication from Buttress & McClellan, Inc., offering to
purchase Lot 37, Block 3 of the Aldine Square Tract at the price of $6300.00
was read.
It was moved by Trowbridge, seconded by Anderson, that the
oommunication be filed. Motion carried.
RESOLUTION NO. 1310: A resolution of the City Council abandon-
ing Lot 37 in Aldine Square Tract as per map recorded in Book 29, page 12
Miscellaneous Records of Los Angeles County, California, and Instructing
the Clerk to Post Notice for the Sale of Said property, was read.
It was moved by Anderson, seconded by Trowbridge, that the reso-
lution No. 1310 be adopted. Motion carried by the following vote:

Communication from Vernon Industrial Development Assn. regarding
appearance and condition of fire hydrants ip the city, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nica tion be filed and the matter referred to the F.ire Ctiief. Motion c arriec1

of the County to enforce the Air Pollution Control, was read. .
It was moved by Trowbridge, seconded by' Anderson, that the commu-
nication be filed and the matter referred to the Committee of the Whole.

Report of F. H. Donnelly, Fire Chief, on application of Henry
H. Rice, for permit to conduct an upholstering business at 5875 So.
Boyle Avenue, was read. Mr. Donnelly reports tha~ upon investigation
this location is in county territory.
It was moved by Trowbridge, seconded by Anderson, that the
communication be filed. Motion carried.
Report of F. H. Donnelly, Fire Chief, on application of Wheel
Ind\lstries, Inc. for permit to conduct a business at 2600 Santa Fe Avenue
was read. The Fire Chief reports that upon investigation the Wheel In-
dustries, Inc., .will conduct a warehouse and distribution plant and recom-
mends that request for permit be granted.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Report of General PetroleUM Corp. on Los Angeles County
Franchise No. 781, N.S. for period ending June 30, 1946, was read. The
report states that no pipe lines were laid.
It was moved by Trowbridge, seconded by AndersQn, that the
report be filed. Motion carried.
Communication from McCutchen, Thomas, Matthew, Griffiths &
Greene, Counsellors at Law, advising that the Flintkote Company is nego-
tiating for the purchase of the assets of the American Mineral Company,
5601 So. Boyle Avenue, for the manufacturing of roofing graules and
fillersand requesting advise if additional permit will be necessary for
such operation, was read.
It was moved by Anderson, seconded by Trowbr+dge, that the
communication be filed and the matter referred to the l"ire Chief and
City Engineer for report. Motion carried.
Communication from Albert & Zola Mfg. Co. requesting permit
to operate a sheet metal and light steel ~nuracturing business at
2208 E. 37th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed and permit granted. Motion carried.
Communication from Alkali Cattle Company, requesting permit to
conduct the business of buying, selling and feeding of livestock at the
Union Stock Yards, was read.
It was moved by Trowbridge, seconded by Anderson, that the com-
munication be filed and permit granted. Motion carried.
Communication from Reuben Krasn and Danny Krasn, requesting
permit to conduct a business to be known as Krasn Packing Co., at 3290
East Vernon Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed. Motion carried.
Communication from H. R. Basford Co. requesting permit to con-
duct an 'office and warehouse for the distribution of Rund gas water
heaters and Fraser gas heating equipment at 3320 Leonis Blvd. was read.
It was moved by Trowbridge, seconded by Anderson, that the
communication be filed and permit granted. Motion carried.
Communication from Sierra Steel Fabricating Co. for permit to
conduct a steel fabrication business on Washington Blvd. west of Grande
Vista Street, was read.

Communication from Flour Inc. requesting permit to operate a
warehouse at 4207 N. Produce Plaza for the storage of bakers products~ was
read.
It was moved by Anderson, seconded by Trowbridge~ that the commu-
nication be filed and permit granted. Motion carried.
Communication from N. Ruth Gaamann requesting permit to operate
a lunch truck within the city, was read.

Communication from Claude L. Boyle requesting permit to operate
ice cream truck within the city, was read.

nication be filed and the matter referred to the Police Department.
Motion carried. .
Communication from Dohr~nn Hotel Supply Co. requesting crosswalk
and safety zone at 26th &; Santa Fe'Avenue~ was read.
It was moved by Anderson, seconded by Trowbridge~ that the commu-
nicat~on be filed and the matter referred to the. Police Department. Carried
Communication from Swift & Company requesting curb painting on
N/S Vernon Avenue, east and west of main gate, was read.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and the matter referred to the Police Department.

Report of the Committee on Street Maintenance, Buiibding, purchas-
ing and Library, was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
RESOLUTION No. l304,a resolution fixing the compensation of P.
B. McKiernan, was read.
It was moved by Trowbridge~ seconded by Anderson, that Resolution
No. 1304 be adopted. Motion carried.
RESOLUTION NO. 1305, a Resolution transferring from the Water
Department Fund to the Emergency Fund, the sum of $261,483_85, was read.
It was moved by Trowbridge~ seconded by Anderson, that Resolution
No. 1305 be adopted. Motion carried.
RESOLUTION No. 1306, a Resolution transferring from the Water and
Fire Construction Fund to the Water Department Fund, the sum of $32,954.51,
was read.

lution No. 1306 be adopted. Motion carried.
RESOLUTION No. 1307, a Resolution Transferring from the Water
and Fire Construction Fund to the Emergency Fund the sum of $84,315.45
was read.
It was moved by Trowbridge, seconded by Anderson, that Reso-
lution No. 1307 be adopted. Motioncar1!ied.
RESOLUTION No. 1308, a Resolution approving the tentative
budget for the fiscal year 1946-194", was read.
It was moved by Trowbridge, seconded by Anderson, that Reso-
lution No. 1308 be adopted. Motion-carried.
RESOLUTION No. l30~, a Resolution declaring the results of a ~
special election held on July 30th, 1946, was read.

lution No. 1309, be adopted. Motion carried.
RESOLUTION No. l3il, a Resolution fixing the compensation
for election officers for services rendered as such election officers
at the bond election held ~gttat 6, 1946.
